Council Meeting: The City Council meeting came to order at 7:27 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Schoonmaker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

1. Council Bill/Special Ordinance 3034-2018
An Ordinance amending Chapter 15, “GARBAGE AND TRASH,” of the Moline Code of Ordinances, by repealing Section 15-1100, “DEFINITIONS,” by repealing subsections (14) and (16) in their entirety and enacting in lieu thereof new subsections (14) and (16) dealing with the same subject matter; Section 15- 2100, “REQUIRED CONTAINERS FOR PROPERTY TYPE,” by repealing subsections (a)(1) in its entirety and enacting in lieu thereof one new subsection (a)(1) dealing with the same subject matter; Section 15-2102 “CURBSIDE RECYCLING CARTS,” by repealing subsections (a) and (b) in their entirety and enacting in lieu thereof new subsections (a) and (b) dealing with the same subject matter; Section 15-2200, “FEE FOR RESIDENTIAL REFUSE COLLECTION,” in its entirety and its entirety and enacting in lieu thereof one new section dealing with the same subject matter; Section 15-2201 “PREPARATION AND COLLECTION OF RESIDENTIAL REFUSE,” subsections (c)(1) and (c)(2) in their entirety and enacting in lieu thereof new subsections (c)(1) and (c)(2) dealing with the same subject matter.
2. Council Bill/Special Ordinance 4042-2018
A Special Ordinance suspending Section 23-2102(c)(7) of Chapter 23, “PARKS AND ECREATION,” of the Moline Code of Ordinances, temporarily, as it relates to the sale, possession and consumption of alcohol; and authorizing the Mayor/Local Liquor Control Commissioner and the City of Moline to permit the sale, possession and consumption of alcohol on municipal property during the Fall Flemish Fest to be held at Stephens Park, Moline, Illinois, on Sunday, September 16, 2018.
Omnibus Vote: Alderman Parker, seconded by Alderman Berg, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

3. Council Bill/Special Ordinance 4043-2018
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the Taming of the Slough scheduled for Saturday, September 15, 2018.
Amended: Alderman Parker, seconded by Alderman Potter, moved to amend Council Bill 4043-2018, Section 1 for the purpose of closing the following designated roadways to vehicular traffic on Saturday September 15, 2018 for the Taming of the Slough event due to construction: All lanes of 17th Street from the turnabout at the north end of 17th Street to the northernmost side of the intersection at River Drive. Closing the northernmost westbound lane of River Drive from the easternmost side of the 17th Street and River Drive intersection to the westernmost side of the Arsenal Island ON RAMP at 16th Street. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

4. Council Bill/Special Ordinance 4044-2018
A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement with RK Dixon for Managed Print Services and Lease of 14 Multi-function Copiers.

5. Council Bill/Resolution 1118-2018
A Resolution authorizing the Mayor and City Clerk to execute an Acknowledgment and Consent to the Amended and Restated Assignment Pledge and Security Agreement of TIF Property Tax Rebate Payments, and Hotel-Motel Use Tax Rebate Payments pursuant to the Fourth Amendment to Development Agreement dated August 14, 2018 between the City of Moline and Moline Promenade Investors, LLC.
Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1118-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg, and Alderman Schoonmaker abstaining due to a business conflict.
First Reading Ordinances
6. Council Bill/Special Ordinance 4045-2018
A Special Ordinance declaring the City-owned property at 316 17th Street, Moline, Illinois, to be surplus; and authorizing the Mayor and City Clerk to execute a Purchase Agreement for Commercial Real Estate and do all things necessary to convey the City-owned property at 316 17th Street to Don Hauser. CONSIDERATION REQUESTED.

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, for events scheduled for Saturday, September 22, 2018, and Sunday, September 23, 2018.
8. Council Bill/Special Ordinance 4047-2018
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Moline Halloween Parade, sponsored by Moline Dad’s Club/Moline Little League Softball, to be held on Sunday, October 21, 2018.
9. Council Bill/Special Ordinance 4048-2018
A Special Ordinance authorizing approval of a name change to the private drive and address designation for the former KONE Inc. property and repealing Section 1 of Special Ordinance No. 4019-2012.
10. Council Bill/Special Ordinance 4049-2018
A Special Ordinance providing documentation of financing by the City of Moline, Illinois for acquisition of real estate located at 316 17th Street, Moline, Illinois (“Washington Square property”), located within Tax Increment Financing District #1 (“TIF #1”), by authorizing issuance of a $100,000 Revenue Anticipation Note, and purchase of the same by the TIF #1 of the City of Moline, Illinois, confirming the prior appropriation of monies for said purposes, and authorizing execution of any related documents.
11. Council Bill/Special Ordinance 4050-2018
A Special Ordinance authorizing the Mayor and City Clerk to execute a Second Amendment to Development and Economic Incentive Agreement between the City of Moline and Divvymed, LLC, d/b/a divvyDOSE and to execute any necessary agreements referenced therein, and authorizing all appropriate City officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to said Agreement.
Council, Staff and Citizen Comments:
Parks Recreation Director Lori Wilson shared that the City’s Green Valley Sports Complex has been chosen for the 2019 USSSA Girls National Tournament, and the 2020 Men’s International Softball Council World Tournament.
Doug Maxeiner, City Administrator, acknowledged Human Resources Manager Alison Fleming and Fire Chief Jeff Snyder for accepting his challenge to expand recruitment practice resulting in eleven new and diverse recruits sworn in as probationary firefighter/paramedics today.
Alderman David Parker indicated that he and Mayor Acri joined Police representatives at Hamilton School last Thursday, September 6, 2018, for a school traffic meeting. Recommendations are already being implemented, with the paramount goal of safety.
Alderman Rodriguez shared conversations with residents regarding the need for a sidewalk on 4th Street between 28th and 27th Avenues, for children walking to Hamilton School, and proposed that staff look at this location during infill planning.
Alderman Waldron requested that the budget include unencumbered balances. Alderman Berg requested an update from staff on kayaking on the river at Green Valley.
Executive Session:
Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1), Price Setting for Sale or Lease of Real Property-5 ILCS 120/2(C)(6). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 7:47 p.m.
Alderman Parker moved to adjourn Executive Session, seconded by Alderman Berg. Motion passed unanimously.
Council reconvened in open session at 8:52 p.m.
On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 8:52 p.m. The next regularly scheduled City Council meeting is on September 18, 2018.
