City of Keithsburg City Council met August 13.

Here is the minutes as provided by the council:

Mayor Henshaw opened the Meeting at 6:30 pm


Pledge of Allegiance

Alderman Physically Present: Gary Fues, Bill Pinger, Donnie Cox, Ronnie Brock, Don Truitt and Lisa Wessels.

Also present: Treasurer-Cindy Diehl; Clerk-Terri Gibson; Maintenance-George Lyle; Fire Department-Clarence Howard and Campground Host-Carolyn Wuerzburger.

Old Business:

      • Open bids for golf cart and push mower: No bids received

      • Amending the Nuisance Ordinance: Section 1 Subparagraph F to include language for grass height not to exceed 12" (twelve inches). Attorney Marcum Spears suggested the 12" inch regulation. Gary made motion to accept; Lisa seconded. Motion carried with all "Yes" votes.

      • Terri contacted the insurance company regarding the Fire Department Cadet program. There are no issues with the insurance company, however they do want to see a copy of their rules and procedures after it is established. Bill made motion to accept; Ronnie seconded. Motion carried with all "Yes" votes. 

IKE Grants: Steve Haring and Chris Cooper from MSA were present and gave the following updates:

      • Wetland Mitigation Project: Steve explained the project is now 75% complete. H & H has been back on site. Terri had asked if the city was responsible for mowing and it is part of the maintenance program for 3 years. If it is getting unsightly reach out to H & H Construction. They still have digging on one pond and final grading, as well as seeding and planting remaining.

      • Flood Mitigation Project: Steve explained the city received the IDNR Levee Permit (Mississippi River Levee) and the City has been authorized by the funding agency to issue the Notice to Proceed on the storm sewer & pump station. Valley Construction anticipates starting next week. Scott Duckett will be overseeing the project.

      • Water Tower Project: Steve explained the tower is almost complete, just have some electrical work at this time. Donnie asked when the new tower would be put online. Steve will find out and report back later.

      • Open Space Land Acquisition (OSLAD) Grant Program: Steve explained this is a grant for recreation and the application deadline is from August 1st— October 1st

      • Illinois EPA Funding Possibilities: Steve mentioned there are numerous options for low interest loan program for water and sewer projects that can be setup on a 20-year note, plus 75% could possibly be a forgivable loan.

Public Comments:

      • Bubby Tippie was present and asked for an update on the letters that were served last month regarding properties getting cleaned up. Officer Davis explained most of the letters were served and the next step would be to issue tickets.

      • Lisa thanked Gary and Misty Fues for all their hard work at the ballpark.

1. Motion to accept the minutes from prior meeting: Donnie made motion to accept; Bill seconded. Motion carried with all "Yes" votes.

2. Motion to accept the cash receipts: Gary made motion to accept; Donnie seconded. Motion carried with all "Yes" votes.

3. Motion to accept the cash disbursements: Bill made motion to accept; Gary seconded. Motion carried with all "Yes" votes.

4. Water and Sewer total gallons pumped 1,683,000 with an average of 54,290

5. Streets and Sidewalks

      • Close 7th Street from Washington to Jefferson on September 15th for James Marshall's Benefit: Was going to have a car show but still would like to have it closed. Gary made motion to accept; Lisa seconded. Motion carried with all "Yes" votes.

      • Close 4th Street from Jackson to Washington Street on September 22, 2018, for the Veteran's Fish and Chicken Fry: Donnie made motion to accept; Gary seconded. Motion carried with all "Yes" votes.

      • Ronnie suggested renting a 45' boom lift from Burlington United Rental for a month ($2,244 rental, plus $200 delivery charge both ways) to trim trees along all streets and alleys. George had asked David Gibson if he would help him with this job. Gary explained he talked to George and they think to save money they should just use the basket on backhoe. Ronnie explained the higher you go up then it will last for years. Bill and Donnie both explained for safety issue it is worth spending the funds. Gary made motion to wait until winter, no second. Motion not carried. Ronnie made motion to accept, no second. Motion not carried. The council wanted another quote to see if we could rent the lift cheaper.

6. Fire Department

      • Clarence Howard was present and explained the fire department had been contemplating purchasing a Fire Truck for $6,000 and was going to ask the city to pay 1/2, however they decided not to make the purchase.

      • Training: ISO Truck inspections 2.5 hours, meetings and EMS training 2 hours.

7. Police

      • Mayor Henshaw explained New Boston Police has been here a couple of times throughout the month, right along with Mercer County and he thinks everything is going fine.

8. Campground

      • Ronnie Tharp would like to pour a concrete pad and run electric and water to install a new ice machine that will accept credit and debit cards. It would make ice and bag it as well. Ronnie explained it is the same setup as the ice machine in Oquawka at the car wash. The machine costs $40,000, he will need power, therefore he will give the city more money. Mayor Henshaw contacted the city insurance company and they will require an additional general liability listing the City of Keithsburg. The council agreed and would like Ronnie to come to a meeting and explain his intentions, plus they will require him to sign a written contract.

      • Carolyn explained there is an issue with breakers throwing and wanted to know if we could have the power checked. Don suggested changing out the bad breaker.

      • Lisa asked George "if he completed the numerous lists of things that Carolyn had submitted over the last couple months?" George explained he is just too busy. Lisa suggested hiring someone like David Gibson to get the list of maintenance items completed at the campground and paying them $10.00 an hour. Gary made motion to accept; Donnie seconded. Motion carried with all "Yes" votes.

     • Carolyn asked the council to put up signs on the beach "no motorized vehicles" Donnie explained it would also stop people from pulling their campers straight in and driving their vehicles on the beach. Lisa made motion to purchase 3 three signs; Donnie seconded. Motion carried with all "Yes" votes.
