Village of Annawan Board met April 10.

Here is the minutes provided by the Board:

The Annawan Village Board met at 6:30 pm on Tuesday, April 10, 2018, in the Village Hall.

Present were:

Mayor: Tim Wise

Trustees: Audie Sturtewagen, Brent Heitzler, Kim Goodley, Nathan Stout, John Rico, and Mitch Heisler

Village Clerk: Julie DeSplinter

Also present: Mark Crosby, Michele Thurston, Ryan Carlson, and Marty DeDecker

Previous Month’s Minutes

Sturtewagen, seconded by Stout, made a motion to approve the minutes of the previous meeting. Motion passed.

Monthly Bills

Sturtewagen, seconded by Heisler, made a motion to pay the monthly bills. Motion passed. The balance in the General Fund on March 31, 2018, was $1,684,833.01.

Police Report

Chief Elliott gave the police report showing 17 calls for service, 367 Self-Initiated Activates, 16 Traffic Enforcement Activities, and 3 agency assists for the reporting period. There were 4 arrests. Chief Elliott, Officers Whipple andBaze attended a Mental Health Awareness Class. All officers attended CPR, AED, First Aid, and Blood-borne Pathogen Training. Both the class and the Training were state mandated.. The state made a surprise inspection visit and gave the dept an A+ rating. The full report is in the village office for review. Also, board members discussed a wine tasting event planned by the Cenex Gasmart and decided that no permits are needed.

Recreation Report

There were 6 paid and 11 free rentals of the Community Center since the last report. Successful events included Movie Night @ the CC and the Welcome Sign Class @ Savage Inspirations. Stout, seconded by Sturtewagen, made a motion to spend $650 to repair an exercise bike in the Fitness Center. Motion passed. Youth Soccer will run from April 14th - May 19th. (No soccer on Memorial Day weekend or Fun Days weekend. Stout, seconded by Goodley, made a motion to change the rental rates of the CC from $125 for the big room and $50 for the kitchen, to $150 for both the big room and the kitchen. Motion passed. Fun Day booklets went to the printer after receiving $3,450 in ad purchases.

Library Concerns

Michele Thurston, librarian, spoke with board members about computer needs after a new network was installed in the village hall. She said that the library is willing to pay for their own line because their needs are not being met. Heitzler said that he will speak with Henry County Telephone Company and report back to the board and the library. The library is going to install a new security gate which will better protect the books, computers, etc. in the library when the library is closed, but the village office is open. The gate will be paid for by the library.

VFW Concerns

Ryan Carlson, commander of the VFW, was present at the meeting to ask for an update on the Memorial Park planned for the downtown site (former CC site). He was concerned that the veterans hadn’t been asked for more input. He was assured that the park will indeed honor veterans, along with fallen police officers, and would be something to be proud of. The village has hired MSA Professionals to design the park and once they bring the plans back to the board, Mayor Wise will go to a VFW meeting to show them the design and ask for input.

Water Rates Update

Heisler presented board members with a synopsis of the findings of the IL Rural Water Association concerning our water rates and also several options for water and sewer rate increases. Board members will study the material and plan on voting at the May meeting.

Resolution 71

Stout, seconded by Sturtewagen, made a motion to adopt Resolution 71, forgiving a transfer of $13,680 from the water fund to the general fund and a transfer of $43,745 from the sewer fund to the general fund. Motion passed.

Resolution 73

Goodley, seconded by Rico, made a motion to adopt Resolution 73, requesting that Rt. 6 be closed from 4:00 p.m. until 12:00 a.m. on Saturday, June 1, 2918, and between 8:00 a.m. until 8:00 p.m. on Sunday, June 3, 2018 for Fun Day Activities. Motion passed. The resolution will be sent to IDOT for their approval.

Spring Roadwork

A meeting was held with MSA Professionals about their concerns for repavement on N. Main Street. Concerns addressed were: a wider portion of the street (in front of the Methodist Church) that hadn’t been included in the quote; replacing culverts and digging out ditches closer to Pritchard Street to aid in water flow (adding $5000 to project). Both concerns were added to the project and approved.

Annawan Township Meetings

Annawan Township can hold their meetings in the small room of the CC without charge for 6 months. At that time the matter will again be addressed.

Village Lawn Mowers

Mark Crosby was at the meeting to report to board members on the mower situation in the village. The 755 mower needs to be replaced. Anderson Enterprises has a used garden tractor that they will sell for $2000, plus the trade in of the 755. The mower will be used for Howes Park and the sewer. Geneseo County Club has a 3-wheeler for sale for $1000. This could be used for dragging the ball diamonds, etc. Goodley, seconded by Heisler, made a motion to approve both purchases. Motion passed.

Adjourn to Executive Session

Heitzler, seconded by Heisler, made a motion to adjourn to executive session. Motion passed.

After Executive Session

For the fiscal year 2018-2019:

1. Sturtewagen, seconded by Heitzler, made a motion to renew the full-time employee insurance with Norton Agency, with the same coverage as last year and keep all benefits the same as last year. Motion passed.

2. Heisler, seconded by Stout, made a motion to give Mark Crosby, Bill Barnes, Lauren Dynes, and Doug Elliott 3% raises for the 2018-2019 fiscal year. Motion passed.

3. Heisler, seconded by Goodley, made a motion to set part time police officers’ salaries at $16.25/hour on weekdays and $19.00/hour on weekends. Motion passed.

4. Heisler, seconded by Rico, made a motion to set the treasurers’ salary at $16.25/hour and the village clerks’ salary at $17/hours. Motion passed.

All other salaries will remain the same.

Work has begun on the shelter at the Howes Park.

There being no further business, Heitzler, seconded by Goodley, made a motion to adjourn. Motion passed.
