APPROVAL OF MINUTES
Park and Recreation Board meeting minutes of May 16, 2019.
CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental May/June bill payment and departmental May/June revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for River Action to utilize Sylvan Island and the Ben Butterworth Parkway Bike Path for their Taming of the Slough event. The event is to be held Sunday, September 15, 2019, from 5:30 a.m. until 12:30 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

NON-CONSENT AGENDA ITEMS
1. Covemaker Properties (Lori Wilson, Parks Recreation Director)
Explanation: The Moline Soccer Club would like to relinquish property at 6114-51st Avenue, Moline, Illinois to the Moline Parks & Recreation Department and the City of Moline in the form of a quick claim deed. The City is filing an abandonment law suit under the demolition state statute for property at 6101-51st Avenue, Moline Illinois to acquire the property for the Moline Parks & Recreation Department and the City of Moline, Illinois. Staff will do all things necessary to acquire these two properties.

Fiscal Impact: Reserves will be used for legal and demolition fees, not to exceed $5,000 per property.
2. Green Valley Maintenance Building Steel Replacement Change Order. (Amanda Bolt, Parks Recreation Coordinator)
Explanation: At the January 24, 2019 Park Board meeting the Board approved awarding the steel replacement project to the lowest bidder, Bi-State Sheet Metal at $94,400. A portion of the project was to replace the west shelter roof with steel. Late in the project, once the shingles were removed the contractor saw that the entire decking needed to be replaced. The work was completed adding a further cost of $1,302 to the project. Staff requests reserves be used to pay for the additional charge.

3. Roy’s All Fed Up Inc. Lease Request. (Lori Wilson, Parks Recreation Director) Explanation: John Rodger, Roy’s All Fed Up Inc. is requesting to be released from 1.5 months of
rent due to flooding on Ben Butterworth Parkway. Per the lease in section 3 a)
“.where the agreement; however, at times mutually agreeable, Vendor and Owner shall discuss and consider the matters which may be of mutual interest in maintaining efficient and profitable operation.
His lease allows for vending April 1 through October 31. Per the lease rent for the season is $720. Forgiving 1.5 months would reduce the amount by $154.27 lowering his total lease payment to $565.73 for the 2019 year. He requested and was authorized by the Public Works Director to use space south of the Public Works building on City Property
beginning May 15.
