City of Kewanee City Council met December 9

City of Kewanee City Council met Dec. 9.

Here is the minutes provided by the council:

The City Council met in Council Chambers at 7:00 PM with the Mayor calling the meeting to order and the following answering to roll call:

Steve Faber Council Member

Chris Colomer Council Member

Michael Yaklich Council Member

Michael Komnick Council Member

Gary Moore Mayor

The Pledge of Allegiance was said.

Mayor Moore asked for a moment of silence for our troops still fighting overseas.

Mayor Moore explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Moore requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the November 25th, 2019 Council Meeting, payroll for the pay period ending November 23rd $206,713.82, 2019 , Reports from Police and Community Development. A motion made by Council Member Faber and seconded by Council Member Colomer. Roll call showed 5 ayes, no nays. The motion passed.

Bills submitted for approval totaling $205,539.56 were approved on a motion made by Council Member Faber and seconded by Council Member Yaklich. Yaklich had a question on the Lucas device. Asked if we would be reimbursed. Chief Shook let him know that yes we would be reimbursed. Roll call showed 5 ayes, no nays. The motion passed.

CITIZEN PARTICIPATION

Mayor Moore then asked if anyone wished to speak regarding a non-agenda item.

• Gentlemen stepped up to say thank you so much for the Viaduct. He brought his concerns up in March about the roadways and is very happy that the City took the initiative to make that project a priority

NEW BUSINESS

• Presentation by Cheryl Osbourne in regards to her commitment to helping serve the Henry County area with tourism.

• Presentation with Kevin Yepsen discussing the benefits and opportunities that we have in Solar Energy. Had some specific information for the Cities buildings and energy savings and recoup.

• Consideration of Resolution to authorize the CM to execute an easement with Peoples National Bank. Motion made by Council Member Komnick and seconded made by Council Member Colomer. Gentlemen from the bank stepped forward to explain that they have looked into other options that would eliminate using the parking spaces but too many factors where in the way. The best option was for the generator to be placed in the 2 parking spaces that the city owned. Roll call showed 5 ayes, no nays. The motion passed.

• Consideration of a Resolution to set the dates for Council Meetings for the 2020 Calendar Year. Motion made by Council Member Colomer and seconded made by Council Member Faber. Roll call showed 5 ayes, no nays. The motion passed.

• Consideration of an Ordinance abating the tax heretofore levied for the year 2019 to pay the principal of, and the interest on $5,935,000 General obligation WATERWORKS AND SEWERAGE REFUNDING bonds (Alternate revenue source), Series 2013. Motion made by Council Member Komnick and seconded made by Council Member Yaklich. Roll call showed 5 ayes, no nays. The motion passed.

• Consideration of an Ordinance abating the tax heretofore levied for the year 2019 to pay the principal of, and the interest on, $3,640,000 General obligation WATERWORKS AND SEWERAGE REFUNDING bonds (Alternate revenue source), Series 2015. Motion made by Council Member Faber and seconded made by Council Member Komnick. Roll call showed 5 ayes, no nays. The motion passed.

• Consideration of an Ordinance abating the tax heretofore levied for the year 2019 to pay the principal of, and the interest on $3,755,000 General obligation bonds (Alternate revenue source), Series 2012. Motion made by Council Member Yaklich and seconded made by Council Member Colomer. Roll call showed 5 ayes, no nays. The motion passed.

COUNCIL COMMUNICATIONS:

• Colomer wanted to thank the volunteers at Windmont and North East park for all their hard work in the lights and Christmas decorations.

• Komnick stated the lighted parade was wonderful and he loved the spirit and the heart in Kewanee that was displayed. Also to remind everyone about the Cannabis hearing on December 16th at 6pm. Please attend and let your voice be heard.

• Yaklich wanted to make sure that out insurance was still in budget.

• Faber stated the Community Choir was amazing and that if you have a chance to please attend their next performance

ANNOUNCEMENTS:

• The Kewanee Police Department would like to advice citizens that per City Code 72.10, it is Unlawful to park any vehicle upon any city public street in the cuty at any time within 12 hours after a snowfall of 3” or more has occurred or until the street has been cleared

• Remind everyone you are allowed 2 additional 32 gal bags at your normal pick up day. Please place 3 ft from you trash container and cardboard must be neatly folded in no bigger than 3x5 to fit in recycle truck.
