The City Council of the City of Geneseo met in a City Council meeting at the Council Chambers, 115 South Oakwood Avenue. Mayor Kathy Carroll-Duda called the meeting to order at 6:03 pm. Aldermen Brett Barnhart, Sean Johnson, Martin Rothschild, Craig Arnold, Paula Simosky, James Roodhouse and Jason Robinson were present. Bob Wachtel was absent. Others in attendance included, Interim City Administrator Dawn Tubbs, City Clerk Loree K. Phlypo, City Attorney Margaret Kostopulos, Director of Public Works Chad VanDeWoestyne, Director of Electrical Operations Lewis Opsal, Chief Casey Disterhoft, Inspector Rick Mills, Finance Director Jamie Matthews, HR Brandon Maeglin, Bob James and Doug Crow.
There was a quorum.
Chamber of Commerce Report
Executive Director Jim Kelly reported 5 new memberships. Numerous upcoming events including a Ribbon Cutting for Fritz Mechanical on Chicago Street. Jim presented 3 $1,000 scholarships at scholarship night at the high school. Events in process include Geneseo Welcome magazine, Chamber Golf Outing, Girls Night Out, Music Festival and Porches Pools and Patios.
Fall events include State Street Market, Trains Planes and Automobiles and the theme for the Christmas Walk is “A North Pole Christmas”. For a complete list of Chamber events please visit: www.geneseo.org.
City Engineering Report
Greg Ryckaert reported that the D& H Subdivision drainage is being reviewed due to there being issues that need to be addressed.

Mayor Carroll-Duda reported that this item will have to be postponed for 2 weeks as Ben couldn’t attend tonight.

Interim Administrator Tubbs reported this Resolution is to take Lisa Kotter off of the City of Geneseo authorized signatures for banking.

Consideration to approve Ordinance O-19-04 An Ordinance Amending Sections 90.04 and 90.24 Concerning Animal Impound Fees.
Interim Administrator Tubbs reported that this item was discussed at the last Committee of the Whole meeting. The pickup fee per animal cat or dog, will be $50. The following items were removed; being served a notice to appear in court for violation of this ordinance, in the case of the person identifying an impounded dog as belonging to him or her shall be cited for a violation of the City Ordinance unless the Police Supervisor on duty at the time of the identification, in the exercise of his or her discretion decides not to issues the citation, any dog which has been subject to two prior running at large counts has been stricken and in its place the language reads that in addition to penalties spelled out in the ordinance, any vicious or dangerous dog that has been the subject of one prior running at large count may at the discretion of the city and in accordance with Illinois law, be turned over to a licensed veterinarian for destruction by lethal injection. Any owner or keeper not redeeming any dog impounded within seven days shall be deemed to have lost all property rights to the dog has been changed from the previous three days to seven days. There are also additional minor text changes such as City Pound, Pound Master and Pound are now referred to as the Humane Society. Chief Disterhoft reported that the Humane Society has a separate holding area where animals are put for the 7 days and are then moved to the regular population of animals. This keeps disease and flea infestations from spreading.

Consideration to approve Ordinance O-19-05 An Ordinance Amending Sections 50.31, 50.33 and 50.35 Concerning Brush and Yard Waste Pickup
Interim Administrator Tubbs reported that changes were agreed upon at the Committee of the Whole in April to include,
increasing the Brush Permit Fee to $25 with the Director of Public Works having the final determination of the charge after inspecting the work to be performed. Non-bundled brush permits will not be issued to residents who contract the removal of tree trimming. The minimum charge for a full tree pickup permit shall be a minimum of $25 with the final determination upon the inspection by the Public Works Director. City residents may deposit brush and tree limbs at the City Burn Pile during hours when they are open to the Public. A Private business may submit an application and take out a burn pile permit for 2 days (48 hours) for $150. Along with these changes there were minor text changes.

Interim Administrator Tubbs confirmed that the Elected Officials received the correct description for the property. The City of Geneseo would like to purchase no less than 35 acres of the 40 acres described in the description provided.

Consideration to accept the Body Camera Grant from the State of Illinois in the amount of $30,681.00
This is to purchase 15 body cameras at a cost of $895 each and 3 in-car camera systems at a cost of $5,170. The camera grant will reimburse for the purchase of in-car and/or body worn cameras purchased between July 1 2018 and June 30 2019. The grant only covers the cameras it does not cover installation and data storage. In addition, we will need wi-fi-docking stations and a smart PoE switch and cables.
Motion by Barnhart, second by Arnold to approve the grant request for up to $30,681.00 and request to purchase 15 body cameras ($13,425) one in-car camera ($5,170) plus associated costs $5,919.95 for a total of $24,514.95.

Discussion on Status of Bike Trail Grant
The City received a Bike Trail Grant in 2017 in the amount of $116,000 and planned on spending $29,000 of City funds, for a total of $145,000 to install a crossing on the Hennepin Canal that comes from the State’s Trail to Lodge Park in Country
Manor. This is a three-year grant. On May 2 the City met with the IDNR, George Bellovics indicated it will not extend the grant but after speaking further with him by telephone on May 6 he indicated that he would check on extending the grant. The grant was applied for because there was not a safe route to get to the Canal from the City limits. After plans were designed the DNR mandated that the City use a larger culvert which requires more fill on the banks. Greg from IMEG will explain more on why the cost is more. The new estimate is $268,239.95. The council asked to have George Bellovics attend the next meeting in two weeks and ask him a few questions. At this time the consensus is to not proceed with the bike trail project. Interim Administrator Tubbs reported that if we don’t do the project, we will be black listed from getting any IDNR grants for the next 2 years. With the increase in costs it takes the grant from an 80-20 to a 55-45.

Finance Director Matthews presented the General Fund revenues and expenses. Capital Projects will be presented at the Committee of the Whole in two weeks.
