City of Moline City Council met Oct. 8.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:37 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Berg gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of June 11, 2019, and the May financial report.

Second Reading Ordinances

1. Council Bill/Special Ordinance 4016-2019

A Special Ordinance approving the appointment of Carol Barnes as Finance Director for the City of Moline, effective September 23, 2019; and authorizing that an exemption to the residency requirements of Section 24-2203 of the Moline Code of Ordinances be granted to Carol Barnes upon her acceptance of the position of Finance Director for the City of Moline at a negotiated salary per the City Council’s directive to the City Administrator.

Resolutions

2. Council Bill/Resolution 1127-2019

A Resolution authorizing approval of a proposal from River City Rods & Fabrication for railing replacement at Moline City Hall for the amount of $29,139.

3. Council Bill/Resolution 1128-2019

A Resolution authorizing approval of a proposal from Paragon Commercial Interiors Inc. for Replacement Flooring for the amount $57,703.21.

4. Council Bill/Resolution 1129-2019

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Proposal for Automated Vehicle Location (AVL) Mapping System from 3SGPLUS, LLC (3SG+).

5. Council Bill/Resolution 1130-2019

A Resolution authorizing approval of Change Order #1 with Walter D. Laud for Project #1309, 34th Avenue Reconstruction, 34th Avenue Place to 50th Street, in the amount of $37,630.68.

6. Council Bill/Resolution 1131-2019

A Resolution authorizing approval of a request for four street lights on 18th Street C between 18th Avenue and 20th Avenue.

7. Council Bill/Resolution 1132-2019

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Agreement to Donate a Vehicle to the City of Moline with Crime Stoppers of the Quad Cities Inc.; and declaring the City-owned 2005 Ford F150 Pickup, VIN# 1FTRF14W65NB53650, as surplus property and disposing of it in accordance with said Agreement.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Items Not on Consent:

Resolutions

8. Council Bill/Resolution 1133-2019

A Resolution authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement between the Illinois Department of Healthcare and Family Services and the City of Moline to allow the City to be eligible for supplemental payments for covered ambulance services pursuant to the terms of the Intergovernmental Agreement; and authorizing all appropriate City of Moline officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to the Intergovernmental Agreement.

Approved: Alderman Parker, seconded by Alderman Schoonmaker, moved to approve Council Bill 1133- 2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

9. Council Bill/Resolution 1134-2019

A Resolution setting the dates for the 2019-2020 deer bow season for the City of Moline pursuant to the requirements of Section 7-1109A(f) of the Moline Code of Ordinances.

Approved: Alderman Parker, seconded by Alderman Williams, moved to approve Council Bill 1134-2019. Alderman Wendt moved to accept the Council Bill as amended at Committee-of-the-Whole. Seconded by Alderman Parker. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: Alderman Berg. The amended motion passed on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: Alderman Berg.

First Reading Ordinances

10. Council Bill/General Ordinance 3025-2019

An Ordinance proposing the approval of a Business District Plan for the proposed Marquis Harbor-West Business District and fixing a time and place for a Public Hearing date on the plan and designation of the Business District.

Council, Staff and Citizen Comments:

Alderman Parker thanked Parks Recreation Department and the Park Board for their investment in the new dog park.

Public Works Director and Interim City Administrator J.D. Schulte provided a budget update. There was discussion.

Executive Session:

Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1), and Property Acquisition-5 ILCS 120/2 (C) (5). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 8:03 p.m.

Council reconvened in open session at 9:29 p.m.

Council adjourned at 9:29 p.m.
