CONSENT AGENDA

All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

APPROVAL OF MINUTES

Park and Recreation Board meeting minutes of October 24, 2019.

Park and Recreation Board special meeting/work session minutes of November 14, 2019.

CONSENT AGENDA ITEMS

1. Approval and acceptance of departmental October/November bill payment and departmental October/November revenue, expenditures, capital projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for Youth Hope to utilize a small portion of Riverside Park to run through during their Resolution Run. The event is to be held Saturday, January 4, 2020, from 7:30 a.m. until 12:00 p.m. (this includes set-up and clean-up time).

Supporting information and special consideration requests are detailed on the Special Use Application.

NON-CONSENT AGENDA ITEMS

1. Music Guild Auditorium Addition. (Lori Wilson, Parks Recreation Director)

Explanation: At the October 24, 2019 Park Board Meeting, Kevin Piper presented a proposed addition to the Music Guild Auditorium. The Music Guild Board is seeking support for the project.

Upon Park Board approval, Music Guild will move forward with a capital campaign to secure funding. No funds are requested from the Park Board.

2. Approval of Greg Johnson as Interim Parks Recreation Director (Lori Wilson, Parks Recreation Director)

Explanation: At the October 24, 2019 park board meeting, the current Director of Parks Recreation, Lori Wilson made the announcement of her intent to retire from the City of Moline, her last day being, January 17, 2020. Greg Johnson, Park Operations Manager will be temporarily assigned, beginning January 18, 2020, to the position of Interim Parks Recreation Director until the position is permanently filled.

3. Park Board Meeting Date Changes (Lori Wilson, Parks Recreation Director)

Explanation: At the September 2019 park board meeting the dates for the 2020 Park Board Meeting Calendar were approved as follows: January 23, February 20, March 26, April 23, May 28, June 25, July 23, August 27, September 24, October 22 and December 3. Staff recommends the January 23, meeting be moved to January 30, due to staff attending the Illinois Parks and Recreation Conference in Chicago. The February 20 meeting to be moved to February 27, the fourth Thursday of the month.

4. Pickleball (Lori Wilson, Parks Recreation Director)

Explanation: Park Board member Roger Clawson, Parks Recreation Director, Lori Wilson, Parks Operation Manager Greg Johnson, Pickleball Committee, Sue Archer, Todd Rosenthal and Brad Dye met to discuss the potential upcoming Pickleball Courts at Riverside Park. The Pickleball Committee stated interest in building an eight (8) court system to attract youth tournaments. Staff is seeking Park Board approval to solicit a bid for a six (6) court system with an alternate price for eight (8) courts both to include lights, upon the December 17, City Council approval of the 2020 Budget.

Fiscal Impact: Funds are budgeted in the 2020 CIP.

5. 2020-21 Park Board Goals (Lori Wilson, Parks Recreation Director)

Explanation: At the November 5, Moline Park Board Goal Setting Meeting, the Board established and acknowledged their upcoming work plan for 2020. A working document, outlining the information has been prepared for Park Board approval.

6. Moline Parks & Recreation Brochure RFP (Lori Wilson, Parks Recreation Director)

Explanation: Upon expansion of the mailing list to include Coal Valley and East Moline, it was necessary to put the brochure quote out for Request for Proposal per the City Purchasing Policy. Agenda deadline did not meet the timeline for packet inclusion of the bid tabulation sheet. A copy will be available at the December 5, Park Board Meeting, for your consideration.
