City of East Moline Committee of the Whole met June 3.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia, and Jose Rico. 7:20 p.m.

FIRE GRANT (Rob DeFrance, Fire Chief EMFD)

The Fire Department was awarded an Assistance to Firefighters Grant (AFG) to install source capture vehicle exhaust systems in all three of our stations. This is needed to reduce exposure to carcinogenic products in the fire engine exhaust. The department has received a written proposal from Hastings Air Energy Control, Inc and a sketch from Clean Air Concepts, Cincinnati, Ohio. More information is expected and will be presented during this meeting.

 This is a 90% - 10% grant funded project of $129,267

The Fire Department must contribute 10% or $11,751 as our share of the grant. The department has the required 10% share funding in the department projects line item.

FINANCIAL:

This is not a budgeted item.

Actual Cost: $129,267 Funding Sources: FEMA $117,516.

RECOMMENDATION:

Accept the FEMA Grant and authorize the Fire Chief to arrange for the installation of a Source Capture Vehicle Exhaust System that best meets the needs of the department within the guidelines and funding limitations of the grant.

ADDITIONAL COMMENTS:

Due to a need to execute this grant by early August 2019, the Fire Chief will place materials on order for this project upon approval of C.O.W. however no funds will be expended until the final resolution is passed on June 17, 2019.

A motion was made by Alderman Almblade, seconded by Alderman Frederic, to concur with the recommendation as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Frederic, Tapia, Rico, Toppert, and Almblade. Motion carried.
