CONSENT AGENDA

All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

APPROVAL OF MINUTES

Park and Recreation Board special meeting/closed session minutes of Febuary7, 2020.

CONSENT AGENDA ITEMS

1. Approval and acceptance of departmental January/February bill payment and departmental January/February revenue, expenditures, capital projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for the Moline Conservation Club to utilize Riverside Park Pond and restroom/shelter building for their annual Kids Fishing Rodeo. The event is to be held Saturday, June 6, 2020, from 6:00 a.m. until 1:30 p.m., (this includes set- up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

NON-CONSENT AGENDA ITEMS

1. Moline Soccer Club Lease and Addendum (Greg Johnson, Interim Parks Recreation Director)

Explanation: The Moline Soccer Club lease has been reviewed and updated. The term of the lease shall be for twenty years, ending on March 31, 2040.

Attachment: Yes

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Yearly revenue from the Soccer Club will be placed in 120-0000-348-1010.

2. Pickleball Donation Recognition. (Greg Johnson, Interim Parks Recreation Director)

Explanation: The Quad City Pickleball Club has requested that financial donors for the Riverside Pickleball Courts, at or exceeding $10,000 dollars will have one (1) court named for them for up to five (5) years. Other signage requested includes a list of all donors categorized by amounts given, to be located at the main entrance of the courts.

Staff Recommendation: Staff recommends approval. Fiscal Impact: Signage cost.

3. Goose Management. (Greg Johnson, Interim Parks Recreation Director)

Explanation: The Parks Department would like to use following recommendations provided by Wild Goose Chase to help manage the geese population at Ben Butterworth Parkway and Riverside Park; eight (8) weeks of canine services, two (2) Agrilasers, and Habit Modification.

Staff Recommendation: Staff recommends using reserve funds. Fiscal Impact: $10,300 from 120-1522-452.04-25.

4. Appointment of Parks Recreation Director. (Alison Fleming, Human Resources Manager) Explanation: Appointment of Parks Recreation Director.
