Consent Agenda

All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

Approval of Minutes

Park and Recreation Board meeting minutes of October 25, 2018.

Consent Agenda Items

      1. Approval and acceptance of departmental October/November bill payment and departmental October/November revenue, expenditures, capital projects, park reserve and cemetery reports.

Non-Consent Agenda Items

1. The Quad Cities Bicycle Club request for bicycle repair station on Ben Butterworth Parkway. (Lori Wilson, Parks Recreation Director)

Explanation: The Quad Cities Bicycle Club has budgeted funds for community service projects. They are seeking the Park Board’s interest in partnering with them to share the cost and purchase a bicycle repair station which we would install and maintain. They are recommending the station be placed on the east end of the Parkway close to the parking lot. They are endorsing a unit with an air pump, costing approximately $1,100. The Club will donate $500 towards the unit.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Funds have not been identified in the 2019 budget, staff recommends using Ben Butterworth Parkway gift funds for the purchase. The gift fund is currently at $25,619.92.

2. Redirect Capitol Funds for 2019 from Peterson Park to Kiwanis. (Lori Wilson, Parks Recreation Director)

Explanation: The 2019 budget has a placeholder of $50,000 for a playground unit at Peterson Park. Staff is requesting attaching those funds to a playground at Kiwanis Park instead. Both Peterson and Kiwanis were installed in the late 90’S early 2000. Speaking with the parks playground inspector the Kiwanis playground is more heavily used and parts are no longer available for that unit.

Fiscal Impact: Funds are budgeted in 2019.
