City of East Moline Mayor and City Council met Jan. 21.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a.Approval of the City Council Minutes of December 16, 2019.

b.Approval of Salaries for December 27, 2019 in the amount of $423,592.14.

c.Approval of Salaries for January 10, 2020 in the amount of $479,899.85.

d.Approval of Bills for December 2019 in the amount of $850,767.61.

e.Approval of Bills for January 2020 in the amount of $838,992.58.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia and Rico. Motion carried.

REPORT BY MAYOR

PROCLAMATION:

Mayor Freeman read and presented to Maggie Tisman, Chloe Contagio, Colleen Gordon and Kaylee Danielson, a Proclamation proclaiming the month of January 2020 as “2020 Slavery and Human Trafficking Awareness Month.” Ms. Tisman was given the opportunity to address the City Council and all those in attendance.

Cecilia O’Brien, AFL-CIO Quad City Federation of Labor presented Mayor Freeman with a Certificate of Appreciation for outstanding support of the Labor Day Parade. Ms. O’Brien stated that they could not do the parade without the support of the City of East Moline and Mayor Freeman.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

There were no Ordinances or Resolutions that required action to be taken.

COMMITTEE-OF-THE-WHOLE (Alderman Toppert)

Alderman Toppert had no items for discussion, all items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that he will be having a few promotions at the February Council meeting.

Ms. Whiting, Finance Director – Ms. Whiting informed the City Council that she is working on yearend items. W2 forms were completed and will be distributed by this week or next. Now working on a chart regarding all State revenues received by the City, showing 2018 compared to 2019 revenues.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council a public informational meeting regarding the of IL 92 corridor study which is going through East Moline, Moline, Silvis and Rock Island well attended last week held at the Moline Police Department.

Chief DeFrance, Fire Chief EMFD – Chief DeFrance updated the City Council regarding the sale of the Fire Truck. Since there has been no movement on selling the Fire Truck, we should be looking at other alternatives.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed the City Council that they received approximately 150 applications for the temporary employee.

Mr. Drake, Director of W&WWTP Facilities – Mr. Drake informed the City Council that the water is colder which makes it harder to treat. The contractor is coming in tomorrow to begin putting in the footings to the plant.

RECESS COUNCIL MEETING

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to adjourn the City Council meeting and to go into the Committee of the Whole Meeting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien Frederic, Tapia and Rico. Motion carried. 6:48 p.m.

RECONVENE COUNCIL MEETING

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to reconvene the City Council meeting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien Frederic, Tapia and Rico. Motion carried. 7:18 p.m.

EXECUTIVE CLOSED SESSION

A motion was made by Alderman Toppert, seconded by Alderman Almblade, to recess the City Council meeting and to go into Executive Closed Session. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien Frederic, Tapia and Rico. Motion carried. 7:19 p.m.

OPEN SESSION

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to go back into Open Session. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien Frederic, Tapia and Rico. Motion carried. 7:25 p.m.

No action was taken in Closed Session.

ADJOURNMENT:

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to adjourn the City Council meeting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien Frederic, Tapia and Rico. Motion carried. 7:30 p.m.
