City of Moline Traffic Engineering Committee met April 2.

Scott Hinton called the meeting to order at 1:30 p.m.
Agenda Items:
1. Approval of minutes for the Traffic Engineering Committee meeting of March 5, 2019. Motion to approve minutes by Moore, seconded by Sgt. Pickens. Motion carried unanimously.
2. Request to prohibit parking on the north side of 16th Avenue between 25th and 26th Streets between the hours of 1:00 pm – 3:00 pm on school days. Received a request from the Principal of Logan Elementary to prohibit parking on the north side of 16th Avenue between 25th and 26th Streets between the hours of 1:00 pm – 3:00 pm on school days. The Principal feels this will allow children to load on the south side of the street while allowing vehicles to use the north lane to leave the school. Vehicles currently back up while the lead vehicle waits for their child. Principal stated the School District had previously looked into adding an additional lane on 16th Avenue. Staff recommends he follow up to see if this something they are still considering. Motion to deny request by Sgt. Pickens, seconded by Moore. Motion carried unanimously.
3. Request to review the 30 mph on 70th Street between 34th Avenue and John Deere Road. Currently this area is not signed. The Moline Police Department is requesting speed limit signs be installed. The Police Department feels they cannot enforce the proper speed limit without signage. Moline Code of Ordinances currently has it designated as a 30 mph zone however this speed limit seems low for the area. Sgt. Pickens made a motion to have this area signed 45 mph based on the 85th percentile speed. Motion to approve request by Mathias, seconded by Sgt. Pickens. Motion carried unanimously.
4. Request for two-hour parking on 32nd Street on the east side from Avenue of the Cities north to alley. New business owner is requesting two-hour parking to best serve their clients. Motion to approve request by Mathias, and seconded by Sgt. Pickens.
5. Request to install advanced warning signs on 35th Avenue Place towards 7th Street. The resident is requesting advance warning signs for the traffic signals. They feel that the intersection is dangerous because of the curve along 35th Avenue Place, and the current speed of the road. The MUTCD (Manual on Uniform Traffic Control Devices) has guidelines for Advance Placement of Warning Signs. 35th Avenue Place is signed at 40mph. At this speed, if needed, the MUTCD recommends placing warnings signs 125 feet in advance of the signal. The sight distance of the signal is over 500’, the advance warning signs are not needed. Motion to deny request by Sgt. Pickens, seconded by Moore. Motion carried unanimously.
6. Request to prohibit parking at the northeast corner of the intersection of 14th Avenue and 12th Street. Resident is requesting to prohibit parking in front of their property due to safety concerns. Vehicles are parking in the unmarked crosswalk forcing pedestrians to cross in between parked vehicles. Staff recommends adding no parking from here to corner on 12th Street, on both sides, north of 14th Avenue. Motion to approve request by Sgt. Pickens, seconded by Moore. Motion carried unanimously.
