Here is the minutes as provided by the board:

Call to Order

The Board of Trustees met in a public meeting on Monday November 20, 2017 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call

Present:       President Morrow, Trustee Neece, Trustee Anderson, Trustee

                     Pittard, Trustee Brackney, Trustee Woeber

Absent:        Trustee Einfeldt

                    TRUSTEE ANDERSON MADE A MOTION TO ACCEPT THE MINUTES FROM THE NOVEMBER                        6, 2017 BOARD MEETING. SECONDED BY TRUSTEE NEECE. VOICE VOTE.

                      TRUSTEE NEECE MADE A MOTION TO APPROVE THE BILLS FOR NOVEMBER 20, 2017 IN                           THE AMOUNT OF $126,118.19 SECONDED BY TRUSTEE WOEBER. VOICE VOTE.

Committee Reports

Water and Sewer:      Trustee Pittard reported that the Hills Creek Generator is on the bills list. It is functioning as it should be. The Water Loop is almost completed, Justin is just waiting for the lab test results to come back before it can be fully completed. Max Stark has mentioned that a couple other water loops that need to be put in, this will be done in the future as will the purchase of a small plot of land that will be used to relocate the water well.

Streets and Alleys:      No Report

Finance and Audit: The Tax Levy Ordinance, No. 2017-10-01 An ordinance providing for the Tax Levy for the current fiscal year ending April 30, 2018, was on the agenda for the for the third and final read.

                         TRUSTEE NEECE MADE A MOTION TO APPROVE THE FINAL READ OF ORDINANCE NO.                             2017-10-01 AN ORDINANCE PROVIDING FOR THE TAX LEVY FOR THE CURRENT FISCAL                             YEAR ENDING APRIL 30, 2018 SECONDED BY TRUSTEE WOEBER. ROLL CALL VOTE.

Building and Grounds: Trustee Brackney reported that the new village banners are here and have been put up. The new plow truck is here. It will be outfitted with lights and racks in the near future. The maintenance trucks have all been inspected and licensed for another year. There was some discussion as to what to do with the old plow truck. Trustee Woeber will look into the options and let the board know what he comes up with.

Parks, Recreation and Harbor: Trustee Anderson put the new contract with Kelly’s landing up for a vote.

                          TRUSTEE ANDERSON MADE A MOTION TO APPROVE THE NEW CONTRACT WITH                                      KELLY’S LANDING. SECONDED BY TRUSTEE WOEBER. ROLL CALL VOTE.

Police:     Deputy Rasso asked Clerk Hoffman if there is a Snow Route Ordinance. She will check into it and let him know. Trustee Neece stated that the cars need to be parked in the correct direction when parked on the roads. Deputy Rasso reported that the Municies case went in favor of the Village. The resident was fined $150.00 per vehicle with a return court date for December 21, 2017. After then, if the vehicles are still there, the Village will have permission to remove them both at the owner’s expense.

Reports of Officers

Village Clerk:      Clerk Hoffman informed the Trustees that Illinois will be having a bicentennial celebration on December 3, 2017. They have sent a special flag for the occasion. The flag will be put up on December 3, 2017 as part of the celebration. Clerk Hoffman also reported that the Trustees will have to approve a Tax Abatement Ordinance for the 2017 Lagoon Project Bond that was passed earlier in the year. It will be on the agenda for the December 4, 2017 Board meeting.

Department of Public Works:      Justin Parchert reported that he is getting ready for the snow. He also reported that the water main loop will be closed up tomorrow.

Mayor: No Report

Old Business:

                           TRUSTEE ANDERSON MADE A MOTION TO APPROVE ORDINANCE NO. 2017-10- 02 AN                               ORDINANCE AMENDING THE VILLAGE CODE CONCERNING VILLAGE BOARD                                                COMPENSATION. ROLL CALL VOTE.

AYE:                   TRUSTEE ANDERSON, TRUSTEE WOEBER, TRUSTEE PITTARD,

                            TRUSTEE BRACKNEY, TRUSTEE NEECE 

NAY:                    NONE

MOTION CARRIED: 5-0 (1 absent)

                           TRUSTEE ANDERSON MADE A MOTION TO ADJOURN INTO EXECUTIVE SESSION AT                                   7:25PM TO DISCUSS PERSONNEL MATTERS. SECONDED BY TRUSTEE WOEBER.

                            TRUSTEE WOEBER MADE A MOTION TO RETURN TO OPEN SESSION AT 7:57PM.                                        SECONDED BY TRUSTEE NEECE.

                            TRUSTEE PITTARD MOVED TO ADJOURN THE MEETING AT 7:58 PM. SECONDED BY                                    TRUSTEE WOEBER.
