City of Aledo City Council met December 4. 

Here is the minutes as provided by the council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on December 04, 2018. MAYOR HAGLOCH called the meeting to order at 6:41 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, JAY DOHERTY, JIM HOLMES, and CHRIS KOPP. Mayor CHRISTOPHER HAGLOCH.

Also present were CHRIS SULLIVAN, Interim Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, TARAH SIPES, Economic Development Coordinator, CINDY PARCHERT, Assistant Finance Director, and JAROD DALE, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Aledo Times Record and Rock Island Argus, and John Hoscheidt, WRMJ.

Committee of the Whole

The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.

Public Hearing – Estimated F/Y 2019 Budget & Tax Levy: MAYOR Hagloch opened the meeting for public hearing of the estimated F/Y 2019 Budget & Tax Levy at 6:18 p.m.

Assistant FINANCE DIRECTOR Parchert reported the projected budget is listed in the amount of $6,627,170 and is a decrease of $2,000,000 from F/Y 2018. Actual property tax and EAV is projected to go up 5%. The rate setting EAV last year was $39,927,934. The certified rate was 1.0472 for a total extension of $397,180. The estimated EAV by the Mercer County Clerk for 2018 is $39,826,600.

Assistant FINANCE DIRECTOR Parchert reported the total amount required by the City to be raised by taxation for F/Y 2019 for corporate purposes is listed in the amount of $415,500. This represents an increase of 4.6% from last year and within the 5% truth and taxation. The actual rate would be going down to 1.0433%.

There being no public comment or further questions, MAYOR Hagloch closed the public hearing at 6:21 p.m.

Public Works Activity Report:

       Streets: plowed snow on 11/25 & 11/26. 16 tons of salt have been used this season. Snow piles were also hauled out of the downtown area on 11/27 with 99 truckloads utilized to remove all piles.

       Water: JULIE’s; Frontier supplied an older style modem for the WTP in hopes that this will solve the communication failures that the City has been experiencing. After some troubleshooting and discussion between Britton Electronics and Frontier, it is believer that the firewall VNC was not compatible with the newer style modem. The valve replacement project along HWY 17 was started on 11/28.

       Gas: JULIE’s; preparation for 2019 projects, and work with USDI on the ESRI program installation.

       Cemetery: One (1) funeral occurred. Equipment repair, maintenance, and assisting over divisions.

       DPW: The NE Quadrant Street Resurfacing Project is complete. The project came in $51,000 under the contracted amount. Klingner visited the Button Building last week and performed structural evaluation. The report and estimated cost for demolition or roof repair to be received in the coming weeks. Building inspections also completed.

The CITY COUNCIL thanked the PW Department regarding the recent snow event.

Aledo Police Department Activity Report: CHIEF Sullivan reported the department will be co-hosting a Student Behavioral Threat Assessment training course on Tuesday, December 11, 2018. The class will be held at the Intermediate School and police officers and educators from throughout Mercer County will be attending the course. Our partner in hosting the course, the Mercer County School District, will be working with the PD to set up a Threat Assessment Team for the District.

CHIEF reported Shop with a Hero is scheduled for the morning of Saturday, December 15, 2018. We will be meeting at the Aledo Fire Station at 8:00 a.m. The event begins at 9:00 a.m. and first responders from Aledo and all of Mercer County will be taking area children out to Christmas shop. The shopping is followed by a Christmas party for the kids. Volunteers will wrap all the presents.

CHIEF reported Officer LeClere has been appointed to be the Evidence Officer for the Department. LeClere successfully completed Basic Evidence Technician training in November. CHIEF reported Sgt. Baker will attend Lead Homicide Investigator training in December. He will be eligible to be certified as a LHI if he successfully completed the week long course.

Administration Report: EDC Sipes delivered doughnuts and apple cider to businesses on Small Business Saturday along with Ann Friedrichs from the WIUQC Small Business Development Center, Mayor Hagloch and AMS ED Dana Murphy.

EDC working on a response to a Notification of Funding Opportunity that came from Senator Weaver’s office. The NOFO is for a $20,000 capital improvements grant that would go toward the multi-use path project.

CITY CLERK Dale provided monthly reports regarding utility billing and payroll. CITY CLERK reported city staff is organizing a 1-page informational flyer to be included in the utility billing statements that will be mailed out mid-December. CITY CLERK invited the elected officials to provide any input deemed beneficial to be included within the 1-page flyer.

CITY CLERK Dale administered the oath of office regarding the appointment of two (2) part-time police officers. CITY CLERK administered the oath to police officer Misty Bunker & police officer Jackie Brown.

Mayor’s Report: MAYOR Hagloch reported the Holly Day’s event and electric parade to be held on Friday, December 7th, 2018 at 5:30 o’clock p.m. in the downtown business district. The holiday event to continue onto Saturday morning with shopping and a race/walk event, “Hot Chocolate Hustle”.

Committee Report: ALD. Doherty reported the Tax Increment Financing (TIF) Committee met on November 26, 2018. A presentation was provided by Erik Reader and Todd Thompson of 353 Court. The presentation involved 353 Court assisting in Aledo economic development and downtown revitalization opportunities. ALD. Doherty also reported the committee recommended approval for the sale of real property and forwarded the item to the 12/4 council meeting. Also, the committee noted city staff researching a replacement of Ehler’s & Associates as the City’s TIF consultant.

ALD. Holmes reported the Water, Sewer & Storm Drain Committee met on November 26, 2018. The Committee recommended the purchase and approval of the installation of south lagoon aerator’s and forwarded the item to the 12/4 council meeting.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES to approve the meeting minutes of November 19, 2018 as presented. A Roll call vote was recorded as follows:

YES: Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, and Kopp. NO: None. Motion carried. 7 yeas, 0 nays.

Finance: Invoice List:

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN BEWLEY that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Doherty, Holmes, Kopp, and Bertrand. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 18, SERIES OF 2018; AMENDING TITLE 8, CHAPTER 13, SECTION 11 OF THE CITY CODE OF ALEDO, ILLINOIS: (SECOND READING)

Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN BEWLEY to adopt Ordinance No. 18, Series of 2018; Amending Title 8, Chapter 13, Section 11 of the City Code of Aledo, Illinois; 8-13-11: Gas Rate Schedule: shall be amended as follows:

       All natural gas furnished to any City gas customer shall be subject to a flat rate charge pursuant to title 13, "Schedule Of Fees", of this Code depending upon whether the customer is a resident or non-resident of the City; provided however, that natural gas furnished to a customer for use on land that is: (i) used for farming purposes, (ii) comprised of ten (10) acres or more, and (iii) located outside of the corporate limits of the City shall be charged the gas rate determined by the City for resident customers. In the event that such farmland subsequently is subdivided to be comprised of less than ten (10) acres, the gas rate for non-resident customers shall be applicable.

A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Doherty, Holmes, Kopp, Bertrand, and Bewley. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 19, SERIES OF 2018; ADOPTING A MUNICIPAL BUDGET FOR THE CITY OF ALEDO FISCAL YEAR 2019: (FIRST READING)

CITY CLERK Dale reported the proposed “tentative budget” for the fiscal year beginning January 1, 2019 and ending December 31, 2019 was made available for public inspection by publishing the same in the journal of proceedings and making copies available at City Hall. Total amount of the F/Y 2019 budget is listed in the amount of $6,627,170.

The second reading to be held on Monday, December 17, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

ORDINANCE NO. 20, SERIES OF 2018; AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR FISCAL YEAR COMMENCING JANUARY 1, 2019 AND ENDING DECEMBER 31, 2019: (FIRST READING)

The total amount required by the City to be raised by taxation for F/Y 2019 for the corporate purposes set forth in the ordinance is in the amount of $415,500. This is an increase of 4.6% from last year and within the 5% truth and taxation. So, the City would be under the requirement to require a public hearing. The current year levy of $415,500 represents an increase of $18,320 from the prior year final extended levy of $397,180.

The rate setting EAV last year was $37,927,834. The certified rate was 1.0472 for a total extension of $397,180. The estimated EAV by the Mercer County Clerk for 2018 is $39,826,600. The proposed rate the City is setting is 1.0433.

The second reading to be held on Monday, December 17, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

MAYOR Hagloch turned over the meeting to Mayor Pro-Tem Chausse for the next action item listed on the agenda.

MAYOR PRO-TEM Chausse called for the first reading of Ordinance No. 21, Series of 2018.

ORDINANCE NO. 21, SERIES OF 2018; APPROVING SALE OF CERTAIN VACATED RAILROAD PROPERTY IN THE CITY OF ALEDO, ILLINOIS TO BLICK & BLICK OIL, INC.: (FIRST READING)

CHIEF Sullivan reported the City owns real property and located in the City of Aledo, Mercer County, Illinois. The property is currently vacant and the City Council of the City of Aledo has previously determined that is no longer necessary, desirable, or in the public interest for the City to maintain ownership of the property.

The City Clerk arranged for publication of notice and distribution of an invitation to bid, in accordance with 65 ILCS 5/11-76-2, and the City received two (2) bids for the property. The high bid for the property was from Blick & Blick Oil Inc. whose bid was for $1,500.

The second reading to be held on Monday, December 17, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

MAYOR PRO-TEM Chausse turned the meeting back over to MAYOR Hagloch.

RESOLUTION NO. 46R, SERIES OF 2018; APPROVING AN AGREEMENT WITH WTR SOLUTIONS, LLC FOR THE PURCHASE AND INSTALLATION OF AERATION EQUIPMENT FOR THE SOUTH LAGOON AERATION PROJECT:

Motion was made by ALDERMAN HOLMES and seconded by ALDERMAN BEWLEY to approve Resolution No. 46R, Series of 2018; Approving an Agreement with WTR Solutions, LLC for the purchase and installation of aeration equipment for the south lagoon aeration project; purchase and installation of four (4) MBD units in the amount of $32,650 & electrical service in the amount of $4,200 for a total amount of $36,850. A Roll call vote was recorded as follows:

YES: Doherty, Holmes, Kopp, Bertrand, Bewley, Chausse, and Cooper. NO: None. Motion carried. 7 yeas, 0 nays.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN BEWLEY to amend the main motion approving Resolution No. 46R, Series of 2018; to include the following; & electrical service in the amount of $4,200 for a total amount of $36,850. A Roll call vote was recorded as follows:

YES: Cooper, Doherty, Holmes, Kopp, Bertrand, Bewley, and Chausse. NO: None. Motion carried. 7 yeas, 0 nays.

RESOLUTION NO. 47R, SERIES OF 2018; AMENDING THE CITY OF ALEDO’S POLICY PROHIBITING SEXUAL HARASSMENT TO INCREASE THE TIME FRAME TO FILE CHARGES WITH THE ILLINOIS DEPARTMENT OF HUMAN RIGHTS:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN BERTRAND to approve Resolution No. 47R, Series of 2018; Amending the City of Aledo’s Policy Prohibiting Sexual Harassment to Increase the Time Frame to File Charges with the Illinois Department of Human Rights from 180 days to 300 days. A Roll call vote was recorded as follows:

YES: Holmes, Kopp, Bertrand, Bewley, Chausse, Cooper, and Doherty. NO: None. Motion carried. 7 yeas, 0 nays.

MOTION APPROVING A CONTRACT FOR CLEANING SERVICES AT CITY HALL AND ALEDO POLICE DEPARTMENT FOR YEARS 2019 AND 2020:

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN BEWLEY to approve a contract for cleaning services at City Hall and Aledo Police Department for years 2019 and 2020 to Mindy S. King, King Cleaning Services, performed bi-weekly at the rate of $110/weekly for the Aledo Police Department and the rate of $160/weekly for Aledo City Hall. A Roll call vote was recorded as follows:

YES: Kopp, Bertrand, Bewley, Chausse, Cooper, and Doherty. NO: Holmes. Motion carried. 6 yeas, 1 nay.

Standing Committee Reports: No Report.

Old Business: ALD. Chausse reported a phone call was received regarding the new garbage contract. The residents concern was that she currently was not paying for services as her son picks up the garbage for her. She requested the item be changed. It was noted City Council continue to discuss the item and ALD. Chausse noted he would make the Council aware.

ALD. Bewley inquired where Ameren Illinois is taking all the old poles that they are removing. MAYOR Hagloch reported they have hired a separate company to remove those and to contact Ameren.

New Business: No Report.

Adjournment: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN CHAUSSE that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:10 P.M.
