City of Keithsburg Council met Oct. 9.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM Pledge of Allegiance

Alderman Physically Present: Ronnie Brock, Donnie Cox, Gary Fues and Bill Pinger. Absent were Lisa Leathers and Don Truitt.

MSA Grant Project: Nick Wagner with MSA Engineering gave updates on the grant projects

• Wetland Mitigation: Last month Ronnie expressed concern about the big tree stumps at 10th street going east, and Steve Haring was going to check into this matter.

• Water Tower: Last month Steve informed the council the engineering costs had already exceeded by $6,000 and now there were $6,000 more in expenses for a total of $12,000. The council agreed to the amount of $12,000 and said they would maybe pay half now and the other half at a later date. They will decide payment arrangements later. Cindy Diehl asked if we have any breaks in the lines, is there any grants that could help with that. Nick said he would ask about funds. Nick said they are hoping to go online for City to know when they will be switching water over to new tower. Citizens might see some reduced pressure until it is completed.

• Storm Sewer and Pumps: Nick told the council that Valley Construction has not been able to complete this project due to the high water. Nick said they will ask Valley Construction to get a letter to Mayor Henshaw stating when they plan to complete the project.

• Search Grant Application: Nick stated that this application has been submitted and they are waiting to hear back on this.

Old Business from September 10, 2018 meeting:

• Open Bids for the Yamaha Golf Cart (does not run) and Weed Eater 22” Push Mower: Bid was received for Yamaha Golf Cart from Dylan Tee of Oquawka, Illinois for $61.00. Gary Fues made motion to accept this bid. Bill Pinger seconded motion. Motion carried. There were no bids for the Weed Eater 22” Push Mower.

• Ronnie will call the guys for two estimates tomorrow for trimming trees on all streets and alleys. He will have this for next month’s meeting.

• ADM Tipping Fee Contract: Mayor Henshaw said he spoke with the Manager of ADM and they will not go with contract this year and maybe not next year.

• Cutting trees off the Pope Creek levee: Mayor Henshaw will have estimate for next month’s meeting.

• Alley behind 805 Main Street Survey Update: Mayor Henshaw said nothing has been done on this project.

• River Picnic Area: Mayor Henshaw update on constructing a picnic shelter and a sign (PORT OF KEITHSBURG) on the levee along Mississippi River, plus give an update on whether or not this will require any permits from the Corp of Engineers or DNR. ADM said he will talk to the Mayor about this. The Mayor is still waiting to hear back from them. Table for now.

• Levee Picnic Area and lower fishing area: Mayor Henshaw update on the possibility of having picnic tables on the east side of the levee, plus creating a nice fishing area on the concrete slab area at the north end of the river levee road. Table for now. Donnie Cox made motion to table these items. Gary Fues seconded motion. Motion carried.

• Bathroom Improvements: Ronnie gave update on estimates to put ventilation and install exhaust fans in the bathhouses. Ronnie has talked to Kenny Tharp and is hoping to get another bid.

• Discuss options for the drainage problem from campsite #20- #28: Nothing was resolved last month. Due to high water Gary Fues made motion to table this. Bill Pinger seconded it. Motion carried.

Public Comments:

• Norma Gullickson asked if she should be concerned about the levee breaking and getting water in her basement. Mayor Henshaw assured her they would be keeping their eyes on everything. The river stage is supposed to go to 20.1 ft. If the flooding gets worse, they will do everything they can to take precautions.

1. Motion to accept the minutes from prior meeting: Donnie Cox made motion, seconded by Ronnie Brock. Motion carried.

2. Motion to accept the cash receipts: Ronnie Brock made motion, seconded by Donnie Cox. Motion carried.

3. Motion to accept the cash disbursements: Bill Pinger made motion, seconded by Gary Fues. Motion carried.

4. Water and Sewer – Bill Pinger, Jr. was present to give report to council.

• Total gallons pumped 1,488,000 with an average of 49,600.

• Hydrants will be flushed next weekend.

5. Streets and Sidewalks – George Lyle reported that he is working on the old sidewalk at the Veterans Park. Next spring decide on new sidewalk and curbing.

6. Fire Department – Application was received from Jerry Carter. Ronnie Brock made motion to accept. Gary Fues seconded motion. Motion carried.

• Training: Reports were given to the Mayor and the Council.

7. Police – Nathan Davis was present and said he had nothing to report at this time.

8. Campground – Carolyn Wuerzburger was unable to attend due to some medical issues. The campground is flooded at this time.

9. Zoning – Nothing reported. 10. Resolutions and Ordinances

• Intergovernmental Agreement with the Village of Joy- There is no need for this at this time. Gary Fues made motion not to go on with this. Donnie Cox seconded. Motion carried.

• Amend Section 9 of Water Ordinance 2018-10

o Replace Line Item 17 with the following: Installation and Maintenance of Service Lines: The

applicant shall be responsible for the installation of service lines to their property line of residence or business. The city shall be responsible for the maintenance of the service lines from the curb stop/shutoff valve to the main. Such service lines must be at least three-fourths inch (3/4”) in diameter and must be installed at a minimum depth of five feet (5’). Service lines must not be covered until they are inspected and approved by a duly authorized city representative. Motion made by Gary Fues and seconded by Bill Pinger. Motion carried.

11. Other Business – None at this time.

Gary Fues made motion to adjourn, Donnie Cox seconded, accepted by all. Motion carried.
