City of Aledo City Council met Nov. 18.

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on November 18, 2019. MAYOR HAGLOCH called the meeting to order at 6:40 P.M. The roll was called, whereupon the following answered present:
Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, DENNIS DIXON, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Aldermen BARRY COOPER and JIM HOLMES were excused.
Also present were CHRIS SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by John Hoscheidt, WRMJ.
COMMITTEE OF THE WHOLE
The meeting was opened in prayer by ALD. Chausse.
Public Hearing – Estimated F/Y 2020 Budget & Tax Levy: MAYOR Hagloch opened the meeting for public hearing of the estimated F/Y 2020 Budget & Tax Levy at 6:16 p.m.
ADMINISTRATOR/CHIEF Sullivan reported the projected budget is listed in the amount of $6,922,290.
ADMINISTRATOR/CHIEF Sullivan reported the total amount required by the City to be raised by taxation for F/Y 2020 for corporate purposes is listed in the amount of $432,575.
There being no public comment or further questions, MAYOR Hagloch closed the public hearing at 6:18 p.m.

Public Works Activity Report:
Streets: Salt major collector streets during the last snow event; the floor drain project at PW garage is progressing, the drains have been installed and the floor is being poured back; the storm drain for the new roof gutter has been installed; install winter banner and wreaths.
Water: JULIE’s; repair one (1) water leak; install new furnace at the WTP; work with Britton to prep for the communication upgrade; Illinois American is on call for the next two (2) weeks while Blythe is on vacation.
Cemetery: Mowing and weed-eating continue; repair foundations; assist Street Division.
DPW: attended ILLOWA building official training; preparation of RFP regarding sale of water/wastewater operations; assisted Illinois American Water with daily operations.
Aledo Police Department Activity Report: CHIEF reported the department participated in the All Schools Veterans Day event hosted by Mercer County High School. The event was a huge success. All of the students in the District were dressed in red, white and blue shirts honoring veterans. Tech. Sgt. Blakeley Murdoch, a MCHS graduate, was the keynote speaker. Murdoch is an 11-year veteran of the United States Air Force, who has served seven (7) tours in war zones and has flown on 163 combat missions.
The Veterans Day parade was cancelled due to the inclement weather. The Veterans Day ceremonies were held at the V.F.W.
Officer McGuire completed all of the training necessary to be qualified with a patrol rifle and to be a firearms instructor for rifles and to teach basic rifle courses. The Department developed a basic patrol rifle course and all of the materials necessary to instruct rifle classes. Aledo’s course was certified by the Illinois Law Enforcement Training and Standards Board and McGuire has begun training, certifying and qualifying all of the officers on the Department in patrol rifle handling. Four (4) officers successfully completed the course on 11/6 and the next group is scheduled for 11/19.
Administration Report:
ADMINISTRATOR Sullivan reported most of the materials necessary for the upcoming Gas Committee to conduct a rate study for the City’s gas utility rates have been gathered. City Staff is prepared to move forward and assist the Council in this process.
ADMINISTRATOR reported letters were sent out, under the Mayor’s signature, inviting an additional eleven (11) property owners in the Northwest section of Aledo to annex into the City. All of the properties are in an area that is now surrounded by the City, and each property is contiguous with other properties which are inside the City limits. ADMINISTRATOR will attempt to make contact with those property owners to determine if they are interested in annexation.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR Hagloch reported the Holly Days Winter Gala to be held on December 7, 2019 at OakView Country Club from 6:00 p.m. – 8:00 p.m. Proceeds go to the Eagle’s Food & Supply Nest at Mercer County Schools. The event is being organized by Aledo Main Street.
MAYOR invited each of the Aldermen to participate in the weekly 353 Court, LLC meetings held each Wednesday at 4:00 p.m. with the Mayor. 353 provide updates on the current status of projects being worked on by the economic development consultant.

ORDINANCE NO. 44; SERIES OF 2019, AMENDING THE MUNICIPAL BUDGET FOR THE CITY OF ALEDO FISCAL YEAR 2019: (SECOND READING)
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN SARABASA to adopt Ordinance No. 44, Series of 2019; Amending the Municipal Budget for the City of Aledo Fiscal Year 2019. A Roll call vote was recorded as follows:
YES: Chausse, Dixon, Kopp, Sarabasa, Bertrand, and Bewley.
NO: None.

ORDINANCE NO. 45, SERIES OF 2019; ADOPTING A MUNICIPAL BUDGET FOR THE CITY OF ALEDO FISCAL YEAR 2020: (FIRST READING)
The total amount of the budget is listed in the amount of $6,922,290. The proposed budget for the fiscal year beginning January 1, 2020 and ending December 31, 2020 was made available for public inspection by publishing a legal notice in the Aledo Times Record on November 5, 2019.
The second reading to be held on Monday, November 18, 2019 at 6:30 o’clock p.m. in the City Council Chambers.
ORDINANCE NO. 46, SERIES OF 2019; AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR FISCAL YEAR COMMENCING JANUARY 1, 2020 AND ENDING DECEMBER 31, 2020: (FIRST READING)
That there is hereby levied upon all of the taxable property within the corporate limits of the City of Aledo, as the same is assessed and equalized for State and County purposes for the fiscal year commencing January 1, 2020 and ending December 31, 2020. That the total amount of Four Hundred Thirty-Two Thousand Five Hundred Seventy-Five Dollars ($432,575) is required by said City to be raised by taxation for said fiscal year for the corporate purposes.

MOTION APPROVING DONATION IN THE AMOUNT OF $1,000.00 TO THE HOLLY DAYS GALA FUNDRAISER TO SUPPORT THE EAGLE’S FOOD AND SUPPLY NEST AT MERCER COUNTY SCHOOLS:

OLD BUSINESS: DPW Blaser reported the maintenance of the lagoons regarding sludge to be completed by year end. No further details followed.
NEW BUSINESS: No Report.
