APPROVAL OF MINUTES
Park and Recreation Board meeting minutes of December 5, 2019.

CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental November/December/January bill payment and departmental November/December/January revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for Friends of Off Road Cycling to utilize Sylvan Island for their annual Sylvan Island Stampede Mountain Bike Race. The event is to be held Sunday, April 5, 2020, from 6:00 a.m. until 6:00 p.m., with course set-up on Saturday, April 4, 2020, from 8:00 a.m. until 4:00 p.m. (this includes set-up and clean-up time). Trails will still be open during course set-up. Supporting information and special consideration requests are detailed on the Special Use Application.

NON-CONSENT AGENDA ITEMS
1. Purses for Parks (Greg Johnson, Interim Parks Recreation Director)
Explanation: The Parks Department will be hosting the “Purses for Parks” fundraising event to benefit the Karstens Park update. The event will be held on Thursday, March 5, 2020 from 5:00pm until 8:00pm at the Quad City Music Guild. Staff is seeking the Board’s approval to apply for a temporary liquor license and serve alcohol at the event.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: Proceeds will go into Purses gift fund account. 414-0000-365-3100.
2. Pickleball (Greg Johnson, Interim Parks Recreation Director)
Explanation: The Parks Department would like to enter into a Professional Services Agreement with Shive Hattery for the design work on the construction of the pickleball courts, at Riverside Park. The base bid will include six (6) courts with an additional two (2) courts as an alternate bid.
Staff Recommendation: Staff recommends approval. Fiscal Impact: $22,500 is available in 120-1525-452-08-50.
3. 6114 51st Avenue Soccer House Asbestos Removal (Greg Johnson, Interim Parks Recreation Director)
Explanation: Due to the age of the soccer house, an inspection was preformed and asbestos was found. Active Thermal Concepts was the low bid at $6,478 of three written quotes for abatement.
Staff Recommendation: Staff recommends using reserve funds to remove the asbestos.
Fiscal Impact: $6,478 from 120-1522-452.04-25.
