City of East Moline City Council met Dec. 16.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

CITY CLERK’S REPORT

City Clerk Arletta Holmes stated this is the last City Council meeting for 2019. The first meeting in 2020 will be Tuesday, January 21, 2020. Wished everyone a Merry Christmas and a Happy New Year.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of December 2, 2019.

b. Approval of the Committee-of-the-Whole Minutes of December 2, 2019. 

c. Approval of Salaries for December 13, 2019 in the amount of $435,665.25. 

d. Approval of Bills in the amount of $1,288,147.82.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

REPORT BY MAYOR

Mayor Freeman appointed Jeff Ramsey as the new East Moline Police Chief.

A motion was made by Alderman Rico, seconded by Alderman Toppert, to approve the Mayoral appointment of Jeff Ramsey as the new Chief of Police. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCE: 1st Reading

ORDINANCE 19-44: AN ORDINANCE ADOPTING THE BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF EAST MOLINE, ILLINOIS, IN LIEU OF THE APPROPRIATION ORDINANCE FOR THE FISCAL YEAR COMMENCING ON THE FIRST DAY OF JANUARY, 2020 AND ENDING ON THE THIRTY- FIRST DAY OF DECEMBER 2020.

A motion was made by Alderman Toppert, seconded by Alderman Rico, to waive the reading of Ordinance 19-44. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

RESOLUTION 19-81: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CONTRACT LAUTERBACH & AMEN, LLP TO HANDLE ACTUARIAL SERVICES FOR THE CITY OF EAST MOLINE.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 19- 81. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

RESOLUTION 19-82: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AND ACCEPTING THE BID RECEIVED BY THE JOINT PURCHASING COUNCIL OF BI-STATE REGIONAL COMMISSION FOR WATER AND WASTEWATER FACILITIES CHEMICALS.

A motion was made by Alderman Toppert, seconded by Alderman Rico, to approve Resolution 19-82. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

RESOLUTION 19-83: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE DISPOSAL OF SURPLUS PROPERTY BY ONLINE BID.

A motion was made by Alderman Toppert, seconded by Alderman O’Brien, to approve Resolution 19- 83. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

RESOLUTION 19-84: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE DISPOSAL OF SURPLUS PROPERTY BY SCRAPING THE PROPERTY.

A motion was made by Alderman Toppert, seconded by Alderman O’Brien, to approve Resolution 19- 84. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Frederic)

Alderman Frederic had no items for discussion, all items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Ms. Whiting, Finance Director – Ms. Whiting informed the City Council that the November Finance reports will be sent to them by Thursday. Ms. Whiting will be emailing out an update dealing with the phone upgrade voice over ID. When a call goes into 911 it was not showing the correct address from where the call was made.

Mr. Maxeiner, City Administrator – Mr. Maxeiner informed City Council that the Runner’s Park assignments between the Quad Cities Running Club and the Firecracker Run Club the agreement that the City Council approved this past summer placed in the hands of the Firecracker Run Board awaiting signatures then the City of East Moline will be moving forward. Mr. Maxeiner compliment the Fire Department on some fires that occurred within the last couple of days he appreciates their efforts on that.

Mr. Maxeiner reflected on his past 10 months as City Administrator to the City of East Moline and thanked everyone for their support.

Mr. Maxeiner stated that he is looking at changing some of the decision-making processes regarding budgetary items. He is looking at a new budgeting system which he is still investigating.

Chief DeFrance, Fire Chief EMFD – Chief DeFrance thanked the Daily Dispatch for the article. The East Moline Fire Department assisted the City of Silvis a couple weeks ago with a very large fire that they had. The City of Silvis was in are East Moline to help us with a very stubborn garage fire. City of Moline was in East Moline this morning to help us with a very tough house fire on 7 1⁄2 Street. East Moline Fire Department assisted the City of Moline a few hours later to help at the Mall. Departments working together we can do more by saving in overtime, by assisting each other. Chief DeFrance said he is very proud of all that. We have been very busy with a lot of fires. Some fires are preventable but not all of them are. We are working on getting the word out. We do try routinely at the meetings but my partner newspaper by reaching a broader audience. Going to try to have the Fire Marshalls to have a CALAM on Saturday to get some of this information out. Thanked everyone for their support and everyone have a fire safe Christmas.

Mr. Drake, Director of W&WWTP Facilities – Mr. Drake wished everyone and all those in attendance a Merry Christmas and Happy New Year. Have a safe Holiday Season.
