Consent Agenda:

All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

Approval Of Minutes:

Park and Recreation Board meeting minutes of February 22, 2018.

Consent Agenda Items:

1. Approval and acceptance of departmental February/March bill payment and departmental February/March revenue, expenditures, capitol projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for the Antique Auto Club to utilize the Ben Butterworth Parkway West Pavilion and parking lot for their antique auto club breakfast. The event is to be held Sunday, June 17, 2018, from 7:00 a.m. until 12:00 p.m. (this includes setup and clean-up time). The club is aware that this event is the same day and time as River Action’s Ride the River event. This was done in hopes that the people biking the Ride the River route would be interested in this stop along the way. Mr. Pearson from the auto club has contacted River Action to make sure they are ok with this event along the route. River Action does not have any issues. Supporting information and special consideration requests are detailed on the Special Use Application.

3. Consideration of a Special Use Application for Seton School to utilize Prospect Park and the upper shelter for their annual fundraiser walk. The event is to be held Friday, May 11, 2018, from 10:00 a.m. until 3:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

4. Consideration of a Special Use Application for Bethany Baptist Church to utilize Stephens Park and both shelters for their annual Vacation Bible School. The event is to be held June 4 – June 8, 2018, from 4:30 p.m. until 9:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

Omnibus Vote

Non-Consent Agenda Items:

1. “Dawn and On” at the North Shore Inn. (Lori Wilson, Parks Recreation Director)

Explanation: Consideration of a Special Use Application for the North Shore Inn to utilize the parking lot at Harold’s Landing for overflow parking with a shuttle system for their “Dawn and On” at North Shore Inn event. The event is to be held Saturday, July 7, 2018, from 12:00 p.m. until 2:00 a.m. with the potential that vehicles may be left overnight by those who may arrange for other transport home. Supporting information and special consideration requests are detailed on the Special Use Application.

2. Music Guild Lease. (Lori Wilson, Parks Recreation Director)

Explanation: The Moline Park and Recreation Board and the Quad City Music Guild previously entered into a lease agreement dated March 1, 2000. The term of the March 1, 2000 lease agreement expires March 31, 2020. The parties mutually desired to review the lease prior to its expiration and the parties agree to make certain changes to the lease and enter into a new lease effective April 1, 2019, which will replace their current lease agreement. The term of this new 20 year lease will expire March 31st, 2039. The Legal Department has approved this lease which is now before you for consideration.

Fiscal Impact: The rental amount shall be equal to the amount Lessor pays in insurance premium. In 2018 it would have been $3,256,854.

3. QC Legends Soccer League/48th Street Field Lease Agreement. (Lori Wilson, Parks Recreation Director)

Explanation: The QC Legends Soccer Club wishes to contract for two (2) years with the Moline Park Board for the operation of a soccer program at the 48th Street Field at Greenvalley. There is currently no activity at the 48th Street site. The lease term will be two hundred fifty dollar ($250.00) per year, annually beginning April 1, 2018 and payable on January 1st each subsequent year. A five dollar ($5.00) per participant fee shall be collected by the Lessor from the Lessee in September of each subsequent year to offset maintenance cost accrued by the Lessor.

Fiscal Impact: $250 plus $5 per participant will be deposited in 120-0000-348-10-10.

4. Western Parking Lot. (Lori Wilson, Parks Recreation Director)

Explanation: Western Illinois University visitors and students continue to use the parking spaces available for park users in lots 3201 and 3301. Staff proposes to move forward with securing 2-hour time limit enforcement upon the mentioned parking lots along Ben Butterworth Parkway.

Fiscal Impact: Prolong future maintenance cost.

5. Prospect Playground Equipment Purchase. (Greg Johnson, Park Operations Manager)

Explanation: A request for proposal was solicited with proposals due March 8th, 2018. Five proposals were received. Game Time came in at $78,300.76 and Play Illinois came in at $84,556 and Play & Park Structures came in at $84,691.74 and Green Dream came in at $78,500 and Henderson came in at $85,000. After reviewing all five RFP’S staff is recommending Game Time as the most advantageous to the City.
