Village of Carbon Cliff Village Board of Trustees met June 5.
Here is the minutes provided by the Board:
Village President Bill Hintz called the meeting to order at 7:04 p.m.
Members President: Todd Cantrell, Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels, Larry Scott
Members Absent: None
Others Present: Denise Buser, Village Resident; Don Buser, Village Resident; Debbie Sanders, Village Resident; Loren Rains, Village Engineer with IMEG (formerly McClure Engineer); Nick Gottwalt, Village Director of Community and Administrative Services; and Karen L. Hopkins, Village Clerk
Hearing of the Citizens:
• Denise Buser, Village Resident living on Kingsbury Drive addressed the Board about receiving a letter for having chickens and they are not allowed in Carbon Cliff. Denise presented her case for wanting and having chickens.
The Board explained she would need to file a request for a variance along with a $100.00 fee to hold a Public Hearing with the Zoning Board about allowing chickens. The Public Hearing gives residents a chance to voice their opinions for or against the change to allow chickens.
Debbie Sanders also has a chicken and stated pros for allowing chickens.
The Board of Trustees referred them to do a variance, hold the Public Hearing, and then the Zoning Board will advise the Board of Trustees of the findings and suggestions. At which time the Board of Trustees will take the final vote to allow chickens. If allowed the zoning code would need to be updated and other Ordinances written and adopted to allow for the chickens.
Village President’s Agenda item discussed:
• Ordinance No. 2018-11 is for authorizing the Sheriff of Rock Island County to use 120 hours extra Deputy Service during the 2018 calendar year and bill the Village at when the hours were used. Hours and days of these hours will be random and at the discretion of the Sheriff’s Office.
• Cancel Motion to purchase an EZ Mow utility Brush Mower 72”, model number 90034 and Flat Faced Factory installed couplers, model number 320058 from Attachment Direct at a total cost of $4,080.00 this was presented at the May 15, 2018 Board Meeting but was incorrect model. This model does not float to follow ground contour.
• Correct mower that the Board wants to purchase is EZ Mow Utility Brush Mower 72”, Model number 901101 and Flat Faced Factory installed couplers, model number 320058 from Attachments Director for a total cost of $5,130.00. This mower floats with the contour of the land and will be able to mow ditches and uneven ground better.
• D.O.C.A.S. Gottwalt will be contacting and hiring a Plumbing company to install the new flow meters at Pump House A. Meter are being replaced per IL EPA’s request and need to be done a.s.a.p. Nick Gottwalt will contact Alvarado Plumbing first, if they are unable to install he will try a plumbing contractor.
• There was much discussion on Ordinance No. 2018-12 referring to Residential Demolition Requirements. Basically, if a house is torn down, burnt down, etc. the accessory building on the lot (including garages and sheds) must be torn down if a main residential building is not built to replace within the allotted time. This was taken off the Consent Agenda and is being referred to the Administration Committee Meeting in June 2018.
Meetings / Conference items discussed:
• Nick Gottwalt, D.O.C.A.S. plans on attending the Illinois Department of Revenue Local Government Workshop. Thursday July 19, 2018 from 9:00 a.m. to 12:00 p.m. at the East Peoria City Hall in East Peoria, Illinois, cost is free.
• Nick Gottwalt will not be attending the Illinois Municipal Treasurer’s Association Annual Conference June 24-26, 2018 in Springfield, IL. He is extremely busy during this time in the office and feels time would spent in office would benefit more than attending this conference.
Old Business items discussed:
• Sealed Bid Opening for pavement replace from water main break on Valley View Drive is set for Tuesday June 26, 2018, 9:00 a.m. here at Village Hall (1001 Mansur Avenue).
• The full survey of 6th Street has been done by IMEG. Per Loren Rains, Village Engineer with IMEG there is a 24’ easement. The sanitary sewer appears to be directly on the easement without room for improvement. Loren will have a survey with IMEG verify this with Rock Island County Records office, showing the actual easement dedication recorder on deed.
New Business items discussed:
• Trustee Keith Curry brought up the possible installation of a fence on the South side of the Village Hall at 1001 Mansur Avenue. This will be discussed further at Committee Meeting.
Motion 1: Motion by Curry to establish Consent Agenda, as follows:

a. Adopt Ordinance No. 2018-11, “An Ordinance Authorizing Execution Of A 2018 Calendar Year Mutual Agreement Between The Village Of Carbon Cliff And The Sheriff Of Rock Island County.”
b. Cancel the purchase of an EZ Mow Utility Brush Mower 72”, model number 90034 and Flat Faced Factory Installed Couplers, model number 320058 from Attachments Direct at a total cost of $4,080.00, as presented at the May 15, 2018 Board Meeting, item 5.g. Incorrect mower model was presented to the Board.
c. Approve the purchase of an EZ Utility Brush Mower 72”, model number 901101 and Flat Faced Factory Installed Couplers, model number 320058 from Attachments Director at a total cost of $5,130.00.
d. Authorize Village Director of Community & Administrative Service to contact and hire Alvarado Plumbing to install the new flow meters at Pump House A. (Meters are being installed at EPA’s request.)
