Rock Island County Public Works and Facilities Committee met Oct. 7.

The Public Works and Facilities Committee of the Rock Island County Board met at the above date and time in the Conference Room of the Administration Office on the second floor of the County Building, 1504 Third Ave, Rock Island, IL. Chairman Larry Burns called the meeting to order at 8:31 am. Minutes as follows:

Call to order and Roll call

Members Present: D. Cremeens, S. Noyd, L. Burns, J. Deppe, D. Adams, R. Brunk, E. Sowards, E. Langdon, K. Maranda, B. Westpfahl

Members Absent: B. Reagan, R. Morthland

Others Present: J. Snider, J. Boudi, G. Thorpe, J. Massa, C. Przybyla

There were no public comments.

Approval of the minutes from the September 9th, 2019 meeting

Motion to approve: B. Westpfahl, 2nd E. Langdon Motion carried

Reports to the Committee

Josh Boudi gave the GIS report and reported on a new web application for EMA for Rock Island and Scott Counties. It is an online interactive application that allows first responders to input data to pull back information such as effected residents, hazardous materials spill, tornado paths. First responders can export that data into an excel file and export it to whomever needs it. Scott County and Rock Island County are creating layers to have all the siren locations, senior citizen centers, pharmacies, hospitals police, fire, EMS.

2020 census new construction. Still doing quality assurance on aerial photography. $17,806 was received in recorder fee revenue for the month of September

Greg Thorpe reported 97 total receipts, YTD are ahead in fees. Activity is about the same from last year; Down in houses and averaging $153 a square foot on houses. Most of the houses are in District 25. There was one zoning case.

John Massa reported maintenance crews are trying to make one more pass for mowing before winter. Bank stabilization trying to replace culvert near Rock River on hold. The Bowling Bridge should have a letting before November committee meetings and the hydraulic report; bridge plans have been approved.

County Highway 11 bridge project is complete; Knoxville Rd; that will go until the end of November. FEMA flood rain events 3 or 4 projects funding for. Up to 90%.

Jim Snider reported the budget committee has been completed and will be presented for overall review this Wednesday at Committee of the Whole. The GHA committee will be reviewing an amendment to the real estate broker, Marcus and Millichap agreement. A revised cannabis ordinance will be reviewed at the Finance and Personnel Committee. County agency; 3 percent in unincorporated areas. Estimated $200,000 in revenue next year but there are some unknowns.

Highway Items

Utility Agreement request for Reynolds Communication Inc.

John Massa stated that this is an agreement for communications and is combined; typical communications and adding Reynolds communications. The State’s Attorney has reviewed the agreement.

Discussion of replacement for existing semi-tractor

Currently, the Highway department is utilizing a 1987 semi-tractor. There is money in the budget to replace it with a new or used piece of equipment. There is $30,000 in the budget and with 60800 to spend. Mr. Massa requested by law used piece of equipment; like to talk to dealers and go ahead and purchase;

Consider acceptance of parcel #11-7 PIN 17-22-100-109; Coal Valley Township

Chairman R. Brunk mentioned that property to accept the parcel for the open lands program. The legal team. quick claim deed to accept the parcel; The property is on Route 6, and is just under 2 acres. Motion to accept: E. Langdon, 2nd J. Deppe Motion carried
