Village of Annawan Village Board met March 13. 

Here is the minutes as provided by the board:

The Annawan Village Board met at 6:30 pm on Tuesday, March 13, 2018, in the Village Hall.


Present were:

Mayor: Tim Wise

Trustees: Audie Sturtewagen, Brent Heitzler, Kim Goodley, Nathan Stout, John Rico, and Mitch Heisler

Village Clerk: Julie DeSplinter

Also present: Lynn Williams (for presentation), and Mark Crosby

Previous Month’s Minutes

Sturtewagen, seconded by Goodley made a motion to approve the minutes of the previous meeting.

Motion passed.

Monthly Bills

Heisler, seconded by Rico, made a motion to pay the monthly bills. Motion passed. The balance in the

General Fund on February 28, 2018 was $1,688,017.36.

Police Report

Chief Elliott gave the police report showing 15 calls for service, 334 Self-Initiated Activates, 27 Traffic

Enforcement Activities, and 6 agency assists for the reporting period. Chief escorted the basketball team

out of town and then back into town after the IHSA State Tournament in Peoria. Two interviews were

held at the Children’s Advocacy Center in Cambridge. The full report is in the village office for review

Spring MFT Roadwork

An agreement was signed with MSA Professional Services to schedule work on the design of South Main

Street Pavement Rehabilitation at a cost of $13,000.

Public Safety Tax

Heitzler, seconded by Sturtewagen, made a motion to endorse the Henry County Public Safety Tax as

the Village of Annawan. Motion passed. The money can only be used for crime prevention, detention,

police, medical ambulance, firefighting, or other emergency services. The Henry County buyer that

spends $100 every week of the year in taxable items or 50 cents in sales tax weekly, would contribute

$26 annually.

Recreation Report

The report showed 1 paid and 9 free rentals of the CC since the last report. Upcoming events include:

Welcome Sign Class, March 20 and another Bingo Day. Fun Day Book Ads received so far total $3,050.

There are 150 Fitness Center members with a mix of single and family, monthly and yearly. Yank the

bike;

TIF Application

Lynn Williams was present at the meeting to resubmit his TIF Application for his car wash that had been

denied previously. The application was updated. TIF Applications will be on the agenda for the April

meeting.

Water Rate Update

Heisler reported to the other board members that information had been sent to the Illinois Rural Water

Association for their help and suggestions as to what the water rates should be. The board has to decide

if a charge will be made for capital improvements in addition to the rate increase. The Village has not

had a Reserve Fund for water and sewer in the past. Usually a loan is taken out for the improvements. A

Reserve Fund would allow for improvements without the loan charges. A suggested goal is $10,000-

$20,000. Heisler will get the information to the IRWA. They will send back options for rate increases.

Residential New Construction Incentives

The goals for the incentives include: increase school enrollment, provide attractive incentives for people

to build new homes, promote the village, and open up affordable housing. Several incentives are under

consideration. Stout, seconded by Heitzler, made a motion to move forward with the exploration of

residential new construction incentives. Motion passed. No other action was taken. Other taxing bodies

will be contacted for their input.

Village-Wide Garage Sales

The garage sales will be held Thursday, May 10th, beginning at 4:00 p.m., and Friday, Saturday, May 11th

and 12th, starting at 8:00 a.m. Ads will be put in the Henry County Advertizer. Names should be called to

the Village Office (935-6226) by May 2nd in order to be put on the map.

Mark Crosby’ Concerns

Mark Crosby was present at the meeting to discuss upcoming improvements necessary for the water

department. The water tower needs to be cleaned inside and outside, with the addition of a stirrer at an

approximate cost of $15,000 to $16,000. The final decision will be made after the new budget is set. 36

Energy Star bulbs will be purchased for the downtown street lights at a cost of $60 per bulb. Ameren is

offering a $25 rebate per bulb for switching to LED. Crosby was also given the OK to have an electrician

(Ken Westefer) install 300 tube-size LED bulbs at a cost of $4.10 per bulb. Westefer will take care of

disposal of the old bulbs. Also discussed was maintenance of the generators owned by the Village.

Altorfer will be hired at a cost of $632 for a one time service visit to perform Service Level 1

maintenance on the standby generator for the Community Center. JD Belcher sent a maintenance plan

for a one time visit for the two lift stations and the water tower at a total cost of $900. No action was

taken on that contract.

Crosby Commended

For the 23rd consecutive year Mark Crosby received commendation from the IL Dept of Public Health for

perfect compliance in 2017 for 12 consecutive months of maintaining Community Water Fluoridation in

the Village giving residents maximum oral health benefits. The Dept acknowledges the expertise and

diligence of the water department, thanks to Crosby. Great job, Mark!

Update on Patriot Trailers

Talks continue between their representatives, the mayor and our TIF attorney, Kathy Orr.

Proclamation

Mayor Wise signed a Proclamation to observe April 5, 2018 as Junior Achievement day in the Village of

Annawan as an opportunity to recognize and celebrate Junior Achievement of the Heartland for

empowering our young people to own their economic success.

Deputy Clerk Position

Sturtewagen reminded board members that a new position had been created in the Village and nothing

had been done. On his recommendation it was decided to put an ad in the paper and get started on

hiring a deputy clerk.

The Village portion is approximately $8500.
