Council Meeting: The City Council meeting came to order at 6:34 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Schoonmaker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances
1. Council Bill/General Ordinance 3018-2019
An Ordinance enlarging the corporate limits of the City of Moline by annexing thereto a certain parcel of land in Rock Island County, Illinois, particularly described as 1519 36th Avenue.
Resolutions
2. Council Bill/Resolution 1079-2019
Resolution amending Council Bill/Resolution No. 1155-2018, adopting the budget for Fiscal Year 2019, by temporarily increasing the authorized strength for the Fire Department’s sworn personnel from 65 to 66 for a period not to exceed 180 days.
3. Council Bill/Resolution 1080-2019
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Final Loan Closing Amendment to Loan Agreement L174969 with the Illinois Environmental Protection Agency, approved by Resolution No. 1113-2014.
4. Council Bill/Resolution 1081-2019
A Resolution approving a request from the Quad City Civic Center Authority for payment of capital improvements in an amount not to exceed the remaining 2019 and 2020 allocation of the Capital Improvement Project Reserve Account (CIPRA), as established per the Intergovernmental Agreement between the Quad City Civic Center Authority and the City of Moline.

A Resolution authorizing approval of the statement of Legal Authority for the Industrial Pretreatment Program for the City of Moline, Illinois.

A Resolution authorizing approval of the Evaluation of Pretreatment performed by HR Green Inc.
7. Council Bill/Resolution 1084-2019
A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with TrueNorth Companies for health benefit consulting services for a one-year period commencing August 1, 2019.
8. Council Bill/Resolution 1085-2019
A Resolution authorizing the Mayor and City Clerk to execute and attest to an Intergovernmental Fiber Optic System Lease Agreement with Rock Island County Metropolitan Mass Transit Authority (MetroLINK).
9. Council Bill/Resolution 1086-2019
A Resolution authorizing approval of Change Order #1 with Complete Asphalt Service Company for Project #1320, 2019 Joint and Crack Sealing Program, in the amount of $32,600.
10. Council Bill/Resolution 1087-2019
A Resolution directing the City Administrator to modify the pay grade for the non-union position of Fire Marshal/Fire Inspector from a pay grade N09 to a pay grade N14 effective July 1, 2019.

Resolutions
11. Council Bill/Resolution 1088-2019
A Resolution concerning the expenditure of funds from the Moline treasury to study, acquire, improve, use, maintain and/or demolish the abandoned I-74 bridge superstructure.
Approved: Alderman Parker, seconded by Alderman Williams, moved to approve Council Bill 1088-2019. Mayor Acri stated that the Resolution supports her mayoral recommendation that no City funds be used for this project, rather the abandoned I-74 bridge superstructure would be demolished as a planned part of the new I-74 bridge project. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
First Reading Ordinances
3. Council Bill/General Ordinance 3019-2019
An Ordinance amending Chapter 34, “WATER AND SEWERS,” of the Moline Code of Ordinances, Sections 34-3100, 34-3400 through 34-3412, 34-3414 through 34-3415, 34-3504 and 34-3401 pertaining to the City’s sewer use ordinance.
Council, Staff and Citizen Comments:
Utilities General Manager Tony Loete indicated that utilities customer violations may not be posted on the City website instead of the required newspaper publication.
Mayor Acri shared details of the Rock Island Arsenal’s Fourth of July celebration scheduled for the evening of July 3, 2019. Ben Butterworth Parkway is recommended for viewing from Moline.
Mayor Acri stated that the Rock Island Arsenal will close off the exit ramp with cones at River Drive on the weekend, beginning the morning of July 4, 2019, to encourage pedestrian and bike access to Arsenal Island and better connect Arsenal residents with the City of Moline.
Mayor Acri will be visiting Moline’s Twin Town Aspach, Germany, and requested Council approval to purchase John Deere hats, at $10-15 each, and Moline water bottles to gift to Aspach elected officials. During her absence, Alderman Wendt will serve as Mayor Pro-Tem.
Alderman Parker invited Council and staff to the 25th Avenue Court and 12th Street Neighborhood Annual 4th of July Parade, beginning at 10:00 a.m.
Alderman Wendt thanked Mayor Acri and City Administrator Lisa Kotter for their participation in the Wonder Women Podcast.
Parks Recreation Director Lori Wilson shared that Saturday, July 6, 2019, is Riverside Garden Walk from 1-4 p.m., and a Ribbon Cutting ceremony for the new dog park will take place on Tuesday, July 9, 2019.
Executive Session:
Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2 (C) (2), Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 6:55 p.m. Council reconvened in open session at 7:30 p.m.
Alderman Parker announced that Alderman Wendt’s daughter was recently listed as All-Metro Soccer Player by the Dispatch Newspaper.
On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 7:31 p.m. The next regularly scheduled City Council meeting is on July 16, 2019.
