City of Moline City Council met July 16.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 6:29 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.

Roll Call: Roll call was taken with Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: Mayor Acri

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of June 29, 2019; July 2, 2019; July 9, 2019, and appointments made during Committee-of-the-Whole on July 16, 2019, and Mayor’s appointment of Mike Wendt, Moline City Council 3rd Ward Alderman, to serve on the Moline Community Development Corporation Board as the City Council representative.

Resolutions

1. Council Bill/Resolutions 1089-2019

A Resolution authorizing the IT Manager to execute an agreement with RingCentral for a new NextGen Cloud-Based VoIP phone system and authorizing City staff to do all things necessary to implement said system.

2. Council Bill/Resolution 1090-2019

A Resolution authorizing approval of Change Order #1 with Tri-City Electric Company of Iowa for Project #1314, River Drive and University Drive Traffic Signals, in the amount of $16,131.

Omnibus Vote: Alderman Parker, seconded by Alderman Berg, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Second Reading Ordinances

3. Council Bill/General Ordinance 3019-2019

An Ordinance amending Chapter 34, “WATER AND SEWERS,” of the Moline Code of Ordinances, Sections 34-3100, 34-3400 through 34-3412, 34-3414 through 34-3415, 34-3504 and 34-3401 pertaining to the City’s sewer use ordinance.

Adopted: Alderman Parker, seconded by Alderman Berg, moved to adopt Council Bill 3019-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Resolutions

4. Council Bill/Resolution 1091-2018

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Second Amendment to Intergovernmental Agreement between the City of Moline and the Rock Island County Metropolitan Mass Transit District (“MetroLINK”) concerning the planning and construction of the Moline Multi-Modal Facility Project.

Approved: Alderman Parker, seconded by Alderman Potter, moved to approve Council Bill 1091-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Council, Staff and Citizen Comments:

Alderman Parker thanked Alderman Wendt for serving as Mayor Pro Tem.

Alderman Potter stated that annual fireworks leave a mess in City parks. He suggested that police patrol the parks during the Independence Day holiday. Alderman Williams noted that this may not be a good place for City law enforcement, and that additional trash receptacles may be a solution to the problem.

Alderman Moyer commended the Parks Recreation department for its work with the many tournaments this summer. He also asked that staff consider placement of a flashing light at 7th Street and 33rd Avenue, where many pedestrians are crossing the busy street. This will be included in the capital improvement work session discussion.

City Administrator Lisa Kotter shared that she will be presenting at the Quad Cities Chamber Amp Up event tomorrow morning.

Community Development Program Manager K.J. Whitley indicated that the annual Volunteer Picnic has been rescheduled for August 24, 2019, from 11:00 a.m. to 1:00 p.m. Location is to be decided. Information will go out to the City Council and various boards and committees.

Executive Session:

Alderman Berg, seconded by Alderman Parker, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2 (C) (2). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 6:41 p.m.

Council reconvened in open session at 7:23 p.m.

On motion of Alderman Berg, seconded by Alderman Potter, Council adjourned at 7:23 p.m. The next regularly scheduled City Council meeting is on July 23, 2019.
