City of Rock Island Human Rights Commission met August 16. 

Here is the minutes as provided by the commission:

I. Welcome and Introductions


      The meeting was called to order at 5:00 P.M. by Chairman Quincy Davis. The following commission members were present: Quincy Davis, Greg Hampton, Christiana Headley, David Levin, Jason Lopez, Clayton Peterson, Vince Thomas, and City Liaison Jerry Jones.

      The following members were absent and excused: Thurgood Brooks, Janet LockhartJohnson, and Vernon Soeken. (Currently 2 vacancies expiring 2021)

      Introductions around the table to include joining member Greg Hampton representing the religious sector. Welcome.

II. Consideration of the Minutes

      A. Those present had opportunity to review, accept as presented David Levin, 2nd Allison Wright, and Consensus.

      B. Thurgood Brooks and Greg Hampton were appointed in August 2018. (normally appointed for a three year term, adjustments to be made)

      C. Search for new members will be a responsibility of Liaison Gerald Jones.

      D. Areas we could address: Drug Education, Law Enforcement, Sheriff’s Department, Mental Health Worker, and possibly City Staff.

V. Old Business and Update on Current Complaints

      A. 56-2018-RB. It was determined that the Housing Authority acted and possibly went beyond accommodating measures. As a resolve the Complaint wishes the Trespass ban be lifted. A letter will be sent from the commission explaining that process. It is possible.

      B. 58-2018-PMG. It was determined that the Housing Authority did not commit a human rights violation. The video indicated the provocation and the result was eviction in regards to violation of the lease agreement. A commission letter will be sent closing this case.

VII. Pending Complaints

      A. None (Inquiry on a possibly complaint 08-16-2018)

VIII. Further Education

      A. Allison Wright presented to the Commission 2 three page documents on the Complaint Process and Interview Process. Many questions were clarified during this conversation and training session. The Commission thanks Allison Wright for her diligence in this matter.

           Questions raised by new members were addressed, and as a continuing effort the ordinance electronic file copy will be forwarded to new member Greg Hampton. Inquire also about the form if you go to City of Rock Island, then click on government, then Human Rights Commission, then a highlighted filing a complaint, will bring up the form to submit.

IX. Adjourn

      Next meeting: the Rock Island Human Rights Commission normally meets the third Thursday of each month, September 20, 2018 630 Martin Luther King Dr. Rock Island, IL 61201 beginning at 5:00 p.m.
