Here is the minutes provided by the Council:

Pledge:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag,

Roll Call:

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Alissa Sallows, Ed DeJaynes, Gary Miller, Robert Cheffer, and Mayor Freeman. Absent: Gary Almblade, Nancy Mulcahey, and Jose Rico.

City Clerk’s Report:

City Clerk Holmes wishes everyone a Happy New Year.

Additions/Corrections To Agenda:

None.

Consent Agenda:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of December 18, 2017.

b. Approval of the Committee-of-the-Whole Minutes of December 18, 2017

c. Approval of the Public Hearing Minutes for the 2017 Tax Levy.

d. Approval of Salaries for January 12, 2018 in the amount of $476,934.44.

e. Approval of Salaries for December 29, 2017 in the amount of $419,565.67.

f. Approval of Bills for January 12, 2018 in the amount of $940,544.61.

g. Approval of Bills for December 29, 2017 in the amount of $256,519.71.

A motion was made by Alderman Miller, seconded by Alderman DeJaynes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

Report By Mayor:

Proclamations:

Mayor Freeman read a proclamation, proclaiming the month of January,2018 as National Mentoring Month in the City of East Moline, and to support mentoring giving young people in our community the gift of time and friendship. Chief John Reynolds accepted the proclamation on behalf of Big Brothers Big Sisters Program at Wells School.

Congratulations:

Mayor Freeman presented an official Certificate of Congratulations to Kyle Michaels, of Troop #383, for attaining the rank of Eagle Scout.

Selection of Mayor Pro-Tem:

Alderman Cheffer made the recommendation to appoint Alderman Gary Almblade to the position of Mayor Pro-Tem.

A motion was made by Alderman Cheffer, seconded by Alderman DeJaynes, to appoint Alderman Almblade as the Mayor Pro-Tem. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

Mayoral Appointments:

Mayor Freeman made the following Mayoral Appointments, to the East Moline Police Pension Board, and the Special Service Area (SSA) Board.

• Mike Van Hoe & Jim Whan – Police Pension Board,

• Martin E. Corey –Special Service Area Board.

A motion was made by Alderman Cheffer, seconded by Alderman Miller, to approve the Mayoral appointments. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

City Attorney Graham Lee Presented The Following Ordinances And Resolutions:

Ordinance 18-01: An Ordinance Adopting A Policy Prohibiting Sexual Harassment For The City Of East Moline, Illinois.

Mayor Freeman gave additional background information regarding Ordinance 18-01.

A motion was made by Alderman Sallows, seconded by Alderman DeJaynes, to waive the reading of Ordinance 18-01. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

A motion was made by Alderman Sallows, seconded by Alderman DeJaynes, to adopt Ordinance 18-01. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

Resolution 18-01: A Resolution Of The City Council Of The City Of East Moline, Illinois, Urging The Governor To Veto Senate Bill 1451.

City Administrator Girdler gave additional background information regarding Senate Bill 1451.

A motion was made by Alderman Miller, seconded by Alderman Sallows, to approve Resolution 18-01. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

Committee-Of-The-Whole (Alderman Sallows)

Alderman Sallows and Alderman Mulcahey meet with Mr. Girdler and Ms. Petersen to discuss the Formation of a Revenue Committee with the purpose of reviewing potential revenue enhancements for the City, such as reviewing fees and the possibility of Home Rule. They would both welcome any Alderman who would like to become a part of the new Revenue Committee. All other items were covered under the Consent Agenda, Resolution, or Ordinance.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Chief EMPD – Chief Reynolds reminded everyone that the new hirers swearing-in ceremony will be held on Friday, January 19th at 8: 30a.m.in the City Council Chamber. The next COPS will be held on Wednesday, January 24th, at the East Moline Coffee Company, located at 3537 Archer Drive, East Moline, from 8:30 a.m. until 10:00. The discussion will touch upon opioid epidemic that is sweeping the nation. Everyone is invited to attend.

. Ms. Petersen, Finance Director – Ms. Petersen sent out financial information and updated the City Council on the Financial information regarding what the state still owes the City. The State of Illinois still owes the City approximately $500,000 for sewer and water. There other revenues are caught up.

Mr. Gridler, City Administrator – Mr. Gridler stated that his item will be covered in Executive Closed Session.

Mr. Miller, GIS/CADD Coordinator/Zoning – Mr. Miller informed the City Council that they received the annual report from the Corp of Engineers regarding the Levy.

Mr. DeFrance, Fire Chief – Chief DeFrance informed the City Council that they have received a restitution check in the amount of $30,000, resulting from the theft of the Fire Truck in 2017. Chief DeFrance invited the Council to come down to the Morton Drive Station to see their new Fire boat.

Mr. Lambrecht, Director of Maintenances Services – Mr. Lambrecht informed the City Council that there have been approximately six water main breaks within the last few weeks.

Mr. Banaszek, City Treasurer – Mr. Banaszek informed the Council he is going to be a Great Grandpa again. This will be his 8th Great Grandchild.

Recess Session:

A motion was made by Alderman Cheffer, seconded by Alderman DeJaynes, to recess the City Council meeting and go into the Closed Session. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

Closed Session:

A motion was made by Alderman DeJaynes seconded by Alderman Miller, to go into closed session to discuss the following: Litigation. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

Reconvene Session:

A motion was made by Alderman DeJaynes, seconded by Alderman Sallows, to return to the regular City Council meeting. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried.

Open Session:

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to go back into the regular City Council meeting. Upon roll call the following voted in favor: Sallows, DeJaynes, Miller, and Cheffer. Motion carried. 7:15p.m.

No Action Taken in Closed Session

Adjournment:
