City of Keithsburg Council met May 13.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM

Pledge of Allegiance

Alderman Physically Present: Ronnie Brock, Don Pruitt, Lisa Wessels, Tom Litwiler, Bill Pinger, Donnie Cox, and Jan Occhi. 

Also present: Treasurer-Cindy Diehl; Clerk-Kelly Parker; and Police-Nathan Davis.

MSA Grant Project Updates:

Wetland Mitigation: Nothing new to report.

Flood Mitigation: An extension of the final project completion date to August 31, 2019 has been verbally approved by the funding agency. This is due to flooding and groundwater issues.

Water Tower: MSA will contact Phoenix to determine when site restoration will be completed.

Water Filtration/Treatment Plant Analysis: MSA is looking into different state and federal agency funding options to assist the City in completing Preliminary Engineering Report (PER) and needed upgrades at the water treatment plant.

Public Comments: Heidi Carle addressed the council concerning her dismissal from the fire department.

This will be discussed during closed session.

1. Minutes from last month’s meeting: Donnie made motion to accept; Bill seconded. Motion carried with all “Yes” votes.

2. Cash Receipts: Bill made motion to accept; Donnie seconded. Motion carried with all “Yes” votes.

3. Cash Disbursements: Lisa made motion to accept; Ronnie seconded. Motion carried with all “Yes” votes.

4. Council Updates

• Accept resignation of Gary Fues. Donnie made motion to accept; Bill seconded. Motion carried with all “Yes” votes.

• Appoint Jan Occhi as Alderman at Large. Ronnie made motion to accept; Bill seconded. Motion carried with all “Yes” votes.

• New members and re-elected members were sworn in by City Clerk.

5. Water and Sewer

• Total gallons pumped 1,237,600 with an average of 41,200.

• Sewer ordinance #8-1B-10 was discussed and will be voted on at the next meeting.

6. Streets and Sidewalks

• Approval to have Martin Equipment perform 500-hour maintenance on backhoe at a cost of $1,200. Donnie made motion to accept; Ronnie seconded. Motion carried with all “Yes” votes.

• Order roll off from Hedger for cleaning of city shed. Donnie made motion to accept; Ronnie seconded. Motion carried with all “Yes” votes.

• Permission to store large and small sandbags on empty lot on Van Buren Street. Donnie made motion to accept; Bill seconded. Motion carried with all “Yes” votes.

7. Fire Department

• Training: Controlled burn 3 hours; Monthly meeting and 2 hours training

• People showing up to calls that are not members are a liability to the City.

• Fire truck was donated to KVFD by Maquon Fire Protection District.

• Aledo Fire Department donated 18 air packs to KVFD.

• Jeremy is working with Bi-State to locate grant money for the department.

8. Police

9. Campground

• No estimates for the purchase of Wifi extender for campground. Ronnie suggested a hot spot might be a cheaper way to go after discussing issue with Frontier.

10. Zoning

• Vacate alley to Josh Carle: They are waiting on a survey for an adjoining property. When survey is complete, Josh will call to have back on agenda.

12. Other Business

• Audit for 2018-2019: Bluckner & Kneer, & Assoc., Ltd. Have completed audits for the past several years. They have submitted a bid not to exceed $5,800. Jan made motion to accept;

Ronnie seconded. Motion carried with 5 “Yes” votes and 1 member sustained from vote.

• Zoning board needs members and a chairman.

Motion to go into closed session to discuss personnel. Bill make motion; Donnie seconded. Motion carried with all “Yes” votes.

Heidi Carle is removed from fire department due to lack of attending training and showing up to a call while on suspension. She will be able to re-apply in one year. A letter will be sent to her. Donnie made a motion to accept; Ronnie seconded. Motion carried with all “Yes” votes.

Mayor asked for a month or two before hiring position vacated by George Lyle. Donnie made motion to accept; Bill seconded. Motion carried with all “Yes” votes.

Adjourn the meeting: Donnie made motion to adjourn; Bill seconded. Motion carried with all “Yes” votes.
