1. Cemetery Service Contract. (Todd Slater, Cemetery Manager)
Explanation: Staff solicited for cemetery services through the bidding process with one contractor responding. These services include grave servicing, concrete foundations, grave decorations, and grounds holiday cleanups. Staff is seeking authorization to contract with Andrews Brothers in the amount of $150,054.96 subject to the number of services provided during the three year agreement.

2. President’s Appointment of Sylvan Island Advisory Committee. (Don Welvaert, Park Board President)
Explanation: Forming an advisory committee for Sylvan Island will ensure the sustainment of park projects and activities. The committee will meet once a month under the direction of the Parks and Recreation Department. Committee members will include: The Parks Recreation Director, Park Operations Manager, one Park Board member, one FORC member, one Renew Moline representative one Global Communities representative and one Augustana College representative. Other groups that have interest may petition the Park Board for committee involvement. The committee will have the authority to plan events, workdays and small projects. Projects that would require the use of Park funds or fundraising efforts would advance to the Park Board for their consent.

3. Approval of a 3 Year Lease with John Rogers DBA Roy’s All Fed Up for Mobile Vending Services on Ben Butterworth Parkway. (Lori Wilson, Parks Recreation Director)
Explanation: John Rogers DBA Roy’s All Fed Up has provided mobile vending services on Ben Butterworth Memorial Parkway since 2008. He would like to provide this service again through 2020. Staff is proposing a fee of $720 annually from April 1 – October 31 of each year through 2020, and will allow him to remain on site into November weather permitting. The lease payment will be payable in two increments: $360.00 due on May 15 and $360.00 due on July 15, of each of the three years.

4. Approval of a 2 Year Lease with Action Valley Paintball at Green Valley Park for the purpose of operating a paintball field that is open the public.. (Lori Wilson, Parks Recreation Director)
Explanation: Staff is seeking approval of a two year lease agreement with Action Valley Paintball at Greenvalley Park for the purpose of operating a paintball field that is open to the public. Lessee shall pay an annual lease payment of $440 due on or before May 1 of each year beginning in 2018. The term of Agreement shall commence on April 1, 2018 and shall continue through March 31, 2020. Staff has determined that having a paintball field operating at Green Valley Park would be a service enhancement.
