City of Aledo Council met June 4.

Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on June 04, 2018. Mayor Hagloch called the meeting to order at 6:31 p.m. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry

Cooper, Jim Holmes, Chris Kopp And Randy Slater. Mayor Christopher Hagloch. Alderman Jay Doherty was excused.

Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, Justin Blaser, Director Of Public Works & Utilities, Tarah Sipes, Economic Development Coordinator, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by John Hoscheidt, Wrmj.

Committee Of The Whole

The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.

Requests & Petitions: No Report.

Public Works Activity Report: Dpw Blaser reported the following:

• Streets: Rhubarb Festival preparation.

• Water: Julie’s; Water Tower cleaning was completed.

• Gas: Julie’s; Usdi completed leak detection survey, and the division repaired two (2) minor leaks; Rhubarb Festival preparation; and assisted Cemetery Division.

• Cemetery: Four (4) funerals occurred.

Dpw: Property Maintenance Code violations and continuing with notices regarding tall grass and inoperable vehicles. Preparation of Rhubarb Festival.

Aledo Police Department Activity Report: Chief Sullivan reported the department is preparing for the annual Rhubarb Festival. Met with Mercer County Health Department and have coordinated, through that agency, with the National Weather Service for event specific weather updates. Genesis Ambulance will have equipment and emergency service personnel present in Central Park throughout the event. Officers will be stationed, on foot, in the event areas both days.

Chief reported PW and PD continue joint efforts to deal with nuisance properties. To date, four (4) problem properties have been brought into compliance or are well on the way to compliance. Officer Steinbeck has completed first month of Basic Police Academy. Graduation is set for August and then will begin his FTO.

Officer Baker has been serving in the position of Investigator for two (2) weeks. Baker is also serving as the FTO for Officer Holmes. He will also be training the new officer once hired and Officer Steinbeck when he returns to the department in August.

Administration Report: Administrator Knackstedt provided a listing of weekly meetings. Administrator Knackstedt participated in an Antique Days meeting.

Administrator participated in Union Negotiations on 5/31. DPW Blaser and Administrator met with Shane Larson, Hutchison Engineering to review the ITEP grant qualifications. The City will need to go out for bid and secure an advisor for the project. The RFQ has been prepared and will be published in the local paper for two (2) weeks.

EDC Sipes reported to be researching grant funding opportunities for development of community amenities and home owner incentive programs. EDC also drafting articles to be posted as news on the Aledo website. Also, updating information by gathering additional photos of the parks and other locations in town. Drafting a page detailing additional community amenities that are not currently included on the webpage.

City Clerk Dale provided information for the month of May regarding utility billing and payroll. Highlighted within the report was notification the front office evaluations were completed in March, 2018.

City Clerk provided the draft treasurer’s annual financial report for F/Y 2017. The item to be published in the Times Record in June, 2018.

Mayor’s Report: Mayor Hagloch offered condolences to the family of local resident and business owner, Richard Maynard, Sr., on behalf of the City of Aledo.

Mayor reported this year’s annual Rhubarb Festival was well attended and a great success. Compliments were received on how well the downtown area looked. It was noted the Rhubarb Festival was also a quality family event.

Committee Report: Ald. Holmes reported the Water, Sewer & Storm Drain

Committee met on May 21, 2018. The Committee discussed the placement of a surcharge regarding rates for out-of-town users for sewer and gas. The Committee also reviewed the water/sewer lateral repair program and the expansion to commercial customers.

Ald. Chausse reported the Ordinance & Police Committee met on May 29, 2018. The Committee recommended not moving forward with the draft ordinance adopting a crimefree rental lease addendum and regulation of chronic nuisance properties; and, recommended approval of the ordinance amending Title 13 regarding an increase in night/weekend water & sewer and gas reconnection fees.

Motion was made by Alderman Chausse and seconded By Alderman Holmes to approve the meeting minutes of May 21, 2018 with the following noted correction:

• Page 3, minutes, roll call vote recording, to list Ald. Slater as an abstention vote and remove from a yea vote. A Roll call vote was recorded as follows:

Yes: Bertrand, Bewley, Chausse, Cooper, Holmes, Kopp, and Slater. No: None.

Motion carried. 7 yeas, 0 nays.

Finance: Invoice List:

Motion was made by Alderman Kopp and seconded by Alderman Cooper that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

Yes: Bewley, Chausse, Cooper, Holmes, Kopp, Slater, and Bertrand. No: None.

Ordinance No. 09, Series Of 2018; Amending Title 13 Of The City Code

Of Aledo, Illinois: (First Reading)

Title 13 entitled “schedule of fees” is hereby amended for the purpose of revising the amount of certain fees included in the Schedule. The following to be amended:

• Night / Weekend water and sewer reconnection – $40.00 $100.00

• Night / Weekend gas reconnection – $40.00 $100.00

The second reading to be held on Monday, June 18, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

Ordinance No. 10, Series Of 2018; City Of Aledo, Mercer County, Illinois Ascertaining The Prevailing Rate Of Wage For Laborers, Workmen And Mechanics Employed On Public Works For The City Of Aledo: (First Reading)

Motion was made by Alderman Chausse and seconded by Alderman Bewley to waive the 2nd reading regarding Ordinance No. 10, Series of 2018; City of Aledo, Mercer County, Illinois ascertaining the prevailing rate of wage for laborers, workmen, and mechanics employed on public works for the City of Aledo. A Roll call vote was recorded as follows:

Yes: Chausse, Cooper, Holmes, Kopp, Slater, Bertrand, and Bewley. NO: None.

Motion carried. 7 yeas, 0 nays.

Motion was made by Alderman Chausse and seconded by Alderman Cooper to adopt Ordinance No. 10, Series of 2018; City of Aledo, Mercer County, Illinois ascertaining the prevailing rate of wage for laborers, workmen, and mechanics employed on public works for the City of Aledo. A Roll call vote was recorded as follows:

Yes: Cooper, Holmes, Kopp, Slater, Bertrand, Bewley, and Chausse. No: None.

Motion carried. 7 yeas, 0 nays.

Ordinance No. 11, Series Of 2018; Amending Title 8, Chapter 6 Of The

City Code Of Aledo, Illinois: (First Reading)

Section 8-6-8(A)6 of Title 8, Chapter 6 of the City Code entitled “Water and Sewer

Systems” is hereby amended as follows (additions are indicated by bold / underline and deletions by strikeout):

Nonresident Use: When City water or sewer service is made available to nonresident users, the respective monthly bills therefor shall be determined based upon the calculations set forth in this subsection (A) times two hundred percent (200%) in the case of any nonresident water user and onetwo hundred percent (100%200%) of the sewerage bill based on the calculation set forth in this subsection (A) except for: a) any not for profit corporation nonresident water user organized for charitable, educational, religious, scientific, research, agricultural, or horticultural purposes, and b) any nonresident user connecting to the City's water transmission line located between the City's west corporate limits and the City treatment plant shall only pay one hundred percent (100%) of the amount calculated to be due for its water usage charge under this subsection (A).”

Ordinance No. 12, Series Of 2018; Amending Title 13 Of The City Code

Of Aledo, Illinois: (First Reading)

Title 13 entitled “schedule of fees” is hereby amended for the purpose of revising the amount of certain fees included in the Schedule. The following to be amended:

• 8-13-11 –Gas Rates (Non-Resident) $13.80 per month for 1st 1,000 cu.ft.

• 8-13-11 –Gas Rates (Non-Resident) $13.80 per 1,000 cu.ft. thereafter

The second reading to be held on Monday, June 4, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

Resolution No. 18r, Series Of 2018; Approving An Agreement For Performance Of Engineering / Architectural / Surveying Services By Klingner & Associates, P.C. For City Hall Interior Repairs And Renovations:

Motion was made by Alderman Bertrand and seconded by Alderman Chausse to approve Resolution No. 18R, Series of 2018; Approving an agreement for performance of engineering / architectural / surveying services by Klingner & Associates, P.C., 49 Prairie Street, Galesburg, IL., 61401, for City Hall Interior Repairs and Renovations; to perform the necessary consulting, design, planning, preparation of construction documents and construction oversight services for an amount of One Hundred Seventy-four Thousand Seven Hundred Dollars ($174,700.00). A Roll call vote was recorded as follows:

Yes: Holmes, Kopp, Slater, Bertrand, Chausse, and Cooper. NO: Bewley. Motion carried. 6 yeas, 1 nay.

Resolution No. 19r, Series Of 2018; Approving An Agreement For Performance Of Design Services By Imeg, Corp. For Street And Sidewalk Improvements To College Avenue Between S.W. 2Nd Street And S.W. 3rd Street:

Motion was made by Alderman Cooper and seconded by Alderman Kopp to approve Resolution No. 19R, Series of 2018; Approving an Agreement for Performance of Design Services by IMEG, Corp. for Street and Sidewalk Improvements to College Avenue between S.W. 2nd Street and S.W. 3rd Street. A Roll call vote was recorded as follows:

Yes: Kopp, Slater, Bertrand, Bewley, Chausse, Cooper, and Holmes. No: None.

Motion carried. 7 yeas, 0 nays.

A Motion Approving The Hiring Of A Police Officer:

Motion was made By Alderman Chausse and seconded by Alderman Holmes to approve the hiring of a police officer; Nathan Davis, 315 South E. St, Monmouth, Il., 61462, effective June 11, 2018. A Roll call vote was recorded as follows:

Yes: Slater, Bertrand, Bewley, Chausse, Cooper, Holmes, and Kopp. No: None.

Motion carried. 7 yeas, 0 nays.

Standing Committee Reports: The Gas Committee to convene in July, 2018,
