City of Keithsburg City Council met Feb. 10.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM Pledge of Allegiance

Alderman Physically Present: Bill Pinger, Jan Occhi, Tom Litwiler, Ronnie Brock, and Don Truitt Others present: Kelly Parker, Clerk; Absent: Donnie Cox and Cindy Diehl

MSA Grant Project Updates:

Wetland Mitigation: The funding administration agencies have completed their monitoring visit and verified project completeness. The project contract with H & H does include three years of maintenance.

Flood Mitigation: Project As-Built drawing are complete; a copy has been given to the City. Funding administration agencies have completed their monitoring visits, verified completeness and working toward final closeout. Valley Construction final payment has been submitted to funding agency for payment.

Public Comments: Nila Carle suggested the City have a tax levy in place for the sale of marijuana in the City Limits. Allen suggested she research this and get back to council.

1. Minutes from last month’s meeting: Ronnie made a motion to approve minutes, Don seconded. Motion carried with all “Yes” votes.

2. Cash Receipts: Bill made a motion to approve, Don seconded. Motion carried with all “Yes” votes.

3. Cash Disbursements: Ronnie made a motion to approve, Don seconded. Motion carried with all “Yes” votes.

4. Water and Sewer

• Total gallons pumped 1,032,000 with an average of 33,000

• A motion was made to reimburse Marvin McCarty $316.75 for sewer work. Bill made a motion to reimburse, Ronnie seconded. Motion failed with all “No” votes.

• Bill made a motion to set money aside to replace fire hydrants, Jan seconded. Motion carried with all “Yes” votes.

It will be determined in what order hydrants will be replaced. A total of 62 hydrants are located in the City with 45-50 of them needing to be replaced.

5. Streets and Sidewalks:

• Ronnie made a motion to pay $400 toward insurance for Larry Robertson, Jan seconded. Motion carried with all “Yes” votes.

6. Fire Department

• First responder calls: 2, Fire calls: 1

• Training: Natural Gas Training and EMS Training

7. Police

9. Zoning

10. Resolutions and Ordinances

11. Other Business

• The sealed bid for parcel #13-13-23-400-027 was opened. Ronnie made a motion to except the $750 bid from Shaun Tippie, Jan seconded. Motion carried with all “Yes” votes.

• Ronnie made a motion to donate $300 to Mercer County High School for project prom, Bill seconded. Motion carried with all “Yes” votes.

• Ronnie made a motion to approve the agreement with Giffin Engineering for maintenance engineering of Motor Fuel Tax, Bill seconded. Motion carried with all “Yes” votes.

• Jan made a motion to get estimates to replace the generator at City Hall, Ronnie seconded. Motion carried with all “Yes” votes.

• Ronnie made a motion to surplus the dump truck with snowplow and spreader, Jan seconded. Motion carried with all “Yes” votes.

• Ronnie made a motion to surplus the yellow Ford pump, Bill seconded. Motion carried with all “Yes” votes.

• Bill made a motion to surplus Generator at City Hall, Ronnie seconded. Motion carried with all “Yes” votes.

• Ronnie made a motion to surplus a PTO pump, Jan seconded. Motion carried with all “Yes” votes.

• Jan made a motion to take bids on surplus property, Don seconded. Motion carried with all “Yes” votes. Property will be listed on the City’s website.

12. Bill made a motion to adjourn the meeting, Don seconded. Motion carried with all “Yes” votes
