City of Keithsburg City Council met Sept. 9.

Mayor Henshaw opened the Meeting at 6:30 PM
Pledge of Allegiance
Alderman Physically Present: Don Truitt, Tom Litwiler, Jan Occhi, Donnie Cox, and Bill Pinger. Also present: Treasurer-Cindy Diehl, Clerk-Kelly Parker, Streets-Larry Robertson, and Streets-Billy Pinger. Absent: Ronnie Brock
MSA Grant Project Updates:
Wetland Mitigation: Applied Ecological Services is subcontracted for weed control and planting of native trees. The contract with H & H includes three years of monitoring of wetland.
Flood Mitigation: Additional funding for Construction ($319,400) and Engineering Services ($60,000) this amount will allow Valley to complete project as originally planned. Paperwork is being processed through the State Comptroller’s office and will be available to draw from in late September. Substantial completion date for construction is now October 15th, final completion is November 15th.
Water Tower: MSA will follow-up with Dave Maynard in October or November to determine if there are any warranty issues. The City can contact Chris Cooper if any issues arise.
Public Comments: Bubby Tippie addressed the placement of storage containers on 10th Street. He was told three years ago the one container was temporary and now more are being added. He has been in contact with Zoning Board. He will leave it up to the board and council to handle the issue.
Linda O’Brien addressed the yards and abandoned cars in the city and how bad it makes the city look. Allen assured her the City has been working on the problem, but it is hard to get people to comply.
Melonie McLaughlin thanked the Fire Department for all the hard work they did for the fundraiser. Since the Fire Department is volunteer and owned by the City, any improvements would be very beneficial to the City. Memorial Park Committee are also doing a very good job.

2. Cash Receipts: Bill made motion to accept; Don seconded. Motion carried with all “Yes” votes.
3. Cash Disbursements: Jan made motion to accept; Donnie seconded. Motion carried with all “Yes” votes.
4. Water and Sewer
• Total gallons pumped 2,745,000 with an average of 91,500
• Sewer pump #1 has been sent for repairs after a regular inspection.
• Zink is scheduled to fix the manhole on Jackson Street.
5. Streets and Sidewalks
• Larry Robertson was introduced as a new employee.
• Ronnie Brock is looking for a 1-ton, 4-wheel drive, truck for the City.
6. Fire Department
• First Responder calls:
• Training: Preparing for Fish and Chicken celebration and regular meeting.
• New Applications: Arthur Royal. Donnie made motion to accept; Bill seconded. Motion carried with all “Yes” votes.
• City will pay half of the cost for new air packs for the department. Cost will be around $5,500. Donnie made a motion to pay for half, Bill seconded. Motion carried with all “Yes” votes.
• Approval of department purchasing a 1991 Fire Truck for $12,500. Discussion of ISO rating improvement, water supply, and maintenance was had. Truck has 786 engine hours and pump was tested in 2018. The Fire Department is willing to pay the total amount and help with 1⁄2 of the maintenance and insurance as long as funds allow. Donnie made a motion to allow the department to purchase truck along with paying half of the maintenance, upkeep, repairs, and insurance, Jan seconded. Motion carried with all “Yes” votes.
7. Police: Allen has spoke with Cricket from New Boston about helping the City with policing.
8. Campground
• Nila reported the South Bathhouse is closed at this time due to needed repairs. In the past 6 weeks, $20,879 has been brought in from campers.
• Donnie made a motion to table replacing the steel doors and repair them for the time being, Tom seconded. Motion carried with all “Yes” votes. 9. Zoning

• Donate $100 to the Mercer County School District for their 2nd Annual Veterans Day Assembly. Bill made a motion to donate, Donnie seconded. Motion carried with 4 “yes” votes and 1 “No” vote.
• Reinstate replacement of windows in City Hall at a cost of $2,875.00. Disregarded due to lack of motion.
12. Adjourn the meeting: Donnie made motion to adjourn, Bill seconded. Motion carried with all “Yes” votes.
