City of Kewanee City Council met Aug. 27.

Here is the minutes provided by the Council:

The City Council met in Council Chambers at 6:00 PM with the Mayor calling the meeting to order and the following answering to roll call:

Andy Koehler Council Member

Steve Faber Council Member

Chris Colomer Council Member

Michael Yaklich Council Member

Steve Looney Mayor

Council Member Yaklich made a motion to adjourn to executive session pursuant to Section 2 (c) (1) of the Open Meetings Act to discuss personnel and Section 2 (c)(2) to discuss collective bargaining. Council Member Colomer seconded the motion. Roll call showed 5 ayes, no nays. The motion passed.

The executive session was adjourned at 6:53 PM on a motion made by Council Member Faber and seconded by Council Member Colomer. Roll call showed 5 ayes, no nays. The motion passed.

Mayor Looney called the regular Council Meeting to order at 7 PM, stating that the Council was reconvening following a closed session pursuant to Section 2(c)(1) of the Open Meetings Act to discuss personnel and Section 2(c)(2) to discuss collective bargaining.

Bills submitted for approval totaling $335,486.94 were approved on a motion made by Council Member Colomer and seconded by Council Member Yaklich. Council Member Yaklich questioned the abbreviation TMHR. City Manager Bradley explained the acronym referred to the Targeted Minor Home Repair Program. Council Member Yaklich requested a report of the projects and the status of the budget for this program. Roll call showed 5 ayes, no nays. The motion passed.

CITIZEN PARTICIPATION

Mayor Looney then asked if anyone wished to speak regarding a non-agenda item. There being no such requests Mayor Looney moved on to new business.

NEW BUSINESS

The minutes from the Plan Commission from its meeting on August 23, 2018 were accepted on a motion made by Council Member Colomer and seconded by Council Member Yaklich. Roll call showed 5 ayes, no nays. The motion passed.

An ordinance to revoke the Special Use Permit issued to John Willie d/b/a You’re Approved Auto Sales for property located at 525 North Main Street failed on a motion made by Council Member Yaklich and seconded by Council Member Faber. City Manager Bradley reported that the ordinance was required per the City Attorney, but that the Plan Commission members had voted unanimously to allow the special use to continue. Council Member Yaklich noted that this was an example of the process working. Roll call showed 0 ayes, 5 nays. The motion failed.

Resolution #5124 to authorize the use of the public sidewalk and a portion of the public street in the 200 block of North Chestnut Street and 200 block of West Second Streets by A Segura LLC d/b/a Boiler Room for the extension of their beer garden during an entertainment event on September 2, 2018. Roll call showed 5 ayes, no nays. The motion passed.

OTHER BUSINESS

Council Member Colomer thanked Kevin Newton for his work on cleaning up some properties.

Council Member Koehler noted that he spoke to Principal Bryan and the parking lot near the high school would not be ready prior to the first football game.

Council Member Yaklich wished everyone a good and safe Hog Days. He also requested notification when the invoice had been resent for the road work on Division Street.

Council Member Faber thanked Keith Edwards and the crew from the Life Skills RE-entry Program for their work along the parade route. He then requested further information regarding the weed notice process. Community Development Director Edwards and Grounds Maintenance Manager Newton explained the process

Mayor Looney noted the great turnout for the Relay for Life event. He thanked the staff and volunteers for their work leading up to Hog Days.

Council Member Koehler thanked Chief Ainley for his safety tips series. ANNOUNCEMENTS

City Clerk Edwards announced that City Hall offices would be closed on Monday, September 3, in observance of Labor Day. There would be no landscape waste collection that week, with no other planned changes to the trash collection schedule. Public Works staff would return to regular hours of 7 am to 3:30 pm beginning, Monday, September 10. The Transfer Station would be open on Saturday, September 8 and September 22 from 8 am until noon. She also announced that burning of dried landscape waste would resume, weather permitting, on Wednesday, September 5 and continue on Wednesdays and Saturdays through November. Residents were requested to confirm burn day designation by checking the city website or calling city hall at 852-2611 and choosing option 6. Packets for the City Council election would be made available on Tuesday, August 14 for circulation.

There being no further business, Council Member Colomer moved to adjourn the meeting and Council Member Faber seconded the motion. Roll call showed 5 ayes, no nays. The meeting adjourned at 7:23 PM.
