Village of Rapids Committee of the Whole met Oct. 23.

Here is the minutes provided by the committee:

President Mire called the meeting of the Committee of the Whole to order at 6:30pm.

Pledge of Allegiance

Roll Call: Clark, Fowler, Rankin, Robertson, Mire, Schnieder

Absent: Fiems

President Mire called this Committee of the Whole Meeting to order first addressing the zoning request by Kathy Sattizahn. The request is contingent on the purchase and completion of the proposed project. At the Planning and Zoning Hearing held on October 22nd, 2019 the Commission made the recommendation to the full Board the approval of the request as submitted to a.) Combine parcels 06- 230-B and 06-230-D; b.) Rezone the combined parcels with a street address of 1600 1st Avenue A from R-1 Residential to R-2 Residential; c.) That the above request be approved contingent on Kathy Sattizahn’s exclusive use and planned construction as described. Sattizahn gave a brief description of her plans for the property being used as vacation rental space. Robertson motioned to approve the recommendation as made by the Planning and Zoning Commission. Fowler seconded. All present voted yes. Motion carries.

Mire then addressed the matter of 14th Street culvert. Chris Cooper of MSA Professional Services provided a memo, documentation detailing projected costs of $157,500.00, picture and diagram of what trees need to be removed for the project. In the memo Cooper noted the reason storm water ponds in front of 320 14th Street is because the right-of-way is being used as a parking area, this was supported by the photo provided. To try to remedy the ponding issue Cooper is suggesting installing a french drain under the gravel parking area. Mire explained the costs are not confirmed as this is a unique project, final costs for the project will not be known until biding occurs. Tree removal is required for construction of the culvert. Mire stated the Public Works Department would be removing the stumps after the trees are removed. MidAmerican Energy has been to the location to remove a portion of the largest tree near power lines. Rankin motioned to authorize the Village to go out for bid for the removal of five trees located within the project area located between 320 and 326 14th Street marked by MSA Professional Services, costs not to exceed $15,000.00 and to seek bids for the 14th Street project. Clark seconded. All present voted yes. Motion carries.

The Village President and the Board then discussed options for cannabis within the Village. Clerk Housenga provide written documentation on the matter. Attorney Mason noted distribution of tax moneys collected on cannabis would not start until September of 2020. All members decided the Village residents should be able to voice their opinions on this issue. A Committee of the Whole Meeting has been scheduled for November 6th, 2019 at 6:30 to discuss cannabis.

Having no further business to conduct at this time, Schneider motioned to adjourn this October 23rd, 2019 Committee of the Whole Meeting, Fowler seconded. President Mire adjourned by consensus of the Board at 7:13pm.
