City of Keithsburg City Council met Dec. 9.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM Pledge of Allegiance

Alderman Physically Present: Tom Litwiler, Bill Pinger, Jan Occhi, Donnie Cox, Ronnie Brock Others present: Cindy Diehl, Treasurer; Larry Robertson, Streets; Kelly Parker, Clerk

MSA Grant Project Updates:

Wetland Mitigation: Applied Ecological Services planted native seed and trees just before Thanksgiving. Funding administration agencies will be conducting a monitoring visit late in the week of December 16th.

Flood Mitigation: All grant modification paperwork has been completed and additional funding is in place to draw from. Punch-list items were submitted to Valley. Work will be verified by Scott Duckett.

Public Comments: Norma Gullikson commented on how nice the Christmas Display looks. The workers did a good job setting it up.

1. Minutes from last month’s meeting: Donnie made a motion to approve minutes, Bill seconded. Motion carried with all “Yes” votes.

2. Cash Receipts: Jan made a motion to approve, Donnie seconded. Motion carried with all “Yes” votes.

3. Cash Disbursements: Jan made a motion to approve, Donnie seconded. Motion carried with all “Yes” votes.

4. Water and Sewer

• Total gallons pumped 1,093,000 with an average of 36,400

5. Streets and Sidewalks: Waterline at 8th and 9th street is completed. Larry has spoken with Jim Brown and water pressure is good now. Bathrooms at campground were checked and are ok. Manhole on 16th & Jackson street can not be completed until river level is down.

6. Fire Department Nothing to report.

7. Police

Donnie made a motion to appoint Troy Brock as part-time officer, Bill seconded. Vote carried with 5 “Yes” votes. Ronnie Brock did not vote.

• Donnie made a motion to sell the lots on Washington Street to second bidder since the first bidder backed out of the deal, Ronnie seconded. Vote carried with all “Yes” votes. Kelly will contact bidder.

• Christmas bonuses for employees: Ronnie made a motion to give Larry Robertson $250, Donnie seconded. Motion carried with all “Yes” votes. Donnie made a motion to give Kelly Parker $150, Ronnie seconded. Motion carried with all yes votes. Jan made a motion to give the Campground Host $150, Ronnie seconded. Motion carried with all “Yes” votes. Donnie made a motion to give the Police Officers $50, Bill seconded. Motion carried with all “Yes” votes. Donnie made a motion to give the part-time street employee $50, Ronnie seconded. Motion carried with all “Yes” votes.

• The new Marijuana Law was discussed concerning the campground. Allen will speak to the City Lawyer for guidance.

• Donnie made a motion to give employees a 3% cost of living raise, Bill seconded. Motion carried with all “Yes” votes.

12. Donnie made a motion to adjourn the meeting, Bill seconded. Motion carried with all “Yes” votes.
