City of Kewanee City Council met Feb. 24.

The City Council met in Council Chambers at 7:00 PM with the Mayor calling the meeting to order and the following answering to roll call:

Mayor Moore asked for a moment of silence for our troops still fighting overseas.
Mayor Moore explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Moore requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the February 10th , 2020 Council Meeting, payroll for the pay period ending February 15th 2020 in the amount of $205,858.36. Council Member Yaklich asked if the Bock reports could be removed from the consent agenda and be discussed later. The consent agenda items were approved on a motion made by Council Member Colomer and seconded by Council Member Komnick. The motion passed 5 aye 0 nay.
Discussion of the Bock reports initiated by Council Member Yaklich. A request to Scott Hinton the City Engineer to provide a report that shows the usage of kw hours while they are using the extra pumps and then maybe we can see what solar that we may be able to use.
Bills submitted for approval totaling $224.810.95 were approved on a motion made by Council Member Komnick and seconded by Council Member Faber. Council Member Faber had question in regards to a salt spreader. He assumes it was a part not an entire spreader. Kevin Newton stated he assumes it a part. Council Member Yaklich asked that the mowing liens was paid and how was that program working? Keith Edwards stepped up and stated the mowing program is going good. Council Member Colomer asked if these liens for the whole season. Keith stated yes he believes its for the whole season. City Clerk Jones answered the fee was 58.00 to record and release. Colomer asked how the program is working? Jones staed that was a discussion that the City Manager and Beth had had and we are not filing linens on homes that we know we will not get paid due to taxes being sold or forclosures. Beth Kelley files the liens and can provide that information. Council Member Yaklich asked about the force main bills that they have seen quita few of. Scott Hinton stepped up and stated that a force main is a forced main that moves the water. Its not gravity fed. Like a metal garden hose. Motion passed 5 ayes no Nays.
CITIZEN PARTICIPATION:
- Andy Koehler stepped up to thank Mr Estes (Keith Edwards) in his patience during the time that he is getting his property cleaned out. Andy stated that he is trying to get it cleaned as quickly as possible.
- Consideration of Resolution #5201 Awarding demolition contract to Kirk Dana for the demolition of the buildings located at 810 May St. a motion made by Council Member Komnick and seconded by Council Member Faber. Council Member Colomer asked about the grant reimbursement. Keith Edwards stated that there is just a delay in the reimbursement due to the state only allowing submissions on particular times of the month. We show in the negative now but when we get the funds it will show up in the revenue line due to the fiscal year. Motion passed with 5 ayes and 0 Nays.
- Consideration of an Resolution # 5202 Ratifying previously expended funds and authorizing the expenditure of additional funds to replace the 20” Influent Force Main at the Wastewater Treatment Plant. A motion made by Council Member Komnick and seconded by Council Member Faber. Council Member Yaklich asked that this in regards to the information that we received at the last meeting and that we are thinking of going from point A to pint B. Scott Hinton stated it’s the first time that we have come into a emergency repair that has taken this long. Motion passed with 5 ayes and 0 nays.
- First to go was Council Member Faber stated that the Rock n’ Roll Bingo was a very enjoyable time.
- Council Member Colomer wanted to say thank you to all that atteneded the chilli cook off. It meant a lot to the athletes and those who put a lot of work into it. The support from the community was very well received.
- Council Member Komnick wanted to address the Bees in our ordinances..and stated that it’s a great idea. For the environment and our city. Last, with it being Girl Scout Cookie season, I have been out and about in the community and were talking to people about conversations that happen at the meeting spark additional conversations.
- Council Member Yaklich stated after the mauling maybe we should review our dog ordinacnes. Wanted to thank Gary Bradley and the staff for the budget information that we received in our packet. Very eye opening to see what is left in the budgets per department.
- Mayor Moore recently attended a basketball game and was treated ot a great game and He noticed that the student body and cheerleaders picked up trash after the game. He mentioned it to Shane and this is the first year they have tried it and it is working great. Also want to wsh both basketball games good luck in their regional play. Last but not least…please fill out your notice you will receive for the census. Its where we receive our tax dollars that keeps us strong and moving forward. One of our City employees lost their father today and we wont them to know that our prayers are with you and wish the best.

- There being no further business, Council Member Colomer moved to adjourn the meeting and Council Member Komnick seconded the motion. Roll call showed 5 ayes, no nays. The meeting adjourned at 7:39.13 PM.
