Village Of Carbon Cliff Village Board of Trustees met Nov. 5.

Village President Hintz called the meeting to order at 7:00 p.m.
Members President: Todd Cantrell, Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels, Larry Scott
Members Absent: None
Others Present: Chris Hicks, Dispatch / Argus reporter; Nick Gottwalt, Director of Community & Administrative Services (D.O.C.A.S.); & Karen L. Hopkins, Village Clerk
Village President’s Agenda items discussed:
♦ Blue Cross / Blue Shield of IL submitted renewal contract for policy period December 1, 2019 through November 30, 2021. This is for employee health insurance, decreased premium by $252.78 per month.
♦ Resolution No. 2019-02, “Resolution Setting Forth The Compensation Packages For Full-Time Employees Of The Village Of Carbon Cliff.
♦ Presentation of 2019 levy figures (2019 taxes assessed and then paid in 2020).
♦ The tax levy will need to be raised 7.10% of certified to Collect in 2019 from assessed 2018 taxes.
♦ The Village will need to publish a Truth In Taxation Hearing and Public Hearing will be set for November 19, 2019 7:00 p.m.
Committee Meetings:
♦ Corrected the Public Properties & Public Safety Committee Meeting day of the week from Monday to
Wednesday, due to Veteran’s Day Holiday, the date is correct.
Old Business items discussed:
♦ Public Works Truck #1 has been put out of service. Check engine light came on, Dan does not know why. ♦ Took truck #1 to Reynolds to have check engine light checked, also the manifold gasket is bad, and needs
repaired. D.O.C.A.S. Gottwalt asked for Reynolds to check truck over and give a quote on what is bad, and needs repaired or replaced. Quote came in at over $12,000.00. Did not have repaired. Take truck to Dan’s Automotive and the Tandem Shop in East Moline for quote.
♦ Loran Rains, Village Engineer and D.O.C.A.S. Nick Gottwalt went and checked out of erosion area that need repaired.
o End of Cliff Court, the stormwater runs down to the turn-a-round and misses the storm sewer drain and jumps the shallow curb. This is causing erosion on the back side of curb and starting to undermine the roadway.
For temporary fix need to add rip rap to help stop the erosion, would last maybe a year or two.
Phase 2 would be extended storm drain to creek.
o Greenwood Avenue alley meets the concrete apron. This is starting to erode due to storm water, which in past erosion it unearthed the sanitary sewer main.
o Whispering Oaks erosion is cutting into the resident’s yard, 30 yards off wash out rip rap. Repair just using rip rap would last maybe 10-15 years with maintenance during that time. To fix properly is estimated at $10,000.00 to $15,000.00 rip rap and erosion control product. The erosion product allows grass to grow between stones/pavers to form a root system, can mow over but will promote root growth. This type of repair life span is 40-50 years.
o IMEG is to come out and do the structural engineering inspection on the Mansur Avenue bridge near Mansur Lane on November 13th or 15th. Then report will be given to the Village, the bridge needs some repairs and maintenance just looking at it.
Motion 1: Motion by Curry to establish Consent Agenda, as follows:
5. Village President’s Agenda:
a. Authorize Village Clerk, Karen Hopkins to execute a renewal with Blue Cross / Blue Shield for the Village of Employee’s Heath Insurance with monthly premium of $5,240.52. (Decrease of $252.78 per month from last year, policy period December 1, 2019 to November 30, 2020.)
b. Approve quote from Bonnell Industries Inc. to purchase (4) 18” Spinner Discs, (4) Spinner Hubs, and (1) Western Snowplow Blade for a total cost of $907.80.
c. Approve a quote from Alvarado Plumbing Inc., to excavate and expose the underground connection for the existing hydrants, remove old fire hydrants, install the new fire hydrants, install thrust blocking to the backside of each hydrant, and backfill the trench. All materials will be supplied by the Village with the exception of the thrusting block, which will be supplied by the plumbing contractor. Quoted price per hydrant is $2,500.00. Total to complete (5) five hydrants this fall will be $12,500.00.
d. Adopt Resolution No. 2019-02 “Resolution Setting Forth The Compensation Packages For Full-Time Employees Of The Village Of Carbon Cliff.”
f. Set Public Hearing on the Tax Levy for Fiscal Year January 1, 2020 and ending December 31, 2020, for 7:00 p.m. on November 19, 2019 and to give notice of this hearing in publication in the Dispatch at least one week prior to the time of the hearing.
