Village of Woodhull Village Board met January 8.

Here is the minutes provided by the Board:

President Dave Holmes called the meeting to order on January 8, 2018 @ 7:00 pm.

Followed by roll call: Jeff Bell, Jason Carlson, Luke Gierach, Ron Hoburg, and Derek VerHeecke. Connie Vail was absent from the meeting.

Also present: Michelle Keener – Treasurer, Jacki Beck – Village Clerk, Wayne Mileham – Public Works Superintendent, Dustin Dobbels – Public Works Assistant, Chad Hillier – Police Chief.

Public Comments:

Woodhull resident Jody York was present at the meeting for more discussion on the possibility of allowing chickens in the Village of Woodhull. Jody did a demonstration showing the difference between store bought, organic and fresh eggs. The Village Board will continue discussing and looking into the situation. A committee has been set up to do further study of other Village’s ordinances for chickens.

Approval Of Minutes:

Ron Hoburg made a motion to approve the December 11, 2017 Regular Board Meeting Minutes as presented. Jason Carlson seconded the motion. Motion carried 5-0.

Ron Hoburg made a motion to approve the December 11, 2017 Closed Session Board Meeting Minutes as presented. Derek VerHeecke seconded the motion. Motion carried 5-0.

Jeff Bell made a motion to approve the Treasurer’s Report as presented. Luke Gierach seconded the motion. Motion carried 5-0.

Derek VerHeecke made a motion to authorize Village Water Clerk Deb Krueger to purchase a new printer for doing water billing. Luke Gierach seconded the motion. VerHeecke – Y, Gierach – Y, Bell – Y, Carlson – Y, Hoburg – Y. Motion carried 5-0.

Luke Gierach made a motion to approve the Henry County Public Safety Sales Tax Resolution. Jeff Bell seconded the motion. Gierach – Y, Bell – Y, Carlson – Y, Hoburg – Y, VerHeecke - Y. Motion carried 5-0

Jeff Bell made a motion to have the Village Treasurer close the Village of Woodhull Debt Service Account at Farmers State Bank and put the funds in the Village of Woodhull Savings Account at Farmers State Bank. Derek VerHeecke seconded the motion. Motion carried 5-0.

Additions To The Agenda:

Derek VerHeecke made a motion to add one item to the Agenda for a credit card from FSB. Jason Carlson seconded the motion. Motion carried 5-0.

Luke Gierach made a motion to approve filing an application for the Village for a new credit card account from FSB. The following persons should get the new cards: Wayne Mileham, Dustin Dobbels, and Jacki Beck with a $2500.00 a month limit on each card and a maximum monthly total limit of $10,000.00. Derek VerHeecke seconded the motion. Gierach – Y, VerHeecke – Y, Bell – Y, Carlson – Y, Hoburg – Y. Motion carried 5-0.

Luke Gierach made a motion to amend the FSB credit card motion to include getting a fourth card for Chad Hillier with a $2500.00 limit. Derek VerHeecke seconded the motion. Motion carried 5-0.

Ron Hoburg made a motion to pay the bills from the various accounts as amended. Jason Carlson seconded the motion. Motion carried 5-0.

Police/Civil Defense/Permits:

Police Chief Chad Hillier presented the December Police Department Activity Report as follows: Woodhull Police Department responded to 12 calls for service, conducted 8 traffic stops, 10 warnings, 2 citations being issued, used 165.60 gallons of Gasoline at a cost of $410.32.

Jason Carlson made a motion to approve the December Police Report as presented. Jeff Bell seconded the motion. Motion carried 5-0.

Public Works Report:

Wayne Mileham presented the December Public Works Report as follows: Wayne reported on the work done for the month of December for both the Streets Department and the Water Department. Water pumped in December 2,229,856 gal. Sewer pumped in December 10,918,500 gal.

Jason Carlson made a motion to approve the December Public Works Report as presented. Luke Gierach seconded the motion. Motion carried 5-0.

Jason Carlson made a motion to accept the Code Book changes. Ron Hoburg seconded the motion. Carlson – Y, Hoburg – Y, Bell – Y, Gierach – Y, VerHeecke – Y. Motion carried 5-0.

New Business:

Jeff Bell made a motion to pass the Sexual Harassment Ordinance number 18-01. Derek VerHeecke seconded the motion. Bell – Y, VerHeecke – Y, Carlson – Y, Gierach – Y, Hoburg – Y. Motion carried 5-0.

Jason Carlson made a motion to go into Closed Session at 10:12 p.m. Luke Gierach seconded the motion. Motion carried 5-0.

Ron Hoburg made a motion to return to Open Session at 11:31 p.m. Jason Carlson seconded the motion. Motion carried 5-0.

Luke Gierach made a motion that the Village of Woodhull Clerk, Jacki Beck be paid $320.00 for the hours spent on updating the Village of Woodhull Code Book. Jason Carlson seconded the motion. Gierach – Y, Carlson – Y, Bell – Y, Hoburg -Y, VerHeecke – Y. Motion carried 5-0.

Jason Carlson made a motion to adjourn the meeting at 11:34 p.m. Luke Gierach seconded the motion. Motion carried 5-0.
