City of Moline City Council met Dec. 5.

Council Meeting: The City Council meeting came to order at 7:48 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer and Berg present. Absent: Aldermen Schoonmaker and Waldron.
Items on Consent:
Approval of Minutes
Committee-of-the-Whole and Council meeting minutes of November 19, 2019, and appointments made during Committee-of-the-Whole on December 3, 2019.
Ratification of Prior City Council Action
Ratifying, nunc pro tunc, the action of the Mayor and City Council taken at the November 19, 2019, City Council meeting authorizing the expenditure of not-to-exceed $50,000 in PEG funds for the installation of the Ring Central software and equipment; and granting the City Administrator the power and authority to execute such contracts as is necessary to accomplish the installation of the remote participation and potential broadcast of the Council
proceedings.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer and Berg; nays: none.

First Reading Ordinances
Council Bill/General Ordinance 3032-2019
An Ordinance amending Chapter 3, “ADVERTISING AND SIGNS,” of the Moline Code of Ordinances, Section 3-2108, “SIGNS IN THE PUBLIC RIGHT-OF-WAY,” by amending subsection (3) and enacting one new subsection (4); and amending Chapter 2, “ADMINISTRATION,” Table 2-6110.1 of Section 2-6110, “JURISDICTION; SCHEDULE OF PENALTIES,” by adding a penalty provision for Section 3-2108.
Council, Staff and Citizen Comments:
Alderman Parker encouraged attendance at Augustana men’s basketball game on Saturday.
Alderman Berg expressed appreciation of staff’s assistance in moving a retiree to her home out of the area. Alderman Wendt thanked Interim Public Works Director Rodd Schick for assisting residents.
Mayor Acri requested clarification of the sign ordinance, explaining that some, but not all, realtor signs were taken down from the right of way in her neighborhood. Staff will follow up on the issue.
Executive Session:
Alderman Berg, seconded by Alderman Parker, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation- 5 ILCS 120/2 (C) (11), Deliberations Concerning salary Schedules for One or More Classes of Employees-5 ILCS 120/2 (C) (2), Price Setting for Sale or Lease of Real Property-5 ILCS 120/2 (C) (6). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer and Berg; nays: none.
City Council convened in Executive Session at 7:53 p.m.
Council reconvened in open session at 8:16 p.m.
On motion of Alderman Wendt, seconded by Alderman Berg, Council adjourned at 8:16 p.m. The next regularly scheduled City Council meeting is on December 10, 2019.
