Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on August 20, 2018. MAYOR HAGLOCH called the meeting to order at 6:53 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, JAY DOHERTY, JIM HOLMES, CHRIS KOPP, and RANDY SLATER. Mayor CHRISTOPHER HAGLOCH.

Also present were ERIN KNACKSTEDT, City Administrator, CHRIS SULLIVAN, Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Aledo Times Record and Rock Island Argus, and Jim Taylor, WRMJ.

COMMITTEE OF THE WHOLE

The meeting was opened in prayer by Pastor Jim Augustine, Grace Evangelical Free Church, Aledo.

Communication & Correspondence: No Report.

Requests & Petitions: Special Event / Alley Closure: Mercer County Veterans of Foreign Wars Post 1571 Rib Cook-Off, to be held on August 25, 2018, between the hours of 8:00 a.m. and 7:00 p.m.

Special Event / Parade: 2018 Mercer County High School Homecoming Parade to be held Thursday, September 20, 2018, between the hours of 6:00 p.m. to 7:30 p.m. Line- up to begin at 5:30 p.m.

Public Works Activity Report: DPW Blaser reported:

 Streets: preparation of Antique Days; assisted Water Division with the water-

main break; ditch repair in Industrial Park; seal joints at YMCA intersections;

removed two (2) trees at Vashti Village.

 Water: JULIE’s; well inspections completed; assisted Klingner with finding limits

for the SW 9th St water main project; water-main break on SE 5th Ave with

Ameren hitting the main with a pole anchor.

 Gas: JULIE’s; read meters; assisted with the water-main break on SE 5th Ave; clean equipment for National Night Out; install gas service at Cardinal Plating.

 Cemetery: One (1) funeral occurred.

Mowing, stone repair and jetting continues.

 DPW: City Hall exterior project continues with a punch list to be generated; bid opening held for the NE Quadrant Street Resurfacing project and met with Klingner & Associates regarding City Hall Interior project.

Aledo Police Department Activity Report: CHIEF Sullivan reported the Department is in the final stages of preparing for Antique Days, which is scheduled to be held Saturday, August 25th. The Police Department is hosting the car show at Antique Days this year and we have been recruiting volunteers to assist with all the various activities throughout the event.

CHIEF reported Officer Davis will be attending the part-time to full-time transition course at the Basic Police Academy in Belleville, IL., from August 19th through August 31st. Officer Steinbeck has returned from Academy and now on military leave for the reserves.

CHIEF reported the Department is participating in ongoing meetings and discussions with the Mercer County Health Department. The Health Department was recently awarded a grant to establish a Mental Health Nurse Navigator program in Mercer County. The goals of the new program (Mental Health Action Program or MHAP) are to improve access to mental health services

Administration Report: ADMINISTRATOR Knackstedt attended the Community Development Institute in Moline, IL. The institute is designed to train community leaders in economic and community development practices, as well as theory. ADMINISTRATOR was able to network with individuals from around the country and learn how they are dealing with issues similar to Aledo. ADMINISTRATOR notes interesting ideas for economic development in empty downtown storefronts include the development of a local produce food hub and a homebrewer brew pub co-op. ADMINISTRATOR completed the certificate for year-1 successfully.

ADMININISTRATOR worked at the Aledo cemetery to clean-up the seedling nursery gifted by Aledo Rotary. The area was weeded and mulched.

ADMINISTRATOR attended the bid opening for the NE Quadrant Street Resurfacing Project.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch read a proclamation to proclaim the month of September, 2018 as National Ovarian Cancer Awareness Month.

Committee Report: ALD. Bewley reported a Gas Committee was held on Monday, August 13th, 2018. The Committee reviewed two (2) proposals for a Natural Gas Management contract. Proposals were received from National Public Gas Agency and Utility Gas Management. Recommendation was made to accept a proposal by UGM.

ALD. Kopp reported a Finance Committee was held on Monday, August 13th, 2018. The Committee received bid proposals regarding the collection and disposal of solid waste in the City of Aledo. The Committee to review additional information that is being requested and to discuss further at a later date. The Committee also made a recommendation to amend the pay rate for elected officials for the City of Aledo from fifty ($50) to sixty ($60) beginning in May 1, 2019 for aldermanic positions being filled at the 2019 consolidated election, and salary increases shall not take effect until May 1, 2021 for the mayor, treasurer, city clerk and aldermanic positions being filled at the 2021 consolidated election.

ALD. Cooper reported a Public Property, Streets & Sidewalks Committee was held on Monday, August 13th, 2018. The Committee held discussions regarding the Button Building with bids to be retrieved for roof repair(s) and also an option to consider demolition. The Committee continues discussions regarding annexation petitions received in July, 2018.

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN HOLMES to approve the meeting minutes of August 06, 2018 with the following correction:

 Page 4, under Resolution No. 24R, to add to the motion the following “not to exceed $42,837.52.” A Roll call vote was recorded as follows:

YES: Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, Kopp, and Slater. NO: None. Motion carried. 8 yeas, 0 nays.

FINANCE: INVOICE LIST:

Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN COOPER that the Invoice Listing, less the Walmart Community BRC item(s) on page two, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Doherty, Holmes, Slater and Bertrand. NO: None. ABSTAIN: Kopp. Motion carried. 7 yeas, 0 nays, 1 abstention.

ORDINANCE NO. 16, SERIES OF 2018; APPROVING AN INTERGOVERNMENTAL COOPERATION AGREEMENT BETWEEN THE ALEDO PARK DISTRICT AND THE CITY OF ALEDO: (SECOND READING)

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN COOPER to adopt Ordinance No. 16, Series of 2018; Approving an Intergovernmental Cooperation Agreement between the Aledo Park District and the City of Aledo. A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Doherty, Holmes, Kopp, Slater, and Bertrand. NO: None. Motion carried. 8 yeas, 0 nays.

ORDINANCE NO. 17, SERIES OF 2018; AMENDING THE PAY RATE FOR ELECTED OFFICIALS FOR THE CITY OF ALEDO: (FIRST READING)

Section 1-9-2(a) of Chapter 9, Title 1 of the City Code entitled “Elected Officials, Schedule of Salaries” shall be amended as follows:

 EachThe mayor, treasurer, alderman and city clerk shall receive the sum of fifty sixty dollars ($50.00$60.00) for each regularly scheduled meeting actually attended; provided, however, that any alderman shall still be entitled to be paid for any meeting not attended if his or her absence is excused by the mayor for good cause shown.

The mayor, treasurer, city clerk and any alderman shall also receive a per diem allowance of fifty sixty dollars ($50.00$60.00) per day for attending any special committee meetings, special council meetings, or other city conferences, or business authorized by the corporate authorities.

In addition, the city shall reimburse the latter designated officers and aldermen for any necessary travel beyond city hall, or any necessary food and lodging expenses incurred in attending any of the authorized city functions specified herein. Travel mileage shall be reimbursed at the amount allowable per mile by the internal revenue service at the beginning of each fiscal year.

The respective annual salaries of the mayor, city treasurer, city clerk and the

aldermen for any particular fiscal year shall be paid on a monthly basis.

The ordinance shall be in full force and effect from and after its passage, approval and publication in the manner provided by law, provided, however, that the salary increases shall take effect until May 1, 2019 for aldermanic positions being filled at the 2019 consolidated election, the salary increases shall not take effect until May 1, 2021 for the mayor, treasurer, city clerk and aldermanic positions being filled at the 2021 consolidated election.

The second reading to be held on Tuesday, September 4, 2018 at the next regularly scheduled City Council meeting at 6:30 o’clock p.m. in the City Council chambers.

RESOLUTION NO. 25R, SERIES OF 2018; ACCEPTING BID AND AWARDING A CONTRACT FOR PERFORMANCE OF STREET RESURFACING:

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN SLATER to approve Resolution No. 25R, Series of 2018; Accepting bid and awarding a contract for performance of street resurfacing; to various streets located in the NE Quadrant of the City of Aledo; Hutchison Engineering Inc. has recommended that the City award the contract for the Project to the lowest bidder, Tri-City Blacktop Inc. of Bettendorf, IA., whose base bid was $239,171.96, and to include an alternate bid in the amount of $48,403.17, for a total price of $287,575.13. A Roll call vote was recorded as follows:

YES: Cooper, Doherty, Holmes, Kopp, Slater, Bertrand, Bewley, and Chausse. NO: None. Motion carried. 8 yeas, 0 nays.

RESOLUTION NO. 26R, SERIES OF 2018; APPROVING THE APPOINTMENT BY THE MAYOR OF MEMBERS OF THE CITY OF ALEDO HISTORIC PRESERVATION COMMISSION & RESOLUTION NO. 27R, SERIES OF 2018; APPROVING THE APPOINTMENT BY THE MAYOR OF MEMBERS OF THE CITY OF ALEDO ECONOMIC DEVELOPMENT ADVISORY COMMITTEE:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN BEWLEY to approve Resolution(s) No. 26R, Series of 2018; Approving the Appointment by the Mayor of members of the City of Aledo Historic Preservation Commission; those listed are as follows:

 Gerrod Andresen (2019), Ronn Dillavou (2019), Keith Clark (2020), James Holmes (2020), Mary Rillie (2021), Sonjia Fell (2021), and Verla Thompson (2021).

and, Resolution No. 27R, Series of 2018; Approving the Appointment by the Mayor of members of the Economic Development Advisory Committee; those listed are as follows:

RESOLUTION NO. 28R, SERIES OF 2018; APPROVING AN AGREEMENT WITH CRAIG ZENK FOR REPLACEMENT OF MANHOLES ON S.W. 4TH STREET:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN HOLMES to approve Resolution No. 28R, Series of 2018; Approving an agreement with Craig Zenk for replacement of manholes on S.W. 4th Street; at the intersections of S.W. 4th Street & 6th Avenue and S.W. 4th Street & 5th Avenue, at a cost not to exceed $8,000 per manhole. A Roll call vote was recorded as follows:

YES: Holmes, Kopp, Slater, Bertrand, Bewley, Chausse, Cooper, and Doherty. NO: None. Motion carried. 8 yeas, 0 nays.

SPECIAL EVENT / ALLEY CLOSURE: MERCER COUNTY VETERANS OF FOREIGN WARS POST 1571 RIB COOK-OFF, TO BE HELD ON AUGUST 25, 2018, BETWEEN THE HOURS OF 8:00 A.M. AND 7:00 P.M. & SPECIAL EVENT / PARADE: 2018 MERCER COUNTY HIGH SCHOOL HOMECOMING PARADE TO BE HELD THURSDAY, SEPTEMBER 20, 2018:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN HOLMES to approve each special event as presented. A Roll call vote was recorded as follows:

YES: Kopp, Slater, Bertrand, Bewley, Cooper, Doherty, and Holmes. NO: None. ABSTAIN: Chausse. Motion carried. 7 yeas, 0 nays, 1 abstention.

STANDING COMMITTEE REPORTS: A Finance Committee meeting to be held on Monday, August 27th, 2018 at 6:15 o’clock p.m. in the City Council Chambers.
