City of Geneseo Committee of the Whole met Aug. 28.

Here is the minutes provided by the Committee:

The City Council of the City of Geneseo met Tuesday, August 28, 2018 at the Council Chambers, 115 South Oakwood Avenue. Mayor Kathy Carroll-Duda called the meeting to order at 6:00 pm. Alderman Paula Simosky, Sean Johnson, Jason Robinson, Craig Arnold, Bob Wachtel, James Roodhouse and Martin Rothschild answered roll call. Brett Barnhart was absent. Others in attendance included City Administrator Lisa Kotter, City Attorney Margaret Kostopulos, City Clerk Loree K Phlypo, Public Works Director Chad VanDeWoestyne, Inspector Rick Mills, IT Director Garrett Griswold, Finance Director Jamie Matthews, Chief Casey Disterhoft.

A Quorum was present.

Swearing In – Tim Wise as Sergeant

Chief Casey Disterhoft swore in Officer Tim Wise as a Sergeant. Sergeant Wise wife pinned his Sergeant badge on him.

Public Comment

Dave Stoval requested that Pickle Ball Courts be included in the master plan for Richmond Hill Park. He suggested that the existing tennis courts be converted to Pickle Ball Courts. The Pickle Ball group would be willing to perform fund-raising to help pay for the courts if they are part of the plan. This sport is experiencing a high growth rate for participation.

Alderman Craig Arnold joined the meeting at 6:12pm.

Mayor Carroll-Duda congratulated Republic Reporter Lisa Depies on the birth of her baby girl on August 23rd, whom they named Maude.

Discussion on accepting the lowest bidder for the Hanford Street Drainage Project.

The lowest bid fell within the engineered amount so no alternate bid was needed. Miller, Trucking and Excavating was lowest bid in the amount of $140,718.00. This project will start as soon as it is approved by the City Council.

Motion by Barnhart, second by Arnold to recommend to the Special City Council meeting approval of a bid from Miller Trucking and Excavating (MTE) of Silvis, IL in the amount of $140,718.00 to complete the Hanford Street drainage improvements.

Discussion on accepting the lowest bidder for the Chicago Street Lift Station Project.

This also was underbudgeted with Curnyn Construction having the lowest bid at $326,974.00. Three properties will be impacted so we are working on getting the easements signed. The generator will be on the east side and the lift station on the west side. Funds to pay for this are out of the bond money. PW Director VanDeWoestyne reported that this work is to replace a 1968 lift station and add some improved features. City Engineer Mays reported that residents could see an improvement due to the lines being separated so that they aren’t pumping against each other.

Motion by Wachtel, second by Simosky to recommend to the Special City Council meeting approval of a bid from Curnyn Construction Co. Geneseo, IL in the amount of $326,974.00 to complete the new Chicago Street Lift Station.

Discussion on Richmond Hill Park Improvements and the OSLAD Grant application.

The original master plan had to be adjusted due to the tennis courts being moved to the High School. The goal is to look at maximizing the grant money of $400,000 plus matching from the City for a minimum total of $800,000. Main core parts will gain us points to be approved for the grant. Section 1 is the eastern part of the park where the tennis courts are currently located. Staff is recommending that we touch the playground, add a fitness station, build a new large open shelter that can hold around 20 tables, a basketball court and new bathrooms that are connected to the main shelter. Administrator Kotter asked the Clerk

to make a list of questions for Hitchcock that City Council had to include: can the playground be moved to the south, what would the cost difference be of updating the existing bathrooms vs building new, can we move the basketball court to the south, if we renovate 2-3 of the tennis courts would we still get points towards the grant, can pickle ball be incorporated into the plan on one of the existing tennis courts, what can replace the fitness station, what is the absolute date for the paperwork to Hitchcock? Andrew from Hitchcock Design will be at the September 11 Council meeting to answer any questions that there may be.

Motion by Wachtel, second by Barnhart to recommend to City Council to place the OSLAD grant application submittal on the September 11 Council agenda for action.

Public Comment

Alderman Barnhart asked about attending the IML Conference, Administrator Kotter felt that we should wait and attend next year with a larger group to cover more seminars.

City Attorney Price reported that the County isn’t responding to emails or phone calls to confirm that they are taking the necessary steps on their part to change our ward boundaries according to the ordinance that we passed. If anyone has a contact at the County please contact them and urge them to return a call confirming this action.

Motion by Wachtel, second by Johnson to adjourn at 7:12 PM.
