City of East Moline City Council met Sept. 3.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade,

Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Arletta Holmes passed.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of August 19, 2019.

b. Approval of the Committee-of-the-Whole Minutes of August 19, 2019.

c. Approval of Salaries for August 23, 2019 in the amount of $416,164.55.

d. Approval of Bills in the amount of $415,005.33.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia and Rico. Motion carried.

REPORT BY MAYOR

EMPD Presentation & Ceremony: Chief John Reynolds

Mayor Freeman deferred the floor to Chief Reynolds for the commence of the Promotional Ceremony. Chief Reynolds introduced and thanked Chief Darren Gault, the newly appointed Chief in the City of Moline, Illinois. They proceed with the presentation and ceremony. Chief Reynolds introduced each of the Officers and provided their length of service and background information on each. They are therefore promoted to the ranks of:

Brian Foltz – Captain, Matthew Shattuck – Lieutenant, John Johnson - Sergeant

Chief Reynolds pinned the Captain bars on Brian Foltz, Captain Foltz pinned the Lieutenant bars on Matthew Shattuck, and Lieutenant Shattuck pinned the Sergeant bars onto John Johnson. Mayor Freeman congratulated the newly promoted officers.

Ms. Denise Bulat – Executive Director of Bi-State and Mr. Dave Greener – Executive Director of the Doris and Victor Day Foundation gave a 20-minute presentation regarding the 2020 Census to the City Council and all those in attendance. Ms. Bulat stressed the importance of an accurate count for Quad Citians. Safe to answer the Census and totally confidential.

• Self-Response only 67.8% mailed back responses in 2010

• Requiring more costly and difficult in-person follow up to the remaining 32.2%

• This area one of the hardest to count in the Country

• Provided a Timeline

• Community Development Block Grants (CDBG) Entitlement Programs

• Title 1 Grants to Local Education Agencies

• The cost per missed person can be substantial. For example, for Title 1 alone, each missed low-income child would cost a local education agency about $1,700 per year.

• Funds not received in a county due to an undercount are given to other states and areas.

PROCLAMATION:

Mayor Freeman read a Proclamation, Proclaiming the month of “September as National Suicide Prevention + Action Month.” There was no one in attendance to accept the proclamation.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

RESOLUTION 19-60: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, ACCEPTING THE ACTUARIAL VALUATION REPORTS SUBMITTED BY TEPFER CONSULTING GROUP, LTD. FOR THE YEAR ENDING DECEMBER 31, 2018 FOR THE CITY OF EAST MOLINE POLICE AND FIREFIGHTERS’ PENSION FUNDS.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 19-60. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey O’Brien, Frederic, Tapia and Rico. Motion carried.

RESOLUTION 19-61: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE BID FROM MITEL BUSINESS SYSTEMS TO UPGRADE THE TELEPHONE SYSTEM IN AN AMOUNT NOT TO EXCEED $33,208.80.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 19-61. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion carried.

RESOLUTION 19-62: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF HOERR CONSTRUCTION, INC., FOR THE 2019 SEWER LINING PROGRAM FOR THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman Toppert, seconded by Alderman Almblade, to approve Resolution 19-62. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey O’Brien, Frederic, Tapia and Rico. Motion carried.

RESOLUTION 19-63: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE 2019 SEALCOAT PROGRAM.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 19-63. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey O’Brien, Frederic, Tapia and Rico. Motion carried.

RESOLUTION 19-64: A RESOLUTION OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, TO INDUCE THE REDEVELOPMENT OF CERTAIN PROPERTY WITHIN A REDEVELOPMENT PROJECT AREA.

A motion was made by Alderman Rico, seconded by Alderman Frederic, to approve Resolution 19-64. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey O’Brien, Frederic, Tapia and Rico. Motion carried.

RESOLUTION 19-65: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE BYLAWS FOR THE EAST MOLINE SPECIAL SERVICE AREA.

A motion was made by Alderman Rico, seconded by Alderman Almblade, to approve Resolution 19-65. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey O’Brien, Frederic, Tapia and Rico. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Toppert)

Alderman Toppert had no items for discussion, all items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Chief EMPD – Chief Reynolds informed the City Council he will be hiring a new Police Officer on Friday and his name is Carlos Valencia, he will be leaving for the Police Academy on Sunday.

Alderman Mulcahey - asked Chief Reynolds about the stolen vehicle in her Ward. Chief Reynolds stated that they arrest a suspect and found a gun inside the vehicle which occurred approximately 3:50 a.m.

Mr. Douglas Maxeiner - City Administrator – Mr. Maxeiner informed the City Council of the following information:

• Pension overview

• Purchased 4 structures and 1 lot from the Delinquent tax list at a cost of $750.00 each plus recording cost.

Mr. Kammler, Director of Engineering – Mr. Kammler updated the City Council on the ongoing City projects.

• Street closures

o Archer Drive, on Wednesday, September 4, 2019 from 6:30 a.m. – 7:00 a.m. o Beginning next week, the 7th Street Rail Road Alley Water Main Project.

• Water Main Brakes - 15th Avenue between 9th Street and 12th Street – 7 water main breaks have occurred since the fire. Obtain quotes from two (2) of the large construction companies working in the area to replace the Water Main. The City of East Moline is working with the Illinois EPA. The project will cost between $525,000 up to $550,000. Mr. Kammler answered several of the Alderman’s questions. Mr. Kammler informed the Council that most of this work will be done in house.

Mr. Drake, WWWTP Facilities Director – Mr. Drake informed the City Council that the water main that Mr. Kammler is talking about is a 12” pipe and every time the pipe brakes it puts a strain on the Water Treatment Plant. Anything that can be done will be greatly appreciated.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to adjourn the City Council meeting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey O’Brien, Frederic, Tapia and Rico. Motion carried. 7:15 p.m.
