I. WELCOME AND INTRODUCTIONS

The meeting was called to order at 5:00 P.M. by Chairman Quincy Davis. The following commission members were present (P):

II. CONSIDERATION OF THE MINUTES

A. Those present had opportunity to review and accept the minutes. Motion to

approve Jason Lopez, 2nd Christiana Headley, consensus.

III. PUBLIC COMMENT A. None

IV. MEMBERSHIP UPDATE

A. Vernon Soeken 11-21-1939 ~ 04-02-2019 Condolences to the family

Liaison Jerry Jones will address this situation with the Mayor.

B. Consideration of possible new membership: Police Department/Officer, Corrections, Probation. Names suggested were David L. Ballie(?), Alan Shuler(?), Chris Britton(?)

V. OLD BUSINESS AND UPDATE ON CURRENT COMPLAINTS A. 59-2018-AJS: Complete.

B. 61-2019 LS: No written complaint received, complete

C. 62:2019 LB: Member Gregg Hampton delivered a form and discussed the complaint with the complainant. No for received at this time, complete/closed.

VI. NEW BUSINESS/COMPLAINTS.

A. It has been brought to the members that we should have official e-mail addresses rather than use our personal accounts.

Gerald Jones, sent out official e-mail address with password to each commission member: example would be full name last first, first name and @rigov.com Peterson.clayton@rigov.com

B. Members are reminded that they need to complete the Open Meetings Act training and submit the Certificate of completion to the City Clerk Judith Gilbert 309-732- 2010.

C. The Rock Island Human Rights complaint may know be completed online. Google Rock Island Human Rights Commission, scroll down to filing a complaint, click on complaint, it will open the complaint form.

VII. PENDING COMPLAINTS

A. 64-2019-EKR: no action was taken as this complaint was received the day of the meeting. Jason Lopez and Thurgood Brooks will follow up on this complaint.

FYI: Concern about the complaint received after the meeting agenda had been posted and less than 48 hours before the meeting. “My only concern would be that making any decisions with regard to the complaint would constitute taking action on it and it is not listed on our agenda. The agenda cannot be changed within 48 hours of the meeting per the Open Meetings Act so we cannot amend it to include the new complaint at this time. We cannot take action of any items that are not germane to a topic listed on the agenda.” Allison Wright (from the minutes of March 2019)

VIII. FURTHER EDUCATION

A. Members should respond to Gerald Jones if they are able to attend the meetings.
