City of Keithsburg Council met April 8.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM

Pledge of Allegiance

Alderman Physically Present: Ronnie Brock, Don Pruitt, Lisa Wessels, Gary Fues, Bill Pinger, and Donnie Cox Also present: Treasurer-Cindy Diehl; Clerk-Kelly Parker; Maintenance-George Lyle, Police-Nathan Davis, and Water/Sewer-Billy Pinger

Chris Cooper from MSA Engineering was present for the following Grant Project Updates:

Storm Sewer and Pumps: Valley Construction submitted a dewatering plan on a time and material basis not to exceed $146,000. Dewatering has been installed to 6th Street currently. All manholes up to 5th Street have been installed.

Wetland Mitigation: MSA issued a formal punch list for the project based on input from the city, including the need for some repair to the levee due to use as a haul road. A formal request to extend the date for project completion beyond May 15, 2019 was sent to the funding agency. The extension is being requested due to issues with spring flooding.

Water Tower: Demolition of the old water tower foundations is completed. Phoenix is waiting for warmer weather to complete site restoration.

Public Comments:

• Josh Carle presented to the council vacating the alley adjacent to his property. Mayor Henshaw explained the Zoning Board would need to discuss the matter and bring information to May 13th meeting.

• Norma Gullickson voiced her concerns over the streets Valley Construction are running heavy equipment down.

1. Minutes from last month’s meeting: Bill made motion to accept; Donnie seconded. Motion carried with all “Yes” votes.

2. Cash Receipts: Gary made motion to accept; Bill seconded. Motion carried with all “Yes” votes.

3. Cash Disbursements: Donnie made motion to accept; Gary seconded. Motion carried with all “Yes” votes.

4. Water and Sewer

• Total gallons pumped 1,434,000 with an average of 46,200 • New meter has been installed and working good

• Hydrant flushing will be done April 17 - 21.

5. Streets and Sidewalks: George had nothing to report.

6. Fire Department

• Training: ISA Truck Inspections 2-hour, Monthly meeting followed by a controlled burn and EMT Training 4 1/2 hours

• New Applications for Curtis DeWeese and James Marshall were approved with a motion to accept by Donnie Cox, second by Bill Pinger with all votes yes.

• Old business: Donnie made motion to allow department to sell the old truck and put the money aside for later purchase of a truck; seconded by Ronnie. Motion carried with all “Yes” votes. Lights for the fire station will be purchased from Menards and installed by member.

7. Police Nothing to report.

8. Campground

• Ronnie will contact Frontier and McDonald Telephone for recommendations on best type of WiFi router to purchase for campground. Lisa made motion to table until next meeting; seconded by Donnie. Motion carried with all “Yes” votes.

9. Zoning

• Deed 12’ of the west side of lot 51 to Donovan Tippie. Paperwork from Marcum Spears has not been received at this time. Bill made motion to table until next meeting; seconded by Ronnie. Motion carried with all “Yes” votes.

10. Resolutions and Ordinances

• Intergovernmental Agreement with Henderson County for oil and chipping. Prices: Oil $2.16 and chip is $25.00 a ton which included deliver. Donnie made motion to accept; seconded by Gary. Motion carried with all “Yes” votes.

11. Other Business

• Kelly Parker appointed as City Clerk with pay of $500 per month. Donnie made motion to accept; Gary seconded. Motion carried with all “Yes” votes.

• Donation of $500 to the Champions for Children Walk future donation will be made at later date if funds allow. Donnie made motion to accept; Lisa seconded. Motion carried with all “Yes” votes.

• No donation will be given to the Mercer County Senior Center. Donnie made motion to accept; Gary seconded. Motion carried with all “Yes” votes.

• Donation of $200 to the Community Easter Egg Hunt. Lisa made motion to accept; Ronnie seconded.

Motion carried with all “Yes” votes.

• Approval of agreement with Nova Cable for 10 years. Donnie made motion to accept; Ronnie seconded.

Motion carried with all “Yes” votes.

• Reminder: Cleanup Day is May 4th. A dumpster will be located at the city shed 7:00am – 4:00pm.

• Terri Gibson’s letter of resignation read to council.

Donnie made motion to adjourn the meeting; Lisa seconded. Motion carried with all “Yes” votes.
