Consent Agenda Items:
1. Approval and acceptance of departmental April/May/June bill payment and departmental April/May/June revenue, expenditures, capitol projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for the Quad Cities Women’s Outdoor Club to utilize a portion of the grassy area next to the baseball field in Prospect Park to have a onetime outdoor fitness class/gathering for their members. The event is to be held Tuesday, July 10, 2018, from 6:15 p.m. until 7:30 p.m. (this includes set-up and clean-up time). 3. Consideration of a Special Use Application for the Bi-State Tennis Association (Randy Nelson) to utilize Riverside Park tennis courts for a Tennis Grand Prix, a tennis event for children ages 8-14 years old. 4. Consideration of a Special Use Application for State Senator Neil Anderson to utilize Riverside Park Pond for a Kids Fishing Derby. The event is to be held Saturday, August 11, 2018, from 8:30 a.m. until 11:30 a.m. (this includes set-up and clean-up time). 5. Consideration of a Special Use Application for Young Life Quad Cities to utilize the Ben Butterworth Park and the East shelter for their annual 5K fundraiser. The event is to be held Saturday, August 18, 2018, from 6:00 a.m. until 11:00 a.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.
6. Consideration of a Special Use Application for the Center for Belgium Culture to utilize Stephens Park for their annual Fall Flemish Fest. The event is to be held Sunday, September 16, 2018, from 10:00 a.m. until 5:30 p.m. (this includes set-up and clean-up time). 7. Consideration of a Special Use Application for Iron Lion Disc Golf Supply to utilize Prospect Park for their annual disc golf tournament. 8. Consideration of a Special Use Application for KWQC to utilize Browning Park for a community block party. Omnibus Vote
Non-Consent Agenda Items:
1. Prospect Park Fishing Pier Replacement RFP. (Lori Wilson, Parks Recreation Director)
Explanation: Request for Proposal (RFP) for a floating dock/fishing pier for Prospect Park were solicited on June 3 and June 10, 2018. Four proposals were received and opened on June 20, 2018. Caulfield Associates Incorporated provided a proposal that best suits the guidelines put forth in the RFP while staying within the budgeted allotment for this project at $18,585. Pier will be delivered preassembles with minimum installation requirement. Caulfield will also provide a civil engineer to ensure proper installation.

Staff Recommendation: Staff recommends approval to accept the proposal from Caulfield Associates Incorporated for $18,585. Staff also recommends that we work with Caulfield Associates Incorporated to provide attached benches to the structure not to exceed $2,000 and funding for shoreline concrete work not to exceed $3,000.
Fiscal Impact: $40,000 has been budget in Parks CIP fund 120-14525-452-06-30.
2. Approval of the Moline Parks and Recreation 2019 CIP. (Lori Wilson, Parks Recreation Director)
Explanation: The CIP project list has been updated to meet the department’s current needs.

Fiscal Impact: Projects will be completed with City Council’s consideration of Capital Funding.
3. Moline Soccer Field Renaming Policy. (Lori Wilson, Parks Recreation Director)
Explanation: The family of Joe Cravero would like the Park Board to consider renaming the fields at the soccer complex to honor their father. Currently that area of Greenvalley Park is known as the Moline Soccer Fields. In April 2013 the Park Board approved a Park naming Policy. The policy describes the process of a formal proposal. The policy also describes the criteria for renaming a park or facility. Staff is recommending that a committee be formed to navigate through the Naming Policy and determine if the criteria have been met to proceed.

4. QC Legends Soccer League/48th Street Field Proposal. (Lori Wilson, Parks Recreation Director)
Explanation: At the May Park Board Meeting, Nathan Medinger made a request to the Board concerning building an entry/exit from the field to 48 Street. The league is seeking Park Board approval to investigate permitting possibilities for this project.

5. Cemetery Rules Policy. (Todd Slater, Cemetery Manager)
Explanation: The Cemetery Rules have been updated with the changes highlighted in yellow. The original document was created by, Harry Lapin, a well known Illinois Cemetery Attorney. Subsequent changes were made with the help of the current City Attorney. The changes presented today are primarily dealing with rules and regulations concerning decorating mausoleum crypt and niche fronts.
