City of Moline Park and Recreation Board met January 25.

Park Board Vice President, John Knaack, called the meeting to order at 3:30 p.m. in the Public Works
Conference Room.

Approval of the Park Board Meeting Minutes of the December 7, 2017 meeting.
Approval of the Park Board Meeting Minutes of the January 30, 2018 special meeting.
Approval and acceptance of departmental December/January bill payment and departmental
December/January revenue, expenditures, capitol projects, park reserve and cemetery reports.
Omnibus Vote Mike Waldron, seconded by Lauren Schrier, moved to approve items by omnibus vote.
Motion carried with unanimous approval.
Items Not on Consent
Approval to enter into contract with Scott Painting and Decorating for painting the Riverside Pool and
play feature. The Riverside Family Aquatic Center is due to have the pool tank painted, expansion joints
repaired, and water feature painted. This project was last completed in 2014 with the exception of
painting the water feature, which has not been done since its 2004 installation. Park staff publicly
solicited sealed bids for this project, due to be read on Wednesday, January 10, 2018 at 10am. We
received three (3) bids with the lowest bid being $30,389.50 submitted by Scott Painting and
Decorating. $30,000.00 was budgeted under Contractual Repairs in the 2018 Pool budget, line item 120-
1526-452.04-25, with sufficient funds in the line to cover the additional $389.50. Mike Waldron
motioned to approve, seconded by Lauren Schrier. Motion carried unanimously.
Beverage Bid Contract. The AD Huesing Beverage Contract expires March 31, 2018. Park staff publicly
solicited an RFP for Beverage Services with proposals due back by January 10, 2018. We received two
proposals, with Coca-Cola being the most advantageous to the Parks and Recreation Department.
Although their product pricing was higher, their sponsorship dollars significantly produces a greater
benefit, which results in a $6,676 advantage to the department. Park staff recommends approval of
Coca-Cola’s proposal. Lauren Schrier motioned to approve, seconded by Mike Waldron. Motion carried
unanimously.
Prospect Park Pavilion Restroom RFP Response. Restroom restoration of both the men’s and women’s
facilities for Prospect Park Pavilion was solicited publicly as an RFP/Design Build, with proposals due
January 10, 2018. There were no proposals received for this project. By City Ordinance, Chapter 27-3100
(b,) if there are no successful bidders staff is permitted to solicit vendors with the approval of Park Board
as long as staff remains competitive in solicitation. Staff is seeking Park Board approval to solicit for
proposals for the Prospect Park Pavilion Restroom Project. Mike Waldron motioned to approve,
seconded by Lauren Schrier. Motion carried unanimously.
Prospect “Picnic for Prospect” Fundraiser, May 19, 2018. The Moline Park Department will be hosting a
“Picnic for Prospect” fundraising event to help with the funding of the Prospect Pavilion restoration. The
event will be held on Saturday May 19, 2018 from 4:00pm until 7:00pm. Staff is seeking the Board’s
permission to serve alcohol in Prospect Park during and for the event. Staff is also seeking the Board’s
permission to apply for a temporary liquor license from City Council for the event. Mike Waldron
motioned to approve, seconded by Lauren Schrier. Motion carried unanimously.
Ben Butterworth Parkway Gift. Staff has been contacted by the Hammar Family who would like to
donate multiple benches to be placed on Ben Butterworth Parkway as a memorial to their mother. The
Park Enhancement Program promotes standardizes benches to be placed at all Parks. Staff is seeking
Park Board approval to accept the gift for use of the standard black metal benches as needed along the
Parkway. A plaque noting the contribution will be placed at one of the benches as a part of the gift. Staff
will work with the family on this project. Mike Waldron motioned to approve, seconded by Lauren
Schrier. Motion carried unanimously.
Informational
Green Valley Phase 1 Restoration. Lori Wilson updated the Board on the Green Valley restoration
project in partnership with River Action.
2017 Parks Program Report August - December. Amanda Bolt presented to the Board the 2017 Parks
Program Report for August - December.
Other Business
Public Comment Session Concerning the Prospect Park Warming Shelter/Fishing Pier will be held during
“Other Park Business” at the February 22 Park Board Meeting.
The Ben Butterworth bike path in front of the Captain’s Table has been re-opened.
Music Guild will be putting on two special shows on October 6th and 7th to help raise funds for the
Prospect pavilion.
