City of Aledo City Council met March 19.

Here is the minutes as provided by the council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers


of the City Hall building on March 19, 2018. MAYOR HAGLOCH called the meeting to

order at 6:45 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, MICHAEL CHAUSSE, BARRY COOPER, JAY DOHERTY,

JIM HOLMES, and RANDY SLATER. Mayor CHRISTOPHER HAGLOCH. Aldermen

TERRY BEWLEY and CHRIS KOPP were excused.

Also present were ERIN KNACKSTEDT, City Administrator, CHRIS SULLIVAN, Chief of

Police, and JAROD DALE, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of

these minutes. The media was represented by Cala Smoldt, Rock Island Argus & Aledo

Times Record, and John Hoscheidt, WRMJ.

Committee of the Whole

The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian

Church.

Appearances: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: Marla Reynolds, Mercer County Family Crisis Center – To

request for F/Y 2018 City Sponsorship & Special Event / Walk: Champion’s 4 Children

Walk to be held on Saturday, May 5th, 2018 beginning at 9:00 o’clock a.m.

Ms. Reynolds appeared before the Committee to request sponsorship in the amount of

$5,000. A brief presentation was provided by MCFCC highlighting the number of

children who received services in 2017. A total of 129 were heard with 67 children in

Aledo receiving those services. MCFCC continues to support child abuse awareness

and provide counseling aid to the victims to release the trauma so they can lead normal

lives.

Public Works Activity Report: Report Submitted with no verbal presentation. DPW

Blaser noted as out on leave.

Aledo Police Department Activity Report: CHIEF Sullivan reported Officer Steinbeck

has been enrolled in the Basic Academy at Macon County Law Enforcement Center in

Decatur, Illinois. He is to report to academy on April 29th for 14 weeks of basic training.

Officer LeClere completed his transition academy course at the Southwestern Illinois

Police Academy on Friday, March 16th. He is certified by the State as a full-time officer.

Administration Report: ADMINISTRATOR Knackstedt provided a listing of weekly

meetings. ADMINISTRATOR also met to plan for the 2018 Oktoberfest event and

looking at hiring bands; participated in a conference call with CivicPlus to review the

website growth since the launch; and, met to discuss plans for the construction of an

RMA memorial.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”,

attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch read a proclamation proclaiming April 5, 2018 as

Junior Achievement Day in the City of Aledo.

Committee Report: No Report.

Approval of Minutes:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN

BERTRAND to approve the meeting minutes of March 05, 2018 as presented. A Roll

call vote was recorded as follows:

YES: Bertrand, Chausse, Cooper, Doherty, Holmes, and Slater. NO: None. Motion

carried. 6 yeas, 0 nays.

Finance: Invoice List:

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN HOLMES

that the Invoice Listing, which has been marked Exhibit “C”, attached hereto and made

a part of these minutes, be authorized and checks issued. A Roll call vote was

recorded as follows:

YES: Chausse, Cooper, Holmes, Slater, and Bertrand. NO: None. ABSTAIN: Doherty.

Motion carried. 5 yeas, 0 nays, 1 abstention.

ORDINANCE NO. 04, SERIES OF 2018; APPROVING OFFICIAL ZONING MAP FOR

2018: (SECOND READING)

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN SLATER to

adopt Ordinance No. 04, Series of 2018; An Ordinance Approving Official Zoning Map

for 2018. A Roll call vote was recorded as follows:

YES: Cooper, Doherty, Holmes, Slater, Bertrand, and Chausse. NO: None. Motion

carried. 6 yeas, 0 nays.

RESOLUTION NO. 08R, SERIES OF 2018; ACCEPTING BID AND AWARDING A

CONTRACT FOR PERFORMANCE OF STREET AND SIDEWALK IMPROVEMENTS

TO THE 100 BLOCK OF NORTH COLLEGE AVENUE:

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN

BERTRAND to approve Resolution No. 08R, Series of 2018; Accepting Bid and

Awarding a Contract for Performance of Street and Sidewalk Improvements to the 100

Block of North College Avenue to Laverdiere Construction, 4055 W. Jackson Street,

Macomb, IL., 61455, whose bid was Three Hundred Sixty-five Thousand Four Hundred

Fifty Dollars and Sixty-four Cents ($365,450.64). A Roll call vote was recorded as

follows:

YES: Doherty, Holmes, Slater, Bertrand, Chausse, and Cooper. NO: None. Motion

carried. 6 yeas, 0 nays.

A MOTION APPROVING THE 2018 SPRING CLEAN-UP BID SUBMITTED BY

MILLENNIUM WASTE, INC. IN THE AMOUNT OF $7,700:

Motion was made by ALDERMAN SLATER and seconded by ALDERMAN COOPER to

approve the spring clean-up bid submitted by Millennium Waste Inc., 13606 Knoxville

Rd., Milan, IL., 61624, in the amount of Seventy-Seven Hundred Dollars ($7,700). A

Roll call vote was recorded as follows:

YES: Holmes, Slater, Bertrand, Chausse, Cooper, and Doherty. NO: None. Motion

carried. 6 yeas, 0 nays.

A MOTION APPROVING PAYMENT TO BRITTON ELECTRONICS IN THE AMOUNT

OF $9,629.33:

Motion was made by ALDERMAN HOLMES and seconded by ALDERMAN CHAUSSE

to approve Payment to Britton Electronics, 293 Herman St., Pekin, IL., 61554, in the

amount of Nine Thousand Six Hundred Twenty-nine Dollars and Thirty-three Cents

($9,629.33); for installation of fiber optic lines at the well sites. A Roll call vote was

recorded as follows:

YES: Slater, Bertrand, Chausse, Cooper, Doherty, and Holmes. NO: None. Motion

carried. 6 yeas, 0 nays.

SPECIAL EVENT / WALK: CHAMPIONS 4 CHILDREN WALK TO BE HELD ON

SATURDAY, MAY 5, 2018 BEGINNING AT 9:00 O’CLOCK A.M.:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES

to approve the special event / walk as presented. A Unanimous voice vote followed in

agreement.

Standing Committee Reports: A Joint Public Property, Streets & Sidewalks

and Tax Increment Financing (TIF) Committee meeting to be held on Monday, March

26, 2018 at 6:15 o’clock p.m. in the City Council Chambers.

Old Business: No Report.

 New Business: A Discussion on the Motor Fuel Tax (MFT) Audit for the City of

Aledo for the years of 2013 – 2016: The Illinois Department of Transportation

completed a compliance audit for the MFT account for the City of Aledo for the period of

January 1, 2013 through December 31, 2016. The compliance review audit and a letter

of the auditor’s findings were provided to the Council.

The auditor’s findings are detailed in the letter dated March 1, 2018. Corrections were

made to the MFT account as of March 4, 2018 which resulted in reimbursing the MFT

Fund $405 from the General Fund and reimbursing the TIF Fund $4,008.18. The road

project was a 2012 project where a portion of it was reimbursed from TIF Fund to MFT

Fund. The difference appears to be from engineering costs to begin the project.

Adjournment: There being no further business, motion was made by ALDERMAN

CHAUSSE and seconded by ALDERMAN HOLMES that the meeting be adjourned. A

Unanimous voice vote followed in agreement. Meeting was adjourned at 7:06 P.M.
