City of Keithsburg Council met February 13.
Here is the minutes provided by the Council:
The meeting was opened by Mayor Henshaw at 6:30. Aldermen present are: G. Fues, B. Pinger, D. Truitt, D. Cox, L. Wessels.
Old Business:
A motion was made to remove the issue of surplus property off the table by L. Wessels and seconded by D. Cox. The motion carried. It was decided to have a dealer handle the disposal of the property for scrap or sale. Motion by L. Wessels and seconded by D. Cox to let Geo handle working with a dealer on the property. The motion carried by all.
A motion was made by L. Wessels and seconded by D. Cox to take the 1601 VanBuren property off the table. The motion carried. The city was advised by legal counsel that a 3⁄4 vote was need to accept or reject a bid. 3⁄4 of 6 council members is 5 votes. Since only five members present all need to vote yes. L. Wessels made a motion to accept the highest bid of $5,100. The second was seconded by D. Cox. L. Wessels voted yes. D. Truitt voted no the Mayor declared no other votes need as they didn’t have the five votes need to make 3⁄4 needed.
Motion failed.
Public Comments:
J. Carle spoke on the surplus property. He said there wasn’t that much money in the items for sale. Except for the fire trucks they could go for more money if they took them to auction.
New Business:
A motion was made to approve the minutes of last month’s meeting by D. Cox and seconded by B. Pinger. The motion carried by all.
A motion was made to authorize the cash receipts and disbursements by G. Fues and D. Cox. The motion carried by all.
MSA gave an update on the IKE grant projects.
Water tower: contract have been reviewed by all parties and are proceeding to a pre-construction meeting to be held at city hall on Feb. 19 at 2:00 pm.
Wetland mitigation project: bids were open Feb. 8 at 10 am. One bid came in late. It was decided that it was not allowed because it was late. The lowest bid was from H&H Construction and Development, LLC for base bid amount $295, 507.50 additive alternates 1-5 for $58,907.75 for a total of $304,415.25. a motion was made G. Fues and seconded by B. Pinger to accept the lowest best bid by H&H Construction. The motion carried by all.
IDNR Levee permit application update:
The State has no permit for a flood gate. The state is willing to transfer ownership of the road to the city up to just south the city road to our sewer water building. The council discussed what this would mean to the city in the long run. A motion was made by D. Cox and seconded by B. Pinger to not accept the road from the state. The motion carried by all. MSA will have another bid opening March 8, 2018 at 10am at city hall.
Water /Sewer:
A total of 2,223,00 gallons was pumped for the month averaging 71,700 per day Streets/ Sidewalks:
Terri has been working with IDOT to correct some issues with 2014 and 2016 motor fuel programs. During this process it was found out we don’t need an engineer to prepare them. A motion was made by D. Cox seconded by G. Fues to approve a resolution for $1,717.33 to correct 2014 program. The motion carried by all.
A motion was made to approve 2018 motor fuel tax resolution for $17,000.00 by D. Cox seconded by G. Fues. The motion carried by all.
Fire Department:
Mayor Henshaw appointed Joe Fanning as fire Chief. A motion was made by G. Fues seconded by B. Pinger to accept the appointment of Joe Fanning as Chief. The motion carried by all.
Police Department:
Complaints handled; 1 criminal, 1 traffic related, 1 other, other duties; 1 assists given, 1 assisted received. Traffic 2 stops made, 1 warning 1 speeding 1 other Arrests 1 warrants Total miles driven 330 for the month and $37.30 gallons purchased.
Campground: still accepting host applications until noon March 8th.
Fireworks was talked about the ones that have handled the fireworks for labor day have that day open and recommended that we raise the amount of fireworks ordered. The council remembered that they moved fireworks back to the 4th of july. Council ask Terri to ask if they had the weekend before or after the 4th open as the 4th was on a Wed. this year. A motion was made by G. Fues seconded by D. Cox to raise the fireworks money to $4,000 with half coming out of the general fund and half coming from the campground fund. The motion carried by all The Council was informed that Steve Willits has been attending meetings with Mercer County Better Together and wants to propose a nature bike path on the old railroad tracks. The council so no problem with it. And thanked Steve for the information. A motion was made by D. Cox and seconded by G. Fues to adjourn the meeting. The motion was accepted by all
