Consent Agenda:

All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

Approval Of Minutes:

Park and Recreation Board meeting minutes of April 26, 2018.

Consent Agenda Items:

1. Approval and acceptance of departmental April/May bill payment and departmental April/May revenue, expenditures, capitol projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for the Quad Cities Women’s Outdoor Club to utilize a portion of the grassy area next to the baseball field in Prospect Park to have a onetime outdoor fitness class/gathering for their members. The event is to be held Tuesday, July 10, 2018, from 6:15 p.m. until 7:30 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

3. Consideration of a Special Use Application for the Bi-State Tennis Association (Randy Nelson) to utilize Riverside Park tennis courts for a Tennis Grand Prix, a tennis event for children ages 8-14 years old. The event is to be held Saturday, August 4, 2018, from 8:00 a.m. until 1:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

4. Consideration of a Special Use Application for State Senator Neil Anderson to utilize Riverside Park Pond for a Kids Fishing Derby. The event is to be held Saturday, August 11, 2018, from 8:30 a.m. until 11:30 a.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

5. Consideration of a Special Use Application for Young Life Quad Cities to utilize the Ben Butterworth Park and the East shelter for their annual 5K fundraiser. The event is to be held Saturday, August 18, 2018, from 6:00 a.m. until 11:00 a.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

6. Consideration of a Special Use Application for the Center for Belgium Culture to utilize Stephens Park for their annual Fall Flemish Fest. The event is to be held Sunday, September 16, 2018, from 10:00 a.m. until 5:30 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

Omnibus Vote

Non-Consent Agenda Items:

1. Prospect Park Fishing Pier Replacement. (Lori Wilson, Parks Recreation Director)

Explanation: Quotes were solicited for the replacement of the Fishing Pier at Prospect Park with a 16 x 16 treated lumber deck with 14 - 20 foot gangway. Quotes came in with CanDOCK- $19,170, Wahoo Docks- $38,800, Jim Frey Fish Hatchery- $9,422.

Staff Recommendation: Staff recommends approval to purchase dock system from Jim Frey Fish Hatchery for $9,422. Staff also recommends approval to spend up to $5,000 on the removal of the current structure.

Fiscal Impact: Funds are available in Parks CIP 120-1525-452-08-50.

2. Approval of the Moline Parks and Recreation 2019 CIP. (Lori Wilson, Parks Recreation Director)

Explanation: The CIP project list has been updated to meet the department’s current needs.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Projects will be completed with City Council’s consideration of Capital Funding.

Informational:

1. Moline Preservation Society Award for Sylvan Island Bridge. Ceremony May 30th at the Butterworth Center 6:30p.m. (Lori Wilson, Parks Recreation Director)

2. Cemetery Rules Policy Update. December 1991 was the last major update to the Rules and Regulations for the City Cemeteries. The current policy is attached to the agenda. At the June meeting staff will present a revision for Park Board’s consideration. (Todd Slater, Cemetery Manager)

3. Feasibility Committee Update. (Lori Wilson, Parks Recreation Director)
