Mayor Acri called the meeting to order at 5:30 p.m. in Council Chambers.
Oath of Office & Appointment:
Oath of office for promotion of Fire Engineer Chad Snook to Fire Lieutenant effective November 16, 2017.
Appointment of Firefighter/Paramedic Geoffrey McClellan to Fire Engineer effective November 18, 2017.
Mayor’s Board Appointments:
Mayor’s appointment of Alan Hon to fill a vacancy on the Moline Plan Commission for a full, 6-year term to expire on November 14, 2023.
Mayor’s appointment of Craig Mack to fill a vacancy on the Moline Plan Commission for a full, 6-year term to expire on November 14, 2023.
A motion was made by Alderman Parker to approve both appointments. Seconded by Alderman Wendt. Motion passed unanimously.
Presentations:
Life Saving Award to Lieutenant Terry Garmon (John Hitchcock, Interim Chief of Police)
2017 City of Moline Recycle Super Hero Awards. Rodd Schick, Municipal Services General Manager, presented awards to HyVee on 42nd Avenue Drive, Western Illinois University-Quad Cities Campus, and Kate Helms (said award accepted by her mother, Jody Helms).
Questions on the Agenda:
Mayor Acri mentioned that there will be no consideration of Council Bill No. 4050-2017, as this item needs to go to public hearing first.
Agenda Items:
1. A Resolution authorizing the purchase of four (4) 2019 Freightliner 114SD CNG fueled trucks. Dave Mallum, Fleet Manager, explained that funds are budgeted to replace four tandem axle trucks for street maintenance and plowing. The replacement of these trucks has been postponed for three years, and the current trucks have exceeded their reliable and useful life. Specifications were developed and a Request for Proposals was published. A proposal was submitted by Truck Country, Davenport, Iowa, for $652,344. Said proposal meets all of the required specifications. Staff is also seeking approval to dispose of the old units by the method most advantageous to the City. A motion was made by Alderman Turner to approve. Seconded by Alderman Potter. Motion passed unanimously.
2. An Ordinance dissolving the Special Tax Allocation Fund for the Bethany Property Redevelopment Project Area (Tax Increment Financing District No. 4) and terminating the designation of the Tax Increment Financing District No. 4 Redevelopment Project Area as a redevelopment project area. Ray Forsythe, Planning & Development Director, stated that the City Council adopted, on September 27, 2005, Ordinance Numbers 3061-2005, 3062-2005 and 3063-2005, which approved and adopted the City of Moline Tax Increment Redevelopment Plan and Project Area for the Bethany Property Redevelopment Project Area (commonly referred to as “TIF No. 4”), designated the Tax Increment Redevelopment Project Area for TIF No. 4, and adopted Tax Increment Financing for TIF No. 4. The project is now complete, the property has been redeveloped into a viable senior and assisted living development, and all financial obligations have been fulfilled. A motion was made by Alderman Parker to approve. Seconded by Alderman Berg. Motion passed unanimously.
3. A Special Ordinance authorizing the Mayor and City Clerk to execute a Development Agreement between the City of Moline and I.H. Mississippi Valley Credit Union for the sale and redevelopment of Lots 1 and 2 of Riverbend Commons First Addition; and authorizing City staff to do all things necessary to effectuate the terms of the Agreement. Ray Forsythe, Planning & Development Director, indicated that I.H. Mississippi Valley Credit Union (IHMVCU) is seeking to construct its headquarters on
City-owned property located at 2500 River Drive. In order to incentivize IHMVCU to construct its headquarters in Moline, the City has agreed to sell the property for $2,925,000, which includes upfront payment for certain public improvements and to provide a financial incentive in the form of TIF rebates. This item will also appear on the City Council Agenda on November 14, 2017, under “Items Not on Consent” for first reading. A motion was made by Alderman Berg to approve this item with the modifications presented by Mr. Forsythe as follows: On p. 8 - Adding Section IV paragraph B (viii) "Prior to closing the City shall have the sole option to reduce the acreage sold to the Developer by approximately 1 acre and reduce the purchase price by $300,000;" on p. 20 - Exhibit B - Sec. 2 by adding after the first sentence. "The target closing date shall be January 10, 2018;” on p. 27 - Exhibit C - Sale of Property - January 10, 2018, Goal Occupancy-- March, 2020 with a deadline of December 31, 2020;” and a revision to Exhibit D that shows the estimated TIF fund increment to the City in 2020 of $90,426.23. Seconded by Alderman Wendt. Motion carried with Alderman Schoonmaker voting nay.
